City of Countryside City Council met Feb. 8.

Here are the minutes provided by the council:

1. CALL TO ORDER –The meeting was called to order at 7:30 p.m. by Mayor McDermott. Alderman Von Drasek led the audience in the Pledge of Allegiance to the Flag. Mayor McDermott asked for a Moment of Silence in memory of Circuit Court Judge Frank Castiglione, a long-time resident and outstanding Jurist. Please keep his family in your thoughts and prayers.

Roll Call: City Clerk Kmet called the Roll of those physically present as follows: Present: Mayor McDermott, Alderman Finn, Alderman Von Drasek, Alderman Mikolyzk, Alderman Musillami, City Clerk Kmet, Treasurer Bolt

Absent: Alderman Benson, Alderman Frohlich

Also Present: Police Chief Ford, City Attorney Peck, City Administrator Paul, Assistant City Administrator Peterson, Finance Director Schutter, City Engineer Fitzgerald,

Recording Secretary Prokop

2. OMNIBUS AGENDA

a. Approval of the City Council Meeting Minutes of January 25, 2023.

b. Statement of Bills submitted for payment through February 8, 2023 in the amount of $344,269.36.

A motion was made by Alderman Musillami, seconded by Alderman Mikolyzk that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 4 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk

Nay: 0

Absent: 2 Alderman Benson, Alderman Frohlich

3. COMMUNICATIONS FROM THE PUBLIC

Rosemarie Dostal and Albert Dostal, 9521 W. 56 St. own the property at 5750 LaGrange Road behind Continental Nissan – a nine-acre parcel. They received a letter from City Attorney Peck in April 2022 to purchase the property. In their opinion, the offer was way below market value. They have received previous offers from interested developers. They did not pursue those offers because the City has an eminent domain issue hovering over the property. They would like a letter from the City stating that the City is no longer interested in purchasing the property, and withdrawing the eminent domain issue as soon as possible. They wish to pursue other interested buyers to develop the property. They seek negotiation. Mr. Albert Dostal also commented that the senior active facility that would be built will give Countryside senior residents top priority; he believes it will be a benefit to the community. Mayor McDermott thanked them for their comments and stated there will be further conversations.

4. MAYOR’S REPORT

a. Mayor McDermott sought consideration of a Fee Waiver and Raffle Request from St. John of the Cross Parish School for their Fundraiser February 1, 2023 – March 10, 2023. A motion was made by Alderman Mikolyzk, seconded by Alderman Von Drasek that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 4 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk

Nay: 0

Absent: 2 Alderman Benson, Alderman Frohlich

7. COMMITTEE AND COMMISSION REPORTS FOR DISCUSSION, CONSIDERATION AND, IF SO DETERMINED ACTION UPON:

a. ECONOMIC DEVELOPMENT – no report

b. FINANCE COMMITTEE

1. Alderman Finn sought consideration to purchase the Microsoft Office 365 Plan (G3) Subscription License in the amount not to exceed $20,000 under the CDW Government Purchasing Program. Server-based emails are being discontinued; the City has two servers that must be replaced every few years plus other office products. Microsoft is switching to the cloud based subscription service, which is safer.

A motion was made by Alderman Mikolyzk, seconded by Alderman Von Drasek that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 4 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk

Nay: 0

Absent: 2 Alderman Benson, Alderman Frohlich

2. Alderman Finn reminded residents that the St. Patrick’s Day Parade is just around the corner; the parade is the first Saturday, March 4 at 1 p.m. He hopes residents come out to march in the parade, volunteer, or just ride the trolleys and have some fun. Mayor McDermott noted that the funds raised will be donated to the Violet Foundation for Pediatric Brain Cancer and the Boy Scouts Troop #69 from Burr Ridge/Countryside. He urged residents to please take part in the festivities.

c. HUMAN RESOURCES COMMITTEE - no report

d. INFRASTRUCTURE COMMITTEE – no report

e. PLAN COMMISSION/ZONING BOARD OF APPEALS - no report

f. SPECIAL EVENTS COMMITTEE – no report

10. STAFF REPORTS

a. Police Chief Ford

1. Chief Ford updated Council re: the new license plate readers were received and are being installed today and will be completed by next week. That will bring the stationary LPRs up to 7 with one multiple. They have been very successful in preventing incidents or aiding in follow-up investigations. The Police Department appreciates Council’s support. Information is updated twice daily, which gives the police officers the ability to immediately be on the lookout for these vehicles. Mayor McDermott stated that they are a great crime prevention tool.

c. Assistant City Administrator – no report

A motion was made by Alderman Mikolyzk, seconded by Alderman Musillami that this meeting be ADJOURNED; motion carried by the following vote:

Mayor McDermott declared the meeting adjourned at 7:43 p.m.
