Village of Bellwood Board of Trustees met Jan. 18.

Here are the minutes provided by the board:

The Board meeting of the Board of Trustees of the Village of Bellwood was called to order by Mayor Harvey at 6:00 p.m. on Wednesday, January 18, 2023.

Roll Call 

Present: Mayor Andre Harvey, Village Clerk Janel Moreland, Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale.

Pledge of Allegiance

The Village Board and others in attendance recited the Pledge of Allegiance led by Mayor Harvey.

Presentation: None

Approval of Agenda

Mayor Harvey requested a motion to approve the (January 18, 2023), board meeting agenda. Trustee Robinson moved, seconded by Trustee Nightengale to approve the board meeting agenda. Upon a voice vote, the motion carried unanimously.

Approval of Minutes:

Mayor Harvey requested a motion to approve the minutes of the last Board meeting (December 21, 2022). Trustee Holman moved, seconded by Trustee Delgado to dispense with the reading of the minutes of the last Board meeting and approve the minutes as presented. Upon a voice vote, the motion carried unanimously.

Committee Reports 

A. Public Works Department

Trustee Ciavattone reported the following:

• I have several items to report from the Public Works for the month of December 2022. Water main breaks - four, water mains jetted - two, streetlights repaired - fifteen, traffic lights repaired - two, street signs replaced - ten, sidewalk inspections - fourteen, potholes filled throughout the village four hundred thirty-four, trees trimmed - sixteen, two - hangers, fifteen trees removed.

• We have no items appearing on the consent agenda.

Always remember our first responders, medical personnel, military personnel, active duty, veterans, and volunteers.

B. Community Development 

Trustee Boston reported the following:

There are several items to report from the Community Development Committee.

• We have received two permit applications for the new Bell's Diner being built at 2501 Madison. The review for building and engineering plans have been completed. We are now waiting for revisions to be submitted.

• Work continues on the new Seniors Building located at 542 25th Avenue. Scheduled to be completed around August 1, 2023 

• Work continues on the Quik Trip project located at 1040 25th Avenue. The RTU units are up. The shield should start going up soon. The project should be completed in March 2023. 

• The Village is in communication with several developers and contractors about potential partnering with Bellwood. We will provide information as it becomes available.

We are recommending the following items on the consent agenda.

i. Item B - Shows the village's support for Tax Increment Finance.

C. Quality of Life 

Trustee Holman reported the following:

• From the committee of Quality of Life, the Building Department reviewed one hundred sixty-five applications in December and issued eighty-five permits. 

• Bellwood Community Resource Center monthly activity from December 1st - December 31st, we had ninety-five patrons.

We are recommending the following items from the consent agenda.

i. Item C - Approves for the asbestos remediation for property located at 3403 Monroe.

D. Administration 

Trustee Robinson reported the following:

• We have no items appearing on the consent agenda.

F. Public Safety 

Trustee Delgado reported the following items appearing on the consent agenda.

We are recommending the following items from the consent agenda.

i. Item A - Approves a joint handling for the 911 dispatch.

D. Finance Committee 

Trustee Nightengale reported the following:

i. I would like a motion to pay bills in the amount of $2,886,421.18 when funds become available. 

ii. There are no items appearing on the consent agenda and nothing from the ad hoc committee.

Trustee Ciavattone moved, seconded by Trustee Holman to pay the bills when funds become available. The results of the roll call vote are as follows:

Ayes: 6 Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale

Abstain:

Absent:

Ad Hoc Committees: Nothing to report.

Resolution 23-02

A. A Resolution Approving and Authorizing the Execution of an Agreement by and between the Village of Bellwood and Proviso-Leyden Joint 9-1-1 Authority PSAP 

Resolution 23-03 

B. A Resolution in Support of Tax Increment Financing.

Resolution 23-04 

C. A Resolution Approving and Authorizing the Execution of an Agreement by and between the Village of Bellwood and Northern Environmental Development, Inc.

Mayor Harvey requested a motion to place the items on the Consent Agenda as presented. Trustee Robinson moved, seconded by Trustee Delgado.

The results of the roll call vote are as follows:

Ayes: 6 Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale 

Nays:

Abstain:

Absent:

Mayor Harvey requested a motion to approve the Consent Agenda as presented. Trustee Ciavattone, seconded by Trustee Boston. 

The results of the roll call vote are as follows: 

Ayes: 6 Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale 

Nays: 0

Abstain:

Village Clerk's Report 

The Village Clerk report was removed from the Board Meeting Agenda at the request of Mayor Harvey.

Mayor's Report

Mayor Harvey reported the following: 

i. We just celebrated Martin Luther King Day. I would like to point out there were some people honored at George & Northica Stone Operation Uplift event; Ms. Connie Riales received an award for all the work she does in our community. Judge Gay Chase received an award for all the work she does in all communities in Proviso Township working so hard to make things better in our communities. Also Ms. Hanna who lives in the Village of Bellwood received the Rosa Parks Award. She is 100 years old and a long time Bellwood resident.

ii. We are working on replacing water meters so in the near future we are starting a pilot program project for about twenty-five homes over the next couple of months.

iii. I had the pleasure of meeting with Pastor Rick from International Fellowship Church, the old St. Simeon Church. They are up and running. Will be having a grand opening within the next couple of months. Do want to partner with the community and have additional plans for the remainder of the property.

iv. Working on the downtown Bellwood. We have good news from Springfield. We have help there on board to help us out in our endeavors. I like to thank Tonita LeShore and Peter Tsiolis for working really hard on grants and other things to assist and help our community.

Public Comment:

Mayor Harvey requested a motion to open the floor for Public Comment.

Trustee Ciavattone made a motion and Trustee Boston seconded to open the floor for public comment. All Trustees were in favor to open the floor. Upon a voice vote, the motion carried unanimously. Mayor Harvey declared the floor for public comment open.

Gay Chase - Thanks for all the work the village did for making Christmas special on behalf of all the recipients. Thanks to Public Works employees, Marty and Arnie for all the work and decoration they did to make that facility very beautiful.

Mayor - We had over one hundred families for Christmas in Proviso. We share that with about fourteen other entities: Speaker Welch, Senator Lightford, PLCCA, Bellwood, Broadview, Hillside, Melrose Park, and North Riverside to be able to give to families and their kids.

We also had breakfast with Santa which was another well attended event.

We definitely have to thank Public Works for all the work they did in Proviso West Field House. They did tremendous decoration. We got so many kudos and people wanting to be apart of it next year. Arnie, we thank you and your guys because they all jumped in and decorated for the Christmas in Proviso event. Not only did you make the Village of Bellwood look like a million bucks you guys made Proviso West shine as well. I believe the village of Bellwood department heads, trustees and boards work well together and I believe other villages are jealous when the see the relationship we have with each other and how well we work together.

We will be having our Annual Seniors Mardi Gras dance on Saturday, February 11th - 6pm at Drury Lane. If any seniors need tickets, you can come to the mayor's office to purchase tickets. If you know anyone that want to participate, please let us know.

Mayor Harvey asked for a motion to close the floor for Public Comment. Trustee Holman made a motion and Trustee Ciavattone seconded to close the floor for public comment.

All Trustees were in favor to close the floor. Upon a voice vote, the motion carried unanimously. Mayor Harvey declared the floor for public comment closed.

Adjournment: 

Mayor Harvey requested a motion to adjourn the Board meeting. Trustee Delgado moved, seconded by Trustee Holman to adjourn the meeting. Upon a voice vote, the motion carried unanimously. Mayor Harvey declared the meeting adjourned, with no further business to come before this Board, this meeting stands adjourned at 6:16p.m.
