Village of Western Springs Public Works & Water Committee met Jan. 3.

Approval of Minutes: 

The Committee minutes from the 12/1/2022 Joint Public Works and Water and Infrastructure Commission Meeting were approved with no corrections.

Public Comment: 

None

Lead Service Line Inventory and Replacement Milestones: 

The first milestone for the Lead Service Line Replacement Act (LSR Act) is the material service line inventory. The Village is currently at 75% completion for the material service line inventory; The final inventory is due to the IEPA by 4/15/2024.

The second milestone is the LRS Project Plan; The initial replacement plan must be submitted by April 15, 2024, with a final version due on April 15, 2027. HR Green, on the Village’s behalf, compiled the appropriate information and submitted an application for the State Revolving Fund loan in October 2022. The Village has not heard back from the State regarding the outcome of this application. During the February Board cycle, Village staff will bring a professional services agreement from HR Green for the Lead Service Line Replacement Project Plan.

The final milestone is the lead service line replacement. Village staff is comfortable estimating that the total lead services identified, and yet to be identified, will not exceed 1200 service lines. A community water system with 1200 or fewer lead service lines in its final inventory and placement plan is required to replacement lead service lines, at an annual rate of no less than 7% of the total amount described in the final inventory, with a timeline of up to 15 years for completion.

Robinson Engineering Proposal for Televising Training:  

In 2022 the Village contracted National Power Rodding to complete sewer televising and cleaning in the Springdale and Ridgewood subdivisions and at other targeted locations in town. Following the completion of 2022 televising program, over 30,000 linear feet (LF) of sanitary, storm, and combined sewer pipe have been televised. This data will allow staff to plan out necessary lining, point repairs, and sewer replacement projects.

Currently, staff does not have the required expertise to analyze the data collected from the work. The proposal from Robinson Engineering would provide onsite and classroom education for two staff members to learn the necessary skills to review the televising data, provide oversight for future televising work, and analyze of the already collected data.

Staff recommends for consideration the Robinson Engineering Proposal for Professional Engineering Services, CCTV Review and Program Training for $20,450.00. Staff budgeted $25,000 for 2023 for professional services related to the sewer inspection program.

Chair Trustee Fink moves to bring the Robinson Engineering Proposal for Engineering Services CCTV Review for $20,400.00 to the Village Board. Seconded by Trustee John.

Springdale Televising:  

National Power Rodding (NPR) began cleaning and investigating the condition of the Village’s sanitary system in early November for the Village’s 2022 cleaning and inspection contract. NPR began the camera work in the Springdale subdivision and work was completed in early December. During their inspection work NPR encountered several potential issues in the sanitary system that will need to be addressed in 2023. Staff completed preliminary review in December of NPR’s inspections and felt it was important to brief the Committee on repairs currently under consideration. A more comprehensive review which will include potential cost estimates and repair options is anticipated in the next month.

At this time there is no action required for this item.

LPA Amendment #1 Agreement West Underpass: 

As has been previously report, the Village has been attempting to achieve reimbursement of $900,000 in grant funds from the Illinois Commerce Commission (ICC) for West Underpass construction activities expended between October 2020 through December 2021.

While the funds are granted through the ICC, the distributing agency is IDOT. Difficulty in achieving reimbursement for the grant funds has been due to IDOT not having the ICC funding in its records. Staff has been working with IDOT for over a year to correct the agency appropriation paperwork. IDOT finally approved the proposed amendment in early December and provided the attached amendment #1 for Village approval.

Chair Trustee Fink moves to bring the West Underpass LPA Amendment 1 to the Village Board. Seconded by Trustee John.

2022 Flagg Creek Outfall Project Completion: 

V3 Companies completing rehabilitation of six outfalls in the Ridgewood subdivision in December. The Phase II completion of the outfall rehabilitation project completes all outfalls in the Ridgewood subdivision. The Village intends to continue moving north through the Forest Hills and Commonwealth subdivisions in 2023.

Contracts Renewals: 

Attached for the Committee’s review is a renewal letter for the Village’s sidewalk cutting program for Murphey Construction Services, Inc. (formerly Safety Services & Assessments, LLC).

The Village’s Sidewalk cutting program was bid in April of 2021 with unit prices of $19.95 per inch/foot. The Village has budgeted $20,000 for sidewalk cutting in 2023 and Murphey Construction Services, Inc. has agreed to renew the contract for 2021 prices.

Chair Trustee Fink moves to bring the sidewalk cutting contract from Murphey Construction Services Inc. at a not to exceed price of $20,000 to the Village Board. Seconded by Trustee John.

Other: 

Cook County approved the extension for the West Underpass project from December 2022 to December 2023.

Chair Trustee Fink moves to bring the new West Underpass Project Completion Date to the Village Board. Seconded by Trustee John.
