Village of Forest Park Village Council met Oct. 11.

Here are the minutes provided by the council:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Byrnes, Maxham, Nero, Voogd and Mayor Hoskins answered the Roll Call. It was noted that Commissioner Nero was attending remotely, in compliance with section 1-4-4-H, of the village code of the Village of Forest Park.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes that the minutes from the September 26, 2022, Regular Meeting of the Council be approved without reading as each member has received a copy thereof.

AYES: Commissioners Byrnes, Maxham, Nero, Voogd

and Mayor Hoskins

NAYES: None

ABSENT: None

The motion carried unanimously.

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes that the minutes from the September 26, 2022, Special Meeting of the Council be approved without reading as each member has received a copy thereof.

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes that the minutes from the September 26, 2022, Closed Session Meeting of the Council be approved.

R-90-22

RESOLUTION APPROVING BILLS IN THE AMOUNT OF $402,458.59

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham that the Resolution for the payment of bills be adopted. The bills totaled $402,458.59.

RESOLUTION FOR AGREEMENT WITH TOTAL PARKING SOLUTIONS, INC.

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Resolution waiving bid and authorizing an agreement for the maintenance, service and monitoring of multi-space parking payment terminals from Total Parking Solutions, Inc. be adopted.

RESOLUTION APPROVING AGREEMENT WITH COOK COUNTY DEPARTMENT OF HEALTH

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes that the Resolution approving an intergovernmental agreement for the provision of Environmental Health Inspection Services be adopted.

VILLAGE LOGO LAYOUT SELECTED FOR NORTH WATER TOWER

Administrator Amidei presented two different layouts for the village logo to be painted on the North water tower. There was consensus to use the horizontal logo for consistency with the South tower.

It was moved by Commissioner Voogd and seconded by Commissioner Maxham to approve the request from Forest Park Arts Alliance regarding their 2023 Stoop Session events.

FOREST PARK ARTS ALLIANCE STOOP SESSION REQUEST AND SCHEDULE

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes to authorize the Mayor’s signature on agreements with J.A. Production and Advertising and All About Fun for services related to the village’s Hispanic Heritage Event.

HISPANIC HERITAGE EVENT AGREEMENTS

It was moved by Commissioner Voogd and seconded by Commissioner Maxham to approve the request from Forest Park Foundry/FP regarding the use of the public sidewalk in front of 7503 Madison Street for decorations related to Scarecrows on Parade.

ADMINISTRATOR’S REPORT:

Administrator Amidei reported that the Chamber is holding a workshop at village hall tomorrow from 8:00 to noon to help local businesses make application for the Cook County Source Grow Grant. The program is being administered by the Berwyn Development Group and is designed to provide up to $10,000 in grant funding to small businesses, along with advising and coaching services to foster their recovery and resiliency from the pandemic, scale their operations and thrive in Cook County.

The administrator reminded all residents that now that fall has arrived, the Public Works crews will start curbside leaf pickup. Lawn clippings need to be picked up by the landscape waste truck, along with garbage on Thursdays in the alley.

COMMISSIONER’S REPORTS:

Commissioner Maxham reported that the Altenheim Advisory Committee met last Monday and the meeting was very productive. They held breakout sessions to discuss Fit, Function and Attributes for the property. There is a link on the village’s home page for those who are interested in following the progress. The commissioner further reported that there will be a townhall meeting on October 18th at 7:00 p.m. in the lower level of Village Hall. The purpose of the meeting is to provide information and answer questions are receive public input and comments on the subject of backyard hens. Last, Commissioner Maxham reported that Department of Public Health and Safety Director, Steve Glinke will present information about the best solutions to the problem of rats in Forest Park and answer questions on how to best combat rats. The session will be held on Tuesday, October 25th at 7:00 p.m. in the lower level of Village Hall.

Commissioner Voogd reported that there will be an event, sponsored by Burke Engineering, to plant an Exclamation Planetree behind the Altenheim at 7824 Madison Street to celebrate the Morton Arboretum’s 100th anniversary and the Conservation Foundation’s 50th Anniversary. The event is being held on October 27th at noon and the public is invited to attend.

Mayor Hoskins recently participated in Sarah’s Inn Rally for Domestic Violence awareness. Sarah’s Inn has also displayed purple ribbons around Forest Park to highlight the subject and to promote their services to community members. In addition, the village’s Hispanic Heritage event was held this last Saturday, and was a very good and engaging event. Last, the mayor reported that he recently joined Forest Park Police Officers in the Italian American Heritage Parade in Downtown Chicago, adding that it was a fun event.

ADJOURNMENT

There being no further business to be addressed, Commissioner Nero moved and Commissioner Byrnes seconded to adjourn into closed session pursuant to 5 ILCS 120/2(c)(2) to consider collective bargaining matters. The motion carried.

Mayor Hoskins declared the meeting adjourned at 7:29 P.M.
