City of Countryside Infrastructure Committee met June 8.

Here are the minutes provided by the committee:

1. CALL TO ORDER.

Chairman Benson called the meeting to order at 6:00 PM.

2. ROLL CALL

Present: Chairman Benson, Alderman Musillami, and Alderman Finn

Also Present: Mayor McDermott, Alderman Von Drasek, Alderman Mikolyzk, Alderman Frohlich, Treasurer Bolt, City Clerk Kmet, City Administrator Paul, Assistant City Administrator Peterson, Public Works Superintendent Serna, Lead Water Plant Operator Hartigan, and City Engineer Fitzgerald.

3. COMMUNICATION FROM THE PUBLIC.

None.

4. APPROVAL OF MINUTES – January 26, 2022.

4. a. Approval of the Infrastructure Committee Meeting Minutes – January 26, 2022.

The minutes of the regular meeting of January 26, 2022 were previously distributed to the members of the Infrastructure Committee.

A motion was made by Alderman Musillami to approve the minutes from the January 26, 2022 meeting, seconded by Alderman Finn and carried unanimously.

5. BUSINESS FROM THE COMMITTEE FOR DISCUSSION, CONSIDERATION AND IF SO DETERMINED, ACTION UPON:

5.a. Consideration of recommendations from the Metropolitan Water Reclamation District (MWRD) Drainage study.

City Engineer Fitzgerald stated that this item has been in the works for a number of years. Mayor McDermott, City Administrator Paul, and City Engineer Fitzgerald met with MWRD several times over the past years. We discussed the local drainage problems that the community is facing. MWRD is working with IDOT to build a larger sewer down 55th Street which will run from Plainfield Road to East Avenue. MWRD is also committed to working with Cook County for the future Plainfield Road improvements to also build a larger sewer down Plainfield Road to connect into the 55th Street sewer and also extend down to Willow Springs Road. MWRD has provided us with their drainage study for recommendations for Kensington Avenue Ashland Avenue, Catherine Avenue and Madison Avenue. These recommendations will cost approximately $400,000. There’s also a recommendation for Bob-O-Link at 7th Avenue which the cost will be approximately $90,000.

City Administrator Paul asked City Engineer Fitzgerald if the estimates given include engineering or just the cost of the improvements. City Engineer Fitzgerald stated that it is only for the cost of the improvements. The City will have to pick up the total cost for the engineering.

Chairman Benson stated that they will table this item until the next meeting.

5.b. IEPA Mandated Lead Service Line Inventory Survey.

Lead Water Plant Operator Hartigan stated that the Illinois EPA has mandated that all community water systems provide a complete inventory of water services connected to its distribution system. The City currently has 1,557 services in its system. In order to account for each service, a mass mailing which contains a letter of explanation, instructions on how to identify the material used in the service, and a survey to complete with a prepaid postage return envelope back to the City. Once we have all the information back we will set up an online survey system and then put a link on the website to continue collecting information.

5.c. Consideration to waive the formal bidding process and accept a bid proposal for the Large Meter Replacement Project in the amount of $124,621 from Core & Main as the Sole Source Dealer.

Lead Water Plant Operator Hartigan stated that most of the larger brass meters installed in Countryside are twenty years old. The meters will be purchased from Core and Main who are the sole source provider of Sensus Meters in our market.

A motion was made by Alderman Musillami to waive the formal bidding process and accept a bid proposal for the Large Meter Replacement Project in the amount of $124,621 from Core and Main as the Sole Source Dealer. This item will be brought before the City Council Meeting tonight. The motion was seconded by Alderman Finn and carried unanimously.

5.d. Consideration to waive the formal bid process and award a contract in the amount of $62,900 to United Meters as the lowest responsible bidder on the Commercial Meter Installation Project.

A motion was made by Alderman Musillami to waive the formal bidding process and award a contract in the amount of $62,900 to United Meters as the lowest responsible bidder on the Commercial Meter Installation Project. This item will be brought before the City Council Meeting tonight. The motion was seconded by Alderman Finn and carried unanimously.

5.e. Consideration of a contract for a space needs analysis for the Public Works facility in the amount of $18,850 with Tria Architecture of Burr Ridge, IL.

Assistant City Administrator Peterson stated that in January staff was directed to have a space needs analysis conducted on the existing Public Works Building. Fourteen Requests for Qualifications (RFQ’s) were sent to Architectural Firms who have experience in municipal work as well as green projects. The due date for the RFQ’s to be returned was April 9th and we received back a total of nine RFQ’s. The selection committee, which consisted of Public Works Superintendent Serna, City Engineer Fitzgerald and Assistant City Administrator Peterson narrowed down the RFQ’s to three. The three firms came in and gave the committee a demonstration. Tria Architecture of Burr Ridge, IL was the firm that most fit our needs.

A motion was made by Alderman Musillami to award a contract in the amount of $18,850 to Tria Architecture of Burr Ridge, IL. This item will be brought before the City Council Meeting tonight. The motion was seconded by Alderman Finn and carried unanimously

5.f. Consideration to approve the attached water rate Ordinance.

City Administrator Paul stated that we buy our water from McCook and McCook buys it directly from the City of Chicago. The City of Chicago has raised their rates and passed the increase onto McCook. McCook took that amount and added four cents to the increase. That amount is being recommended to pass on through to the residents.

As far as our two outside community customers we do those rates based upon a study every other year. We are allowed per that study to also do the pass through. There will be a larger increase on The Village of Indian Head Park and LaGrange Highlands, will increase forty-three cents and forty-four cents respectively for the increase from the study plus the pass through cost.

The City of Countryside is only asking that we pass the amounts through to our resident and commercial customers. We are not adding any additional costs on to the increase.

A motion was made by Alderman Finn to approve the water rate increase Ordinance. This item will be brought before the City Council Meeting tonight. The motion was seconded by Alderman Musillami and carried unanimously

6. OTHER COMMITTEE BUSINESS.

None.

7. ADJOURN.

There being no further business to discuss, Alderman Musillami motioned to adjourn, seconded by Alderman Finn and carried unanimously.

Chairman Benson declared the meeting adjourned at 6:24 PM.
