Proviso Township High School District 209 Board of Education Facilities Committee met June 7.

The Board of Education Facilities Committee Meeting of the Proviso Township High Schools was held in the Proviso Mathematics and Science Academy, Auditorium, 8601 W. Roosevelt Road, Forest Park, IL. The public was also able to view the meeting via livestream.
1. Call to Order:
The meeting was called to order at 3:46pm by Board Chairperson Amanda Grant. Other attendees included: L.T. Taylor, Al McDonald, Leon House, Michael Swanson, Lamont Bennett, and Nancy Governale; Carl Giometti and Michael Dolter (Perkins & Will); Michelle McClendon (Gilbane). TEAMS attendees included: Board President Patterson and Mark Jolicoeur (Perkins & Will).
2. A quorum was not established.
3. Citizen's Comments
There was one citizen’s comment. Mr. Howard Ray spoke about the need for air conditioning on all levels of the schools – not just the 3rd floors at East and West. He also questioned the use of Covid funding distributed three times to the district and why these funds can’t be used for HVAC improvements.
4. Minutes Approval
The May 2022 Minutes were reviewed and approved.
5. FMP Updates
Perkins & Will presented:
Summer 2023 Work – Scope and Design Schedule:
• The Science Labs will be like the labs at East providing equity at both schools
• The curtain wall has the heating elements built within; this work is logically integrated with the science lab work
• The Culinary Labs currently have window air conditioning units – comfortable temperatures; the HVAC system is not able to be expanded to this area – P&W recommends not doing currently
• Mr. Taylor stated that there is no horizontal chase on the 1st floor > connection through the floors
• it was noted that bidding is earlier for extra lead time
Next, Summer 2022 Work: Exploratory Demolition:
• Building B has no original documents available
• Mr. Taylor and Mr. McDonald will be completing the building exploratory work over the next few weeks
Next, PMSA Site Fence:
• the Village of Forest Park wants this work completed as soon as possible • the eastern most part was left uninstalled for discussions with the neighboring property
• there is a Com Ed easement within the fence line
• the fence is 7 feet off the property line
• working with Gilbane to develop timeline and funding
Next, Transportation Center:
• location will be on the south side of the West campus
• timeline to be developed; feasibility study is required
• permitting is an extensive part of the process – could take a year with zoning requirements
• Ms. Grant asked if this was part of the original FMP – Mr. Taylor explained that it was added about 20 months ago (late 2020 after the district purchased a few buses)
• Ms. Grant asked the purpose of the building – Mr. Taylor stated that it would be used for staff, maintenance, and drivers
Gilbane:
• Highlighting the access control project – bid documents out on May 9th, opening on June 9th and pricing to the Board by June 14th
• Access control project will be a phased approach and presented that way (1-2-3)
• Mr. Taylor stated that Phase 1 is replacing keypads, door repairs, and strikes for all schools
• Ms. McClendon will breakdown costs by school for accounting purposes Next:
• Pricing is based on escalation – hard numbers available a few days
• Gilbane’s escalation costs for 2022 have increased 15% from 2021 – costs are up 15% industry wide
• It was noted that proposed project costs for 2023 are up an additional 5.83% and for 2024 up 4.0%
Next:
• The student Intern will be presented to the Board on June 14th
6. Building Updates
Mr. Taylor, Mr. McDonald, and Mr. House presented the Building Updates respectively by campus with several photos.
➢ WEST: c-ring repairs; sports stadium roof repairs (outside vendor) soffits to be repaired – 90% of the work to be completed by in-house staff; the coolant is leaking in the Advanced Manufacturing Lab – Ideal Heating to be out by July 5th; compressors in the student cafeteria replaced – Ms. Grant asked about the compressor’s life span = 5 years
➢ EAST: pool and shower room repairs; teacher cafeteria a/c repairs; air conditioning in room 110; Ms. Grant asked about the boiler room maintenance schedule – work is documented and scheduled via School Dude system
➢ PMSA: passenger elevator phone systems repair ongoing by IT department – Mr. Swanson; Mr. Taylor stated that the Regional Office of Education is aware of this work and an inspection of the building is scheduled for July 2nd; the pump room – hot water furnace sensors; drain line is corroded – 25 feet of copper tubing
