Call to Order
The Board meeting of the Board of Trustees of the Village of Bellwood was called to order by Mayor Harvey at 6:00 p.m.
Roll Call
Present: Mayor Andre Harvey, Village Clerk Janel Moreland, Trustees Ciavattone, Boston, Holman, Robinson, Delgado (absent) and Nightengale.
Pledge of Allegiance The Village Board and others in attendance recited the Pledge of Allegiance led by Mayor Harvey.

Approval of Agenda
Mayor Harvey requested a motion to approve the (April 20, 2022), board meeting agenda. Trustee Boston moved, seconded by Trustee Holman to approve the board meeting agenda. The result of the roll call vote is as follows:
Ayes: Trustees Ciavattone, Boston, Holman, Robinson, and Nightengale
Nays: 0
Abstain: 0

Approval of Minutes:
Mayor Harvey requested a motion to approve the minutes of the last Board meeting and Public Hearing meeting (March 16, 2022). Trustee Holman moved, seconded by Trustee Ciavattone to dispense with the reading of the minutes of the last Board meeting and approve the minutes as presented. The result of the roll call vote is as follows:
Ayes: 5 Trustees Ciavattone, Boston, Holman, Robinson, and Nightengale

Committee Reports
A. Public Works Department
Trustee Ciavattone reported the following:
I have several items to report from the Public Works - March 2022. Water main breaks four, tree trimming 164, street light repair four, street sign replacements three, and potholes filled throughout the village two thousand seventy-three.
We are recommending the following items for approval on the consent agenda:
i. Item D - Approves the water main lining project.
ii. Item E - Approves the replacement of the village's generator.
iii. Item J - Authorizes the village's 2022 street resurfacing project.
iv. Always remember our first responders, medical personnel, military personnel, active duty, active duty, and volunteers.
B. Community Development
Trustee Boston reported the following:
There are several items to report from the Community Development Committee. Temporary occupancy has been granted to Duke Realty at 110 25th Avenue for Pure's Food to store products while contractors construct railings they need for storage of their products. The buildout of the main office area is underway, and several inspections have been approved.
The architectural plans have been reviewed and revisions are being prepared for the new seniors building project located at 542 25th Avenue.
Regarding Quik Trip project at 1040 25th Avenue, all buildings are down with the exception of 25th and VanBuren. The contractor continues to clear this site of underground structures and flatten it. \
ComEd has removed the old chain link fence at 401 Eastern Avenue, the flood migration wall and site expansion project. They've also done some concrete and curb work on the east side of the street.
Both new homes located at 49th and St. Charles, which are due to be completed June 2022 sold for well over the listing price, somewhat of a bidding war, proving once again that Bellwood is a very desirable place to live.
We are recommending the following items for approval from the consent agenda:
i. Item A & B - Approves the sale of the single-family homes located at 130 & 132 49th
C. Avenue. Quality of Life
Trustee Holman reported the following:
From the Building Department - Reviewed one hundred twenty applications and issued one hundred five permits. Bellwood Community Resource Center monthly activity from March 1st through March 315, 2022, we've had one hundred one patrons.
We are recommending the following items from the consent agenda:
i. Item G - Recommendation from the Planning commission to approve for conditional use the installation of a display sign on property commonly referred to as 2400 Madison Avenue,
ii. Item H - A recommendation from the Planning commission to approve the consolidation of two adjacent lots to create one single lot 2202 St. Charles Road.
D. Administration
Trustee Robinson reported the following:
We are recommending the following items on the consent agenda:
i. Item C - Approves the assignment of a lease agreement.
ii. Item F - Adopts and update the FOIA (Freedom of Information Act) policy.
iii. Item 1 - Approves a grant
F. Public Safety
Trustee Delgado was absent, and no report was given from Public Safety:

Trustee Nightengale reported the following:
I would like to make a motion to pay bills in the amount of $1,534,093.22 when funds become available.

Village Clerk's Report The Village Clerk report was removed from the Board Meeting Agenda at the request of Mayor Harvey.
Mayor's Report Mayor Harvey reported the following:
i. Thank World Deliverance Church who came out and had a parade on Good Friday. They are located on 439 Bohland. They did a reenactment of Jesus carrying the cross. We had a lot of participation from residents, churches, and other agencies.
ii. Chicago Fire episode aired. It was a very good episode. I'm proud that they chose Bellwood to film. They were really impressed with Bellwood and customer service. They were blown away by the hospitality.
iii. Give a shout out to Takiya Taylor who is a student and resident of Bellwood. She received a Youth Vision Award from Operation Uplift. Gotta keeps uplifting our youth,
iv. Shout out to Tonita LeShore who also received the Good Neighbor Helping Hand Award from Operation Uplift for all the tremendous work she does. Some told me a story, I don't know if it's true or not, that there was a family that became homeless due to a fire and Ms. LeShore helped the family and made sure they received food and cooked. When we have residents and employees that do so much, we like to say thank you for all you do.
v. Tomorrow, April 21st is our Neighborhood Watch Meeting. Presentation will be preparing your business to win with government and corporate contracts. If you want to start a business, please come out.
vi. We will be having a Mother's Day event on Saturday, May 7th from 9am-1 lam. Tickets are $15. Held at the Steel Metal Workers Local Union 73 on Roosevelt Road.
vii. The senior citizens of Senior Suites are putting on an event for Speaker Welch. Village of Bellwood, Park District, School District will be there. We will be partnering to show appreciation to the speaker of the house. District 88 is going to hand our certificates for community service to young ladies and men that volunteered their time over the last school year. Thank Connie Riales for her involvement in it.

Public Com hiales - Library Trustee ne pozz (see attached a
Constance Riales - Library Trustee reported in the absence of Amy Crump, presented the Bellwood Library report for the month of March 2022 (see attached a copy of the report). I was also one that went to Chicago Fire to be a stand in, and they turned me down.
Madeline MaGee - I have a question about the Chicago Fire. How did Bellwood Village benefit from that? Mayor - We benefited they did give us a donation. They hired our police department to do security. MaGee - Willie Wilson was giving free gas and fuel cards. Mayor corrected her and said, “free gas no fuel cards." MaGee - They were giving away free gas to people in the Bellwood area. Why was that turned down from the mayor and...Mayor - Mayor interrupted and said, "the mayor didn't turn it down, not a true statement. We actually welcomed it. We put together a program with the Police Department and Homeland Security, we did everything spelled out and what you call it said they declined and didn't want to do it." MaGee - It was written that our mayor and chief of police turned it down. I'm going to find that article and bring it back. Mayor - you can but we didn't turn it down, so I don't really need to see it. If you do your research, there were three Thornton locations that was supposed to do it. They didn't do it at any
Thornton's gas stations. MaGee - There was a change or amendment for the FOIA. Can you give that information out to us? I believe at the COW meeting Mike said there were some changes and adjustments that was going to be made. Have those changes been made? If so, will the residents know about it? Mayor – Whatever changes made to the FOIA situation it won't change for the residents, so the residents will still process as they always have.
Mayor Harvey requested a motion to adjourn the Board meeting. Trustee Ciavattone moved, seconded by
Trustee Holman to adjourn the meeting. Upon a voice vote, the motion carried unanimously. Mayor Harvey declared the meeting adjourned, with no further business to come before this Board, this meeting stands adjourned at 6:18 p.m.
