II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM

A. FINANCE AND SPECIAL EVENTS COMMITTEES (Mr. Johnson, Chair)

1. Mr. Johnson Stated He Had Nothing To Report From The Finance Department

2. Mr. Johnson Announced That The Village Is Collecting Names Of Franklin Park Veterans To Have Their Names Engraved On The Veterans Monument And To Submit Names To The Clerk’s Office By October 15, 2021, In Order For The Names To Be Engraved On The Monument For The Veteran’s Day Ceremony

B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia, Chair)

1. Ms. Avitia Reported 4 Water Main Breaks, 1 Water Service Leak

2. Ms. Avitia Announced Staff Is Working With Legal To Have T-Mobile And Verizon Cell Antennas Removed From The Main Elevated Potable Water Tank To Do The Maintenance And Painting This Coming Spring 2022

3. Ms. Avitia Reported 2 Manholes Rebuilt And 3 Sanitary Sewer Spot Repairs

4. Ms. Avitia Reported The Sewer Televising Contractor, Benchmark, Finished All Of Davis Street, Nichols Street, Addison Street, And Nerbonne Street, And Is Currently Televising South Of Grand Avenue On Sarah Street And Dora Street

5. Ms. Avitia Stated There Was 1 Sewer Back Up On A Sanitary Line And It Was A Private Issue

6. Ms. Avitia Reported The Sewer Division Staff Rodded 2,470 Feet Of Storm Sewer Lines And Rodded And Cleaned Out 4126 Feet Of Sanitary Sewer Lines, And Staff Televised 1,853 Feet Of Storm Lines

7. Ms. Avitia Reported Water Department Completed 6 F.O.I.A. Requests, Answered 149 Emails, And 107 Phone Calls

8. Ms. Avitia Reported Water Meter Division Completed 98 Service Calls, Replaced 41 Tele Coder Meter Heads And 47 Water Meter Bodies

9. Ms. Avitia Reported Water Collections Tagged Doors Today, October 04, 2021, A Seconded Door Tag Will Be Tomorrow October 05, 2021, And Shut Offs Will Begin November 11, 2021. There Are Only 32 Shut Offs Out Of 4,709 Accounts

10. Ms.Avitia Reported The Water Division Has Been Monitoring S.C.A.D.A. Levels Manually Due To Some Components Failing, But Staff Is Able To Monitor Remotely And The S.C.A.D.A. System Is Temporarily Up And Running. Utilities Commissioner Joe Lauro Is Working With I.T. Director Dan Corcoran, The Electrical Contractor, Esi, And A New Vender For Prices And Quotes To Upgrade And Modernize The S.C.A.D.A. System

C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)

1. Mr. Ruhl Congratulated Sargeant Jack Krecker, Who Is Retiring After 36 Years Of Service And Congratulated Lieutanant Kevin Krawczyk, Retiring After 27 Years Of Service

2. Mr. Ruhl Announced Fire Prevention Week And The Start Of Free Smoke Detector Program For The Residents Of Franklin Park. Residents Can Contact The Office Of The Fire Chief To Have Free Smoke Detectors Installed In Their Homes, This Program Is Only For Residential Homes And Does Not Include Commercial Or Apartment Builkdings

D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)

1. Mr. Ybarra Reported 12 Handicapped Signs Removed, 16 Street Name Signs Replaced, 1 Stop Sign And 34 No Parking/Street Sweeping Replaced

2. Mr. Yabrra Reported The Street Department Picked Up Tree Branches In The Front Of Residential Homes And All Through The Village Alleys

3. Mr. Ybarra Announced Street Sweeping Is Continuing On All Routes And All Village Parking Lots

4. Mr. Ybarra Reported The Removal Of 21 Tree Stumps And Black Dirt And Seed Were Applied, 9 Trees Were Removed By The Village Forestry Division Staff And 34 Trees Trimmed

5. Mr. Ybarra Reported Mike Saeli, Streets Supervisior, Attended A Planning Meeting With Lisa Anthony On The Upcoming Shred Day Event

6. Mr. Ybarra Reported 23 Tons Of Cold Patch Applied In The Center Of The Village And Also In The W.M.R.A. Area, 17 Tons Of Hot Patch Applied

7. Mr. Ybarra Stated That Mike Saeli Is Short Staffed In Streets Department, With One Employee Called Up To Active Duty In The Army Reserves, One Employee Is Off On Medical Leave, And Employees Taking Off Before The Winter Season Starts

8. Mr. Ybarra Reported The Fleet Repairs Are As Follows: 9 Oil Changes Completed And 18 Vehicle Repairs On Police Vehicles, 3 Oil Changes Completed And 24 Vehicle Repairs On Utilities Vehicles, 1 Vehicle Repair On A Fire Department Vehicle

9. Mr. Ybarra Reported Dennis Mahoney Is Itemizing Vehicles For An Auction For The Police Department And Street Division

10. Mr. Ybarra Stated The 2021 Road Improvement Program Has Begun With The Streets Selected Are: Nichols Avenue From 25th Street To Britta Avenue, Davis Avenue From 25th Street To Britta Avenue, Britta Avenue From Nichols Avenue From 25th Street, Addison Street From 25th Street To Britta Avenue, Nerbonne Avenue From 25th Street To Leyden Lane, Leyden Lane From Nerbonne Avenue To Britta Avenue, Hacke Court And Kimmy Court. Mr. Ybarra Stated The Streets Will Remain Open During Construction And Work Will Take Place On One Side Of The Roadway At A Time. Residents Will Have Access To Their Homes And Driveways During Construction

11. Mr. Ybarra Stated There Are Three Items On The Consent Agenda For Board Consideration, Item Number 7 Is The Demolition Of 3019 Rose, There Has Been A Lot Of Work Put In From The County, Community Development Director, John Schneider, And His Staff, Village Engineer, Tom Mccabe , Smith Lasalle Staff, And Legal Counsel To Get This Project Rolling

12. Mr. Ybarra Reported That The Second Item For Consideration Is Item Number 8 For The Fuel System Upgrade, The Current System Is Outdated And It Cannot Track Or Do Cost Analysis On Vehicles Or Generate Income Down The Road

13. Mr. Ybarra Stated The Last Item Is Number 9 On The Consent Agenda Is For The Reconstruction And Paving Of The Parking Lot Behind B-12 Tower. The Village Worked With Two Different Business Owners Who Agreeed To Pay Their Share Of The Repavement Of Their Parking Lot

E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)

1. Ms. Special Stated Senior Planner Nicholas Walny Attended The Illinois Tax Increment Association Fall Conference On September 22 At The Union League Club Of Chicago, Items Discussed Included A Discussion On Proposed Tif Legislation, Impact Of The Tif Act And The Cook County Tif Reporting Ordinance, Various Ways A Real Estate Project Could Generate A Return Of Investment, And The Use The Different Types Of Economic Incentives To Generate Development

2. Ms. Special Reported Community Development Staff Met With The Plan Commission To Discuss A Draft Landscape Ordinance That Will Be A Component Of The Comprehensive Zoning Ordinance Update That Is Currently In Progress With Camiros. A Landscape Ordinance Will Be Instrumental In Providing Sustainable Landscaping Features In Future Developments While Beautifying The Village

3. Ms. Special Reported That John Schneider, Community Development Director, Mayor Barrett Pedersen, And Staff Had Meetings With Comed’s Manager Of Economic And Business Development To Discuss Economic Development And Workforce Training Initiatives. These Meetings Allow The Village To Strengthen Partnerships And Identify Opportunities To Establish Programs To Better Serve The Village

4. Mr. Special Reported That Staff Has Had Meetings With 2 Prospective Businesses Regarding Potential 6b Application Submittals And Are Working With 2 Developers Regarding Enterprise Zone Applications To Help Spur New Redevelopment Within The Village

5. Ms. Special Reported For The Building Department, 30 Contractors Applied For Licenses, 71 Building,

6 Electrical, 1 Sign, 1 Dumpster, And 2 Fire Permits, 10 Property Closings For Residential And Commercial, 6 Business Applied For Occupancy And 3 Occupancy Certificates Were Issued

F. Human Resources, Sustainable Practices And Senior Services Committee (Mr. Hagerstrom, Chair)

1. Mr. Hagerstrom Announced A Shred Day Event On Saturday, October 16, From 9 A.M. To Noon At The Police Station, Osco Will Also Be There To Provide Flu Shots, Covid Vaccines And Booster Vaccine Shots, If Available. Additionally, Metropolitian Water Reclamation District Will Be Present To Distribute Trees And Compost Material. Cook County Sheriff Dart’s Office Will Also Be Accepting Expired Medications

VI. STAFF REPORTS AND COMMENTS; DISCUSSION ON AGENDA ITEM 1. Mr. John Schneider (Community Development Director) briefly went over item number 3 on the Consent Agenda regarding the triangular shaped vacant parcel of real property located at the southwest corner of King Street and Hawthorne Street which is about 4200 square feet, this property would best serve if it was part of sale or redevelopment. An appraisal was conducted and valued at $29,500. Mr. Schneider went over the 6 conditions for a potential “As-Is” sale of the property

2. Mr. John Schneider (Community Development Director) briefly went over item number 4 and 5, for an alley vacation and dedication ordinance. Mr. Schneider stated that the Village owns 4500 square foot east west public alley located between Washington and Edgington, and a portion of the north south public alley. By selling part of the property that is not being used, a new alley will be constructed. Mr. Schneider reported McDonalds will be required to dedicate 3812 square for a new public alley. The developer shall construct a new public alley in accordance to the Village code, approval by the Village engineer, pay the Village approximately $8500 based upon an appraisal for the existing alleys

(Items on the Consent Agenda will be enacted/approved by one motion. There will be no separate discussion on these items unless so requested by a member of the Village Board, in which case that item will be removed from the Consent Agenda and considered in the normal sequence of the Agenda.)

Motion To Approve Fowler Enterprises, Llc, South Elgin, Illinois, As The Lowest Responsible And Responsive Bidder For The Demolition Of 3019 Rose Street In The Amount Of $27,250.00 In Accordance With The Bid Analysis And Recommendation From The Village Engineer And Authorize The Officers And Officials Of The Village To Execute The Necessary Documents And Take Such Action To Effectuate Same

Motion To Waive Bid Requirements And Approve The Lowest Proposal From Metro Tank And Pump Company, Wheeling, Illinois, To Furnish And Install Diesel Fuel Dispensers And A Fuel Management System In An Amount Not To Exceed $71,265.00, To Ensure The Health, Safety And Welfare Of The Residents And Authorize The Officers And Officials Of The Village To Execute The Necessary Documents And Take Such Action To Effectuate Same

Motion To Waive Bid Requirements And Approve The Lowest Proposal From F & J Paving, Incorporated, Elmwood Park, Illinois, To Reconstruct The B-12 Parking Lot In An Amount Not To Exceed $46,840.00, To Ensure The Health, Safety And Welfare Of The Residents And Authorize The Officers And Officials Of The Village To Execute The Necessary Documents And Take Such Action To Effectuate Same

IX. COMMENTS FROM THE CLERK:

1. Village Clerk April J. Arellano announced that the Office of the Clerk is accepting the names of Franklin Park veterans hoping to be added to the Veteran

Monuments. The veteran must have lived in Franklin Park at some time. The veteran, or family members, will need to provide their DD-214, honorable discharge document, to the Clerk’s Office by October 15, 2021
