I. PLEDGE OF ALLEGIANCE 

II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM 

Village Clerk Roberta Johnson called the roll: 

Present at Board Meeting: Joe Montana (Village Attorney); Roberta Johnson (Village Clerk); Tom Dailly (I.T. Director), Nick Walny (Village Planner), Tom Reedy (Director, Stifell Public Finance) 

Present Via Teleconference: Mayor Pedersen. Trustees: Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special, Mr. Ybarra

The Village Clerk declared a quorum was present. 

Staff Members Present Via Telecommunication: Lisa Anthony (Director of Human Resources/Health and Welfare), Bill Brehm (Fire Department Chief), Frank Grieashamer (Treasurer), Joe Lauro (Utilities Commissioner), David Gonzalez (Comptroller), Lisa Manzo (Building Department Deputy Director), Tom McCabe (Village Engineer),

IV.  PUBLIC COMMENTS (Limit to 2 minutes per speaker, Ordinance 1415-G-43) (Public was also give the opportunity to submit comments to the Village Clerk via email to be read at the meeting) There was no one from the public in the meeting and no emails were submitted to the Village Clerk to be read at the Board Meeting by 4:30 p.m.

V.  COMMITTEE REPORTS 

A. FINANCE AND SPECIAL EVENTS COMMITTEES (Mr. Johnson, Chair) 

1. MR. JOHNSON STATED COMPTROLLER DAVID GONZALEZ WILL BE  REVIEWING THE FINANCIAL STATUS DURING STAFF REPORTS 

2. MR. JOHNSON ANNOUNCED PRESIDENT BIDEN SIGNED THE  AMERICAN RESCUE BILL THAT WILL ALLOCATE SOME FEDERAL FUNDING TO LOCAL MUNICIPALITIES. THE FUNDS WILL BE USED TO REPLACE SOME LOST REVENUES DUE TO THE COVID 19 PANDEMIC. THE VILLAGE IS WAITING ON MORE DETAILS REGARDING THE  AMOUNT TO BE AWARDED 

3. MR. JOHNSON STATED ITEM NUMBER 10 ON THE CONSENT AGENDA  WAS FOR REFUNDING THE 2021 BONDS 

B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia  Chair) 

1. MS. AVITIA STATED THERE WERE 4 WATER MAIN BREAKS AND  2 WATER HYDRANTS REPAIRED 

2. MS. AVITIA ANNOUNCED M.E. SIMPSON STARTED TWO ANNUAL PROGRAMS FOR THE VILLAGE: 1) TESTING ALL 2 INCH AND LARGER WATER METERS, 2) AN ANNUAL WATER MAIN VALVE TURNING AND EXERCISE PROGRAM THROUGHTOUT THE VILLAGE 

3. MS. AVITIA STATED WITH THE WARMER WEATHER, GRAFFITI HAS APPEARED IN LOCATIONS IN THE VILLAGE AND WERE REMOVED 

4. MS. AVITIA STATED A GUARDRAIL ON THE SILVER CREEK BRIDGE BROKE OFF AND A NEW RAIL HAS BEEN ORDERED. CONES WERE PUT AROUND THE AREA FOR SAFETY UNTIL REPAIRS CAN BE MADE 

5. MS. AVITIA STATED THERE WERE 4 BACKED UP SEWERS, ALL WERE PRIVATE ISSUES AND 1 SEWER SMELL COMPLAINT 

6. MS. AVITIA ANNOUNCED REUTERS 3 AND 4 STARTED BACK UP AND THE UTILITES DEPARTMENT ATTENDED TWO PRE-CONSTRUCTION MEETINGS WITH SMITH LASALLE IN REGARDS TO IT 

7. MS. AVITIA ANNOUNCED 145 WATER BILLING EMAILS AND 11 WATER BILLING FINALS, 31 WATER METER TELE CODER HEADS CHANGED OUT AND 13 WATER BASES CHANGED OUT. WATER METER TECHNICIANS COMPLETED 71 SERVICE CALLS FOR BILLING COMPLAINTS, LEAK DETECTION, ESTIMATED READS OR ZERO CONSUMPTION 

8. MS. AVITIA STATED SMITH LASALLE STAFF ARE WORKING ON THE TOLLWAY PROJECT AND THE SILVER CREEK BOX CULVERT ELEVATIONS AND GRADES

C. POLICE AND FIRE COMMITTEE (Mr. Rubl, Chair) 

1. MR. RUHL STATED THE POLICE DEPARTMENT TACTICAL OFFICERS MADE A ROUTINE TRAFFIC STOP ON A VEHICLE AND RECOVERED OVER $19,000 USC, OVER 20 GRAMS CANNABIS, AND 47 PILLS CONTAINING ADDEAL. ONE SUBJECT WAS TAKEN INTO CUSTODY AND CHARGED WITH POSSESSION AND DELIVERY OF CONTROLLED SUBSTANCE

2. MR. RUHL STATED THE POLICE DEPARTMENT TACTICAL OFFICERS WERE LED ON A POLICE PURSUIT BY A SUSPECT DURING A ROUTINE TRAFFIC STOP WITH THE SUBJECT BEING A JUVENILE. OFFICERS SAW THE SUSPECT REACHING INTO HIS PANTS POCKET AND HE WAS TACKLED BY OFFICERS AND FOUND THE SUSPECT WAS IN POSSESSION OF A LOADED .38 CALIBER HANDGUN. THE JUVENILE SUSPECT WAS PROCESSED AND TAKEN  TO A JUVENILE DETENTION CENTER WAITING FOR A HEARING 

2. MR. RUHL STATED THE FIRE DEPARTMENT RESPONDED TO A  WAREHOUSE DOCK FIRE WHERE PALLOTS WERE BURINGING 

D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair) 

1. MR. YBARRA STATED 4 FLEET TRUCKS WERE OUT OF SERVICE AND  BEING WORKED ON 

2. MR. YBARRA ANNOUNCED YARD WASTE PICK UP WILL BEGIN  MONDAY, APRIL 5 AND BRANCH COLLECTION AND CHIPPING WILL  START APRIL 19 

3. MR. YBARRA ANNOUNCED A NEW STREET DEPARTMENT PILOT PROGRAM FOR RESIDENTS REQUESTING WOOD CHIPS. THE WOOD CHIPS WILL BE AVAILABLE TO VILLAGE RESIDENTS ONLY (NO LANDSCAPE CONTRACTORS) BEHIND THE 9501 BELMONT AVENUE (STREET DEPARTMENT) BUILDING IN CONCRETE BINS MONDAY THROUGH FRIDAY AFTER 3:30 P.M. AND ANYTIME ON SATURDAY OR  SUNDAY. THERE WILL BE NO DELIVERY OPTION 

4. MR. YBARRA STATED STAFF HAS BEEN WORKING ON POT HOLE PATCHING AND TWO CUT OUTS SAW CUT AND TEMPORARILY  REPAIRED 

5.MR. YBARRA ANNOUNCED UTILITY STAFF HAS BEEN ATTENDING PRE CONSTRUCTION MEETINGS WITH SMITH LASALLE FOR THE FRANKLIN AVENUE PROJECT. LATE SPRING OR EARLY SUMMER THERE WILL BE A ONE-MONTH COMPLETE SHUTDOW OF FRANKLIN AVENUE DUE TO THE CONSTRUCTION AND NOTICE WILL BE POSTED ABOUT THE CLOSURE AS WELL AS A DETOUR ROUTE 

E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE 

(Ms. Special, Chair) 

1. 30 CONTRACTORS APPLIED AND REGISTERED FOR LICENSES,  72 BUILDING PERMITS, 17 ELECTRICAL PERMITS, 1 SIGN PERMIT, 2 DUMSTER PERMITS, 2 FIRE PERMITS FOR A TOTAL OF 94 PERMITS ISSUED. THERE WERE 16 PROPERTY CLOSINGS INCLUDING RESIDENTAL AND COMMERICAL, 5 NEW BUSINESSES APPLIED FOR OCCUPANCY AND 1 OCCUPANCY CERTIFICATE ISSUED ALONG WITH 25 CASES IN ADJUDICATION COURT, 2 STORAGE CONTAINER RENEWALS, 1 RENTAL INSPECTION, 1 VACANT REGISRATATION  APPLIED FOR, 1 DEED AMENDING INSPECTION APPLIED FOR AND  NUMEROUS COMPLAINTS/INCIDENT REPORTS AND FOLLOW UPS 

2. MS. SPECIAL REPORTED THE ZONING BOARD OF APPEALS MET FOR  RECOMMENDATIONS ON CONDITIONAL USE, VARIANCE AND ZONING APPEAL AND THE RECOMMINDATIONS THAT ARE ON THE CONSENT  AGENDA 

3. MS. SPECIAL ANNOUNCED COMMUNITY DEVELOPMENT STAFF  ATTENDED A VIRTUAL WEBINAR HOSTED BY COOK COUNTY REGARDING THE COUNTY’S COMMERCIAL PROPERTY ASSESSED CLEAN ENERGY (C-PACE) PROGRAM. C-PACE IS AN INNOVATIVE PROGRAM THAT ENABLES COMMERCIAL PROPERTY OWNERS TO OBTAIN 100% LONG-TERM, FIXED-RATE FINANCING FOR BUILDING IMPROVEMENTS FOR ENERGY EFFICIENCY, RENEWABLE ENERGY, WATER USE AND  ELECTRIC VEHICLE CHARGING STATIONS 

4. MS. SPECIAL ANNOUNCED STAFF COMPLETED THE REVIEW OF  8 BULDING PERMIT OR OCCUPANCY PACKETS AND BUSINESS LICENSE APPLICATIONS AND CONTINUE TO FIELD INQUIRIES REGARDING AVAILABLE PROPERTIES, BUSINESS PROPOSALS AND POTENTIAL DEVELOPMENT OPPORTUNITIES 

F. HUMAN RESOURCES. SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair) 

1. MR. HAGERSTROM ANNOUNCED THE BLOOD DRIVE ON MARCH 5  WAS SUCCESSFUL WITH 16 SUCCESSFUL UNITS OF BLOOD DONATED. HE THANKED SENIOR COMMISSION MEMBERS KITTY GREENWOOD  AND BERNIE BROWN FOR GREETING THE PARTICIPANTS 

2. MR. HAGERSTROM STATED THE SENIOR CTITIZENS AND DISABLED  RESIDENTS GRASS CUTTING PROGRAM AND THE SUMMER YOUTH PROGRAM (WITH A LIMITED NUMBER OF STUDENTS TO BE HIRED) IS ON THE CONSENT AGENDA 

VI. STAFF REPORTS AND COMMENTS; DISCUSSION ON AGENDA ITEM 

1. Comptroller David Gonzalez reviewed the January financial report and stated the  financial status is about normal for this time of the year and the Village expects to receive about $4 million from tax revenue and funds from the County for Covid relief
