City of Northlake City Council and Finance and Rules Committee met Aug. 27.

Here is the minutes provided by the committee:

This was a combined meeting because of COVID-19 and was called to order at 7:00 p.m. Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: ALDERMEN STRAUBE, GARCIA, GONZALEZ, GROCHOWSKI AND PATTI

PRESENT VIA CONFERENCE BRIDGE: ALDERMAN JOHNSON

ABSENT: ALDERMEN CONTRERAS AND FELDMANN

Mayor Sherwin presented the minutes of the combined finance and city council meeting held on July 13, 2020. Alderman Patti made a motion to accept the minutes of the finance and city council meeting held on July 13, 2020; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE JULY 13, 2020

COMBINED FINANCE AND CITY COUNCIL MEETING CARRIED

There was a plaque presentation to Fred Carpenter, a member of the Northlake Police Department who is retiring after 30 years of service.

Alderman Patti made a motion to accept the commission expenditures; seconded by Alderman Straube. Mayor Sherwin called for the roll.

Alderman Patti made a motion to accept the warrants and vouchers; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO PAY THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin noted that the CMAP Pavement Management Program performed an analysis on our roads and determined “Northlake is in great shape overall, and the funding level is more than adequate to preserve existing conditions”. Also, the real estate market in Northlake is doing quite well. The homes are selling very quickly and are going for higher than the listing price in many instances.

Alderman Gonzalez reported on ongoing research of waste disposal companies as our current contract will soon expire. Several proposals were reviewed and there will probably be an upcoming change in vendors.

Alderman Patti made a motion to approve Resolution R-14-2020; A Resolution Authorizing an Agreement Between the City of Northlake and RLF I-C SPE, LLC with Respect to the Property Located at 165 West Lake Street, Northlake, Cook County, Illinois; seconded by Alderman Straube. The City will receive a contribution to the infrastructure fund in exchange for this. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-14-2020; A RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN THE CITY OF NORTHLAKE AND RLF I-C SPE, LLC WITH RESPECT TO THE PROPERTY LOCATED AT 165 WEST LAKE STREET, NORTHLAKE, COOK COUNTY, ILLINOIS CARRIED

Alderman Patti made a motion to approve Resolution R-15-2020; A Resolution Supporting the Renewal of a Class 6b Real Estate Tax Assessment Application by RLF I-C SPE, LLC for an Industrial Facility Located at 165 Lake Street, Northlake, Cook County, Illinois; seconded by Alderman Straube. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-15-2020; A RESOLUTION SUPPORTING THE RENEWAL OF A CLASS 6B REAL ESTATE TAX ASSESSMENT APPLICATION BY RLF I-C SPE, LLC FOR AN INDUSTRIAL FACILITY LOCATED AT 165 LAKE STREET, NORTHLAKE, COOK COUNTY, ILLINOIS CARRIED

There was a discussion regarding Boofest 2020. Since we are not yet in Phase 5 of the COVID state-wide plan, it was decided to not have Boofest this year. Halloween trick-or-treating hours would be slightly extended to compensate and will be from 3:00 pm to 7:00 pm.

Alderman Patti made a motion to approve Ordinance O-12-2020; An Ordinance Amending Section 8-8-1 of the Northlake City Code Regarding Requirements and Fees for Accessory Buildings; seconded by Alderman Straube. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-12-2020; AN ORDINANCE AMENDING SECTION 8-8-1 OF THE NORTHLAKE CITY CODE REGARDING REQUIREMENTS AND FEES FOR ACCESSORY BUILDINGS CARRIED

Alderman Patti made a motion to approve the Review of the Motor Fuel Tax Funds; seconded by Alderman Straube. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO APPROVE THE REVIEW OF THE MOTOR FUEL TAX FUNDS CARRIED

Alderman Patti made a motion to approve the Noise Monitor License Agreement; seconded by Alderman Straube. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE NOISE MONITOR LICENSE AGREEMENT CARRIED

Alderman Patti made a motion to approve the Engineer’s Recommendation to award the bid to Triggi Construction for the Northwest Avenue Pavement Patching Project (CBBEL Project No. 940032.DC175); seconded by Alderman Straube. This road is badly in need of pothole repair. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE ENGINEER’S RECOMMENDATION TO AWARD THE BID TO TRIGGI CONSTRUCTION FOR THE NORTHWEST AVENUE PAVEMENT PATCHING PROJECT (CBBEL PROJECT NO. 940032.DC175) CARRIED

Alderman Patti made a motion to approve the Engineer’s Recommendation to award the bid to Martam Construction for the King Arthur Court Bridge Replacement Project (CBBEL Project No. 940032.DC170) (CDBG Project No. 1906-020); seconded by Alderman Straube. The City received $300,000.00 in grant money towards this project. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE ENGINEER’S RECOMMENDATION TO AWARD THE BID TO MARTAM CONSTRUCTION FOR THE KING ARTHUR COURT BRIDGE REPLACEMENT PROJECT (CBBEL PROJET NO. 940032.DC170) (CDBG PROJECT NO. 1906-020) CARRIED

Alderman Patti made a motion to approve the Architect’s Recommendation to award the bid to Blackwood Group for $309,146.00 for the Masonry Enclosures with Interior ADA Ramp at City Hall; seconded by Alderman Straube. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE ARCHITECT’S RECOMMENDATION TO AWARD THE BID TO BLACKWOOD GROUP FOR $309,146.00 FOR THE MASONRY ENCLOSURES WITH INTERIOR ADA RAMP AT CITY HALL CARRIED

There was a discussion regarding the City Revenues/Expenditures; Collection and Disposal of Municipal Waste. These funds come from three different sources: tax levy, waste transfer station, and water bill fees.

A resident, Lexie, came to follow up regarding her request for a stop sign. Deputy Chief Beres reported on the study he and the patrol officers had been doing. Research will continue.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
