Village of Franklin Park President and Board of Trustees Met July 13.

MEETING MODIFICATION DUE TO COVID-19 PANDEMIC: 

Pursuant To Governor Pritzker's Executive Order 2020-07, Dated March 16, 2020, Which Suspends The Requirement Of The Illinois Open Meetings Act Pertaining To In-Person Attendance By Members Of A Public Body During The Duration Of The

Gubernatorial Disaster Proclamation, Members Of The Board Of Trustees Participated In The Meeting Through Audio Access Technology. The Meeting Room Remained Open To The Public And The Public Was Allowed To Address The Board Of Trustees During The Public Comment Portion Of The Meeting. All Persons In Attendance At The Meeting Practiced Appropriate Social Distancing. As Governor's Executive Order No. 2020-10, Dated March 20, 2020, And Cdc Guidelines, Require That No More Than 10 People Are Allowed In The Board Room At Any One Time. The Public Was Encouraged To Submit Written Public Comments In Advance Of The Meeting To Village Clerk Roberta Johnson At Rjohnson@Vofp.Com.

II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:05 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM 

Village Clerk Roberta Johnson called the roll: 

Present at Board Meeting: Ms. Avitia, Village Trustee; Roberta Johnson, Village Clerk; Joe Montana, Village Attorney; David Gonzalez, Comptroller; Mike Witz, Director of Police; April Arellano, Deputy Clerk; Ryan Adriatico, Village Planner 

Present Via Telecommunications: President Pedersen, Trustees Mr. Hagerstrom, Mr. Johnson, Ms. Special, Mr. Ruhl, Mr. Ybarra 

The Village Clerk declared a quorum was present. 

Staff Members Present Via Telecommunication: Lisa Anthony (Director of Health and Welfare), Frank Grieashamer (Treasurer), Joe Lauro (Utilities Commissioner), Tom Dailly (I.T. Manager), John Schneider (Community Development Director), Joe Lauro (Utilities Commissioner), Chief William Brehm (Fire Department)

1. (Public was also give the opportunity to submit comments to the Village Clerk via email to be read at the meeting) One comment was submitted via email by a resident and read aloud regarding cameras for stop signs

A. FINANCE AND SPECIAL EVENTS COMMITTEE (Mr. Johnson, Chair)

1. Mr. Johnson Stated He Had Nothing To Report

B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia Chair)

1. Ms. Avitia Stated Since The Last Board Meeting, Utilities And Engineering Staff Have Been Working On The Reuters Phase 3-4 Startup Project

2. Ms. Avitia Reported The Water Department Had 5 Water Main Breaks, Replaced 2 Hydrants, And Dug Up 1 Sanitary Service

3. Ms. Avitia Stated Water Billing Has Been Busy Setting Up Meter Appointments For High Bills And Estimated Reads. Due To Covid-19, Staff Was Not Entering The Houses For About 3 Months For Safety Measures

4. Ms. Avitia Reported The Consumer Confidence Report For Our Water Customers Is Being Worked On

5. Ms. Avitia Stated M. E. Simpson Has Finished Its Annual Leak Detection Service And Found 13 Leaks. Staff Is In The Process Of Getting These Repairs Fixed

C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)

1. Mr. Ruhl Stated He Had Nothing To Report

D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)

1. Mr. Ybarra Stated Agenda Item #10 Is A Proposal From Smith Lasalle To Provide Design, Bidding, And Construction Related Services For The Quiet Zone Safety Measures Project

2. Mr. Ybarra Reported There Have Been Two Storm Events Since The Last Board Meeting. Staff Has Removed 27 Full Trees And 31 Partial Trees. They Performed Normal Branch Pickup As Well As A Second Branch Pickup To Get Caught Up

3. Mr. Ybarra Announced One Of The Village's Mechanics Is Resigning And His Last Day Is Friday

4. Mr. Ybarra Reported Since The Last Meeting, The Fleet Department Performed 44 Vehicle Repairs And 3 Pm Services

E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)

1. Ms. Special Reported The Building Department Had 33 Contractors Apply And Register For Licenses Since June 29. They Also Had 84 Building Permits, 11 Electrical Permits, And 5 Sign Permits Applied For. There Were 5 Property Closings And 4 New Businesses That Applied For Occupancy

2. Ms. Special Announced Adjudication Court Has Resumed

3. Ms. Special Reported 2 Health Licenses Have Been Renewed And 21 Multi-Dwelling Registrations Have Been Mailed Out To Property Owners For Renewal

4. Ms. Special Stated Community Development Staff Has Submitted An Application For $2 Million To The Illinois Department Of Commerce And Economic Opportunity Rebuild Illinois Public Infrastructure Grant Program. The Proposal Is Requesting Funds For The Completion Of The Franklin Avenue Reconstruction Project. They Are Also Working On The America In Bloom Grant Which Promotes Beautification Through Education And Community Involvement And Highlighting Villages Landscaping And Environmental Efforts

5. Ms. Special Reported Evaluation For The National Awards Program Will Occur This Summer In The Form Of A Video Conference Meeting

6. Ms. Special Stated Staff Is Gathering Information For A Grant Application To The Illinois Transportation And Enhancement Program (Itep) Which Is Administered By The Illinois Department Of Transportation. Funding Will Be A Component Of The Continued Efforts Of Area Municipalities To Improve The Des Plaines River Trail

F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)

1. Mr. Hagerstrom Stated He Had Nothing To Report

VI. STAFF REPORTS AND COMMENTS; DISCUSSION ON AGENDA ITEMS

1. John Schneider announced there will be an RTA meeting this Thursday, July 16.

Mr. Schneider reported the Village received a $650,000 grant from the RTA to do a bicycle trail and also to link all of the Village's train stations. Mr. Schneider spoke about working with Christopher Burke on a bike trail from North Avenue to Touby Avenue. Mr. Schneider spoke about working with Catholic Charities and them granting a right-of-way for the Des Plaines River Trail
