II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.
III. ROLL CALL; ESTABLISHMENT OF QUORUM

Present at Board Meeting: Roberta Johnson, Village Clerk; April J. Arellano, Deputy Clerk, Joe Montana, Village Attorney, Mr. Ruhl, Trustee.
Present Via Telecommunications: President Pedersen, Trustees Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Ms. Special, Mr. Ybarra
The Village Deputy Clerk declared a quorum was present.
Staff Members Present Via Telecommunication: Bill Brehm (Fire Chief), Pete Cajigas (Director, Department of Building), Frank Grieashamer (Treasurer), Joe Lauro (Utilities Director), John Schneider (Community Development Director), Mike Witz (Police Department Director), Tom McCabe, (Engineer Consultants for Smith LaSalle).

A. FINANCE AND SPECIAL EVENTS COMMITTEE (Mr. Johnson, Chair)
1. Mr. Johnson Stated That A Public Hearing On The Budget And Appropriations For Fiscal Year 21 Will Be Held On Proposed Budget And Appropriation Report Will Be Available For Public Display Beginning June 25, 2020 At The Clerk's Office And On The Village Website
B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia Chair)
1. Ms. Avitia Reported That Staff Has Started Cleaning The Silver Creek Sides And Banks And Will Be Completed By The End Of Week
2. Ms. Avitia Reported That The Clearing Pump Station And The Jack B. Williams Pump Station Lost Power For 15 Hours But Are Back And Running
3. Ms. Avitia Stated That There Were 2 Main Breaks, And 1 Water Main Valve Replaced
4. Ms. Avitia Reported That M.E. Simpson Found 16 Minor Leaks
5. Ms. Avitia Stated That Item Number 4 On The Agenda Is A Professional Consulting And Engineering Agreement For G.I.S Support, This Is Important In Order To Meet With State And Federal Regulations Converning Electronically Mapping Our Water Systems, Lead And Copper Lines
C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)
1. Mr. Ruhl Reported That On June 3, A Male Subject Broke Into A Business Removing Lottery Tickets. Officiers Responded And In Short Time Took The Suspect Into Custody. The Suspect Gave An Admission Saying That He Saw How To Break A Window With A Hammer From A Recent Looting On Tv And Wanted To Give It A Try
2. Mr. Ruhl Reported That On May 21, A 76 Year Old Resident Was Scammed By Several Male Subjects; They Told Him He Had An Issue With Seepage. The Male Subjects Stole $2,000 Usc From The Resident. Detectives Were Able To Return The Stolen Money To The Elderly Resident
3. Mr. Ruhl Reported That On June 7, Officers Responded To A Male Subject Who Was Holding An Axe And A Knife. Officers Were Able To Deploy Their Taser And Able To Take The Subject To The Hospital For Evaluation
D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)
1. Mr. Ybarra Reported On The Hard Winds This Path Week. The Streets Department Did A Great Job Picking Up Branches. 12 Full Trees Were Lost, 5 Partial Trees And 4 Trees Removed. Over 82 Phone Calls For Down Trees, Limbs Or Branches
2. Mr. Ybarra Reported That Street Divition Started Street Sweeping And Branch Pick Up And Will Continue On Their Normal Schedule
3. Mr. Ybarra Stated That Flowers Have Been Planted Throughout The Village, Completing Franklin Avenue, Grand Avenue And Most Of Rose Street
4. Mr. Ybarra Stated That Item Number 05 On The Agenda Is A Construction And Engineering Agreement For Phase 3 And 4 For Reuter's Subdivision Improvement Project Between Smith Lasalle And The Village
5. Mr. Ybarra Stated That Number 07 On The Consent Agenda Is A Professional Agreement For Bidding And Construction Related Services Between Smith Lasalle Engineering And The Village For King Street
6. Mr. Ybarra Stated That Joe Lauro, Director Of Utilities Met With The Deputy Comptroller, Cynthia Perez And Comptroller, David Gonzalez To Work On Operational As Well As Capital Projects For The Fiscal Year
E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)
1. Ms. Special Reported On Community Development That Staff Has Submitted A Grant Application For Funding To The Regional Transportation Authority Access To Transit Program. The Proposal Is For Bicyle Pedestrial Improvements That Will Allow Safer Access To Downtown Franklin Park, Metra Stations, Bus Stops, Des Plaines River Trail And The Village's Industrial Area
2. Ms. Special Reported That Staff Held A Special Meeting For The Zoning Board Of Appeals Hearing On June 10 To Help Clear Back Logged Cases Caused By Covid-19 And The Village Being Closed. Zoning Cases Are Now Up To Date And On Their Regular Schedule
3. Ms. Special Reported That Staff Is Preparing An Application For The Illinois Department Of Commerce And Economic Opportunity Infrastructure Grant Program. The Proposal Is Requesting Funds For The Completion Of The Franklin Avenue Reconstruction Program And Are Currently Working On The America In Bloom Grant Which Promotes Beautification Through Education And Community Involvement And Highlighting Villages Landscaping And Environmental Efforts
4. Ms. Special Reported On The Building Department That 26 Contractors Applied For Licenses, 107 Permits, 10 Property Closes, 2 Business Applied For Occupancy And 1 Occupancy Certificate Awarded
F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)
1. MR. HAGERSTROM REPORTED THAT THE MAST DRIVE WAS A SUCCESS, 351 CARS CAME THROUGH. IF ANY RESIDENT WAS NOT ABLE TO ATTEND, THEY CAN CONTACT THE MAYOR'S OFFICE TO RECEIVE THEIR MASKS

1. Utility Director Joe Lauro Gave A Special Thanks To Dafne, Lisa, Roberta, Mike Witz, And The Trustees For Their Efforts In Putting The Mask Distribution Together

Deputy Clerk Arellano Reminded Everyone The Village Board Will Be Meeting Once A Month For Regular Meeting During Summer: July 13th And August 10th
XI. COMMENTS FROM THE PRESIDENT
1. President Pedersen Stated That He Had A Productive Conversation With Father Larry Sullivan With The Chicago Catholic Cemetaries With Regards To The 2020 Easement To Pave The Way For The Des Plaines River Trail. There Is No Real Alternative Between Belmont And The Metra Tracks Except Getting The 20 Foot Easement Without Spending 3.5 Million Dollars To Elevate The Path On The East Side Of The Des Plaines River
2. President Pedersen Stated That There Is A Website That Provides Unemployment Rate Before Covid-19 And After In Areas That Are At The South End Of The County Or The West End Of The County Up To North Avenue. He Asked The Assessor If He Could Generate The Numbers For Areas That Are North Of North Avenue Available
