City of Northlake City Council and Finance and Rules Committee met June 15.

Here is the minutes provided by the council and the committee:

This was a combined meeting because of COVID-19 and was called to order at 7:00 p.m.

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: Aldermen Straube, Garcia, Johnson, Gonzalez, Grochowski And Patti

PRESENT VIA CONFERENCE BRIDGE: Alderman Feldmann

ABSENT: Alderman Contreras

OTHERS PRESENT: Carol Lampard, Finance Director

Mark Sterk, Attorney

Norm Nissen, Chief Of Police

Dale Roberts, Superintendent Public Works

Tony Faciano, Public Works

Mayor Sherwin presented the minutes of the combined finance and city council meeting held on May 18, 2020. Alderman Patti made a motion to accept the minutes of the finance and city council meeting held on May 18, 2020; seconded by Alderman Johnson. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE MAY 18, 2020

COMBINED FINANCE AND CITY COUNCIL MEETING CARRIED

 Alderman Patti made a motion to approve the appointment of Anthony Faciano as Superintendent of Public Works effective upon retirement of Dale Roberts; seconded by Alderman Straube. Mayor Sherwin called for the roll.

ROLL CALL: Aldermen Straube, Feldmann, Garcia, Johnson, Gonzalez, Grochowski, and Patti

NAYS: None

ABSENT: Alderman Contreras

MOTION TO APPROVE THE APPOINTMENT OF ANTHONY FACIANO AS SUPERINTENDENT OF PUBLIC WORKS EFFECTIVE UPON RETIREMENT OF DALE ROBERTS CARRIED

Alderman Patti made a motion to accept the warrants and vouchers; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

ROLL CALL: Aldermen Straube, Feldmann, Garcia, Johnson, Gonzalez, Grochowski, and Patti

NAYS: None

ABSENT: Alderman Contreras

MOTION TO PAY THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin gave his thoughts on the “defunding the police” issue as it pertains to the City of Northlake.

Alderman Patti made a motion to approve Resolution R-11-2020; A Resolution Recognizing Dale Roberts for his Years of Service to the City of Northlake; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

MOTION TO APPROVE RESOLUTION R-11-2020; A RESOLUTION RECOGNIZING DALE ROBERTS FOR HIS YEARS OF SERVICE TO THE CITY OF NORTHLAKE CARRIED

The bid envelope was opened for ADA Ramp Upgrade and Addition for Northlake city Hall.

There was only one bid received and it was for $496,600.00. Alderman Straube made a motion to give same to the architect to review before proceeding; seconded by Alderman Gonzalez. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Alderman Patti made a motion to approve Ordinance O-11-2020; An Ordinance Establishing Water Service Rates and Amending Section 7-7A-5-1A of the Northlake City Code; seconded by Alderman Straube. Mayor Sherwin called for the roll.

ROLL CALL: Aldermen Straube, Feldmann, Garcia, Johnson, Gonzalez, Grochowski, and Patti

NAYS: None

ABSENT: Alderman Contreras

MOTION TO APPROVE ORDINANCE O-11-2020; AN ORDINANCE ESTABLISHING WATER SERVICE RATES AND AMENDING SECTION 7-7A-5-1A OF THE NORTHLAKE CITY CODE CARRIED

Alderman Patti made a motion to approve Resolution R-10-2020; A Resolution of the Corporate Authority Relating to a Retirement Healthcare Funding Plan E; seconded by Alderman Grochowski. There is no cost to the city for this plan and involves only the Police Chief and two Deputy Chiefs. Mayor Sherwin called for the roll.

NAYS: None

ABSENT: Alderman Contreras

MOTION TO APPROVE RESOLUTION R-10-2020; A RESOLUTION OF THE CORPORATE AUTHORITY RELATING TO A RETIREMENT HEALTHCARE FUNDING PLAN E CARRIED

Alderman Patti made a motion to approve the sale of 2017 Ford F-150 Pick Up Truck to Dale Roberts for the sum of $15,000.00; seconded by Alderman Feldmann. This price is comparable to the Blue Book evaluation. Mayor Sherwin called for the roll.

NAYS: None

ABSENT: Alderman Contreras

MOTION TO APPROVE THE SALE OF 2017 FORD F-150 PICK UP TRUCK TO DALE ROBERTS FOR THE SUM OF $15,000.00 CARRIED

Alderman Grochowski made a motion to approve Preliminary 2021 Infrastructure Program; seconded by Alderman Patti. Mayor Sherwin called for the roll.

 NAYS: None

ABSENT: Alderman Contreras

MOTION TO APPROVE PRELIMINARY 2021 INFRASTRUCTURE PROGRAM CARRIED

Mayor Sherwin noted the next City Council meeting will take place on Monday, July 13, 2020. There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
