Cicero School District 99 Board of Education met May 20.

Here is the minutes provided by the board:

I. The meeting was called to order by President Tomschin at 6:30 p.m.

II. Roll call was conducted and the following members were recorded present: President Tomschin, Vice-President Polk, Secretary Terracino, Members Dominick and Couch. Absent: Members Rueda and Segura. An interpreter was present.

It was noted and posted that all members of the public wishing to listen to Board Meeting were able to dial in at 1-559-921-9538, and use access code 855-301-008#. At the time for Public Comments, it would be opened for anyone who may have dialed in and wish to speak.

III. A quorum was established.

IV. The pledge to the flag was recited.

Superintendent Hernandez noted that the following reports were placed in each Board Member’s packet. He asked them if they had any questions. They indicated none.

V. Superintendent’s Report

Superintendent Hernandez noted that the Architect’s Report was in their packet. President Tomschin asked the Board if they had any questions. They indicated none.

VI. Other Reports

A. Architect’s Report – FGM as presented in packet:

 FGM provided close-out project assistance to Vision Construction for the Sherlock School Replacement Project. They continued to obtain updates on punch-lists and open items as they are being addressed by the trade contractors.

 FGM continued to provide construction administrative assistance to Vision Construction for the Parking and Playground Project at Sherlock School and the Masonry Restoration Projects at Cicero East and Columbus East Schools.

 FGM provided bid assistance to Vision Construction for the Roof Top Replacement Projects at Cicero West and Columbus West Schools.

 FGM continued with coordinating efforts with the district to have the HVAC controls contractor associated with the BAS Upgrades Project at Unity Junior High School. They noted construction was ongoing and it was anticipated to continue through the end of June 2020.

Superintendent Hernandez noted that the Construction Manager’s Report was in their packet. President Tomschin asked the Board if they had any questions. They indicated none.

B. Construction Manager’s Report – Vision Inc. as presented in packet.

New Sherlock Elementary School

 Sherlock School Project continued to be in the punch-list phase, which was 99% complete and the commissioning was at 97% complete.

 Vision has conducted the public bidding process on behalf of District 99 for the Sherlock Playground/Parking Lot Expansion for BP 32.4 Porous Unit Paving/Plants. They conducted scope reviews with the 2 lowest bidders for the bid package as presented.

Vision has thoroughly interviewed the qualified bidders for the Sherlock School Playground/Parking Lot Expansion and were prepared to proceed with contract upon Board approval of recommendation of the bid package as follows:

 Vision reported that the playground/parking project was to begin excavation on May 27, 2020.

Columbus East

 Vision reported that work was restarted on the masonry phase on March 25, 2020. They noted that the 2020 work was underway for masonry, abatement and window replacement.

Cicero East

 Vision has conducted the public bidding process on behalf of District 99 for the Phase II Capital Improvements at Cicero East School for BP 1- Demolition/Environmental and BP 9.6 - Painting. They conducted scope reviews with the 2 lowest bidders for the bid package as presented.

Vision has thoroughly interviewed the qualified bidders for the Sherlock School Playground/Parking Lot Expansion and were prepared to proceed with contract upon Board approval of recommendation of the bid package as follows:

 Vision reported that they continue on the Phase II of capital improvements with a full crew on site. They noted that 36 windows have been installed to date and the project tracking was on schedule.

Cicero West and Columbus West

 Vision has conducted the public bidding process on behalf of District 99 for the Roof Top Replacement Unit at Cicero West and Columbus West Schools for BP 23- Mechanical. They conducted scope reviews with the 2 lowest bidders for the bid package as presented.

Vision has thoroughly interviewed the qualified bidders for the Roof Top Replacement Unit at Cicero West and Columbus West Schools and were prepared to proceed with contract upon Board approval of recommendation of the bid package as follows:

IX. Board Moved To Executive Session

It was moved by Vice-President Polk and seconded by Member Dominick to adjourn into Executive Session at 6:32 p.m. Roll call: Yeas: President Tomschin, Vice-President Polk, Secretary Terracino, Members Segura, Dominick and Couch. Nays: None. Absent: Member Rueda. Motion carried.

PURPOSE 

A. The appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in a park, recreational, or educational setting, or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor in a park, recreational, or educational setting, or a volunteer of the public body or against legal counsel for the public body to determine its validity. However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance with this Act. 5 ILCS 120/2(c)(1).

B. Security procedures, school building safety and security, and the use of personnel and equipment to respond to an actual, a threatened, or a reasonably potential danger to the safety of employees, students, staff, the public, or public property. 5 ILCS 120/2(c)(8).

C. Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. 5 ILCS 120/2(c)(2).

D. Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. 5 ILCS 120/2(c)(11)

E. The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. 5 ILCS 120/2(c)(5)

X. Adjourned From Executive Session

It was moved by Vice-President Polk and seconded by Secretary Terracino to adjourn from Executive Session at 8:51 p.m. Roll call: Yeas: President Tomschin, Vice-President Polk, Secretary Terracino, Members Segura, Dominick and Couch. Nays: None. Absent: Member Rueda. Motion carried.

XI. Reconvened To Open Session

It was moved by Vice-President Polk and seconded by Secretary Terracino to reconvene to Open Session at 8:55 p.m. Roll call: Yeas: President Tomschin, Vice-President Polk, Secretary Terracino, Members Segura, Dominick and Couch. 

Nays: None.

Absent: Member Rueda. Motion carried.

XII. Action as a result of Executive Session if necessary

It was moved by Vice-President Polk and seconded by Member Dominick to amend the consent agenda and remove the bill for Grand Prairie Transportation in the amount of $ 58,555.19. Roll call: Yeas: President Tomschin, Vice-President Polk, Secretary Terracino, Members Segura, Dominick and Couch. Nays: None. Absent: Member Rueda. Motion carried.

It was moved by Vice-President Polk and seconded by Member Dominick to table consent agenda item X being the Approval to go out to bid for boilers at Cicero West and Columbus West Schools. Roll call: Yeas: President Tomschin, Vice-President Polk, Secretary Terracino, Members Segura, Dominick and Couch. Nays: None. Absent: Member Rueda. Motion carried.

XVI. Approval of Memorandum of Understanding between Cicero Council, West Suburban Teachers Union, Local 571, IFT-AFT (Union) and Board of Education, Cicero School District 99 (District) to clarify the meaning and intent of specified language in Article XII of the Collective Bargaining Agreement (CBA)

It was moved by Vice-President Polk and seconded by Member Couch to approve the Approval of Memorandum of Understanding between Cicero Council, West Suburban Teachers Union, Local 571, IFT-AFT (Union) and Board of Education, Cicero School District 99 (District) to clarify the meaning and intent of specified language in Article XII of the Collective Bargaining Agreement (CBA). XVIII. Informational Items

President Tomschin announced that the Virtual Graduation Programs will be held for Unity Junior High School on Saturday, June 6th at 10:00 a.m. for students with last names that start with A-L and 1:00 p.m. for students with last names that start M-Z.

He also announced that the next regularly scheduled Board Meeting will be held on June 17, 2020, at 6:30 p.m. at the Administration Building.
