City of Northlake City Council and Finance and Rules Committee met April 20.

Here is the minutes provided by the council and committee:

This was a combined meeting because of COVID-19 and was called to order at 7:00 p.m.

Mayor Sherwin called for the roll.

ROLL CALL:

Mayor Sherwin presented the minutes of the finance meeting held on March 16, 2020. Alderman Patti made a motion to accept the minutes of the finance meeting held on March 16, 2020; seconded by Alderman Straube. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE MARCH 16, 2020 FINANCE AND RULES COMMITTEE MEETING CARRIED

Mayor Sherwin presented the minutes of the regular meeting held on March 16, 2020. Alderman Patti made a motion to accept the minutes of the regular meeting held on March 16, 2020; seconded by Alderman Gonzalez. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE MARCH 16, 2020 CITY COUNCIL MEETING CARRIED

Alderman Patti made a motion to accept the warrants and vouchers; seconded by Alderman Straube. Mayor Sherwin called for the roll.

MOTION TO PAY THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin noted the gas company would be working underground in various spots in the city.

Alderman Patti made a motion to approve Ordinance O-07-2020; An Ordinance Imposing a Municipal Cannabis Retailers’ Occupation Tax and Amending Title 3, Chapter 2 of the Northlake City Code; seconded by Alderman Gonzalez. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-07-2020; AN ORDINANCE IMPOSING A MUNICIPAL CANNABIS RETAILERS’ OCCUPATION TAX AND AMENDING TITLE 3, CHAPTER 2 OF THE NORTHLAKE CITY CODE CARRIED

Alderman Patti made a motion to approve Ordinance O-08-2020; An Ordinance Establishing a Procedure for the Revocation or Suspension of Business Licenses, Providing for the Imposition of Penalties and Amending Title 3, Chapter 1 of the Northlake City Code; seconded by Alderman Johnson. This would require a certain procedure including giving notice and a hearing before the city council. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve Ordinance O-09-2020; An Ordinance Regulating the Sale of Cannabis and Amending Title 3 of the Northlake City Code; seconded by Alderman Johnson. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve Resolution R-05-2020; A Resolution Approving a Master Pole Attachment Agreement with Chicago SMSA Limited Partnership d/b/a Verizon Wireless; seconded by Alderman Contreras. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-05-2020; A RESOLUTION APPROVING A MASTER POLE ATTACHMENT AGREEMENT WITH CHICAGO SMSA LIMITED PARTNERSHIP D/B/A VERIZON WIRELESS CARRIED

Alderman Patti made a motion to approve Resolution R-06-2020; A Resolution Authorizing the Acquisition of Property Commonly Known as 230 East Dickens in the City of Northlake, Cook County, Illinois; seconded by Alderman Contreras. The acquisition of this property will allow for future expansion of Kahl Park. Mayor Sherwin called for the roll.

Alderman Patti made a motion to refer Grievance #20-1 to the Hearing Officer; seconded by Alderman Straube. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve the Engineer’s Recommendation to Award Bid to Fer-Pal for 12” Water Main CIP Lining Under RR (CBBEL Project No. 940032DC169); seconded by Alderman Johnson. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve a Raffle License to sell tickets for 2020 Queen of Hearts to the American Legion; seconded by Alderman Gonzalez. Mayor Sherwin called for the roll.

MOTION TO APPROVE A RAFFLE LICENSE TO SELL TICKETS FOR 2020 QUEEN OF HEARTS TO THE AMERIAN LEGION CARRIED

Mayor Sherwin stated the next City Council meeting will be on Monday, May 18, 2020; that we will attempt to reopen City Hall the first Monday in May; and that the next court date will be June 16, 2020.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
