Village of Western Springs Finance Committee met March 11.

Public Comment: None

Minutes: The minutes of the February 21, 2020 meeting were approved as presented.

Capital Purchases: Director Turi requested approval to purchase new water meter reading equipment. The current equipment is in disrepair and has exceeded its useful life. The replacement equipment consists of three sets of the interrogator, link and autogun. The cost of the replacement equipment is $4,615 per set or $13,845 in total. Director Turi stated that the funding for the purchase is available in the water fund. The Finance Committee approved the request and recommended that the amendment be placed on the March 13th Board Meeting agenda.

Budget Amendment/Transfers: A budget amendment for $6,693 for the 2019 Sidewalk Replacement program (4102370 53010) is being requested. The Village budgeted $95,000 for this line item in 2019 and the line concluded at $101,692.25. The Finance Committee approved the request and recommended that the amendment be placed on the March 13th Board Meeting agenda.

Other Business - Electric Charsing Stations: Director Turi presented staffs findings on researching what others charge for people to use the electric vehicle charging spots. Most municipalities that own a charging station do not charge for the charging of the vehicle, but may charge a regular parking rate to park. It was discussed that the Village would like to offer free charging as a service to the people that would be using it. A discussion followed about how to prevent people from using the space for too long, or with a non-electric car. It was determined that it will be discussed further when installation gets closer.

Other Business: Director Turi spoke about the new law that allows the Village of Western Springs to implement a local Motor Fuel Tax. The law allows the Village to implement a tax of up to 3%, but must be in increments of 1%. The Committee spoke on the topic that, if implemented, a 3% would make the most sense. The Committee determined that the discussion would be continued in the April meeting. There being no further business, the meeting was adjourned at 6:57 pm.
