Village of Forest Park Village Board met Dec. 16.

Here is the minutes provided by the board:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Novak, Byrnes, Voogd, Nero and Mayor Hoskins answered the Roll Call.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the minutes from the November 25, 2019, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

AYES: Commissioners Novak, Byrnes, Voogd and Mayor Hoskins

NAYES: None

ABSTAIN: Commissioner Nero

The motion carried.

PUBLIC COMMENT

Mr. Jim Collis spoke in support of allowing sweepstakes machines in Forest Park and questioned whether the trash hauling contract was put out for bid.

DEPARTMENT REPORTS:

The Fire Department submitted its November report.

APPROVAL OF BILLS:

It was moved by Commissioner Byrnes and seconded by Commissioner Novak that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $947,689.87.

NEW BUSINESS:

It was moved by Commissioner Novak and seconded by Commissioner Nero that the Ordinance Annual Tax Levy Ordinance of the Village of Forest Park, Cook County, Illinois for the fiscal year beginning May 1, 2019 and ending April 30, 2020 be adopted.

The motion carried unanimously.

It was moved by Commissioner Novak and seconded by Commissioner Voogd that the Resolution directing the County Clerk to calculate separate limiting rates for the Tax Levy of the Village of Forest Park, Illinois for the 2019 Tax Levy Year be adopted.

R-80-19 RESOLUTION DIRECTING COUNTY TO CALCULATE SEPARATE LIMITING RATES APPROVED

The motion carried unanimously.

It was moved by Commissioner Novak and seconded by Commissioner Nero that the Ordinance specifying those funds to be reduced by the County Clerk in the event that the Village Annual Tax Levy exceeds a statutory tax limitation be adopted.

It was moved by Commissioner Nero and seconded by Commissioner Byrnes that the Ordinance approving and authorizing the execution of an Enterprise Service Agreement with Vigilant Solutions, LLC for a License Plate Reader be adopted.

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Ordinance amending Section 3- 4-4, entitled “Coin Automatic Amusements,” of Chapter 4, entitled “Business and License Regulations,” of the village code of ordinances of the Village of Forest Park, Cook County, Illinois to prohibit the use of electronic sweepstakes machines be adopted.

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Resolution approving a 2020 Paratransit Service Provider Agreement between Suburban Bus Division of the Regional Transportation Authority (PACE) and the Village of Forest Park be adopted.

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes that the Resolution authorizing the execution of an amendment to the contract for Municipal Waste, Recycling and Landscape Waste collection services between Allied Waste Services of North America, LLC, d/b/a Republic Services of Melrose Park and the Village of Forest Park, Illinois be adopted.

It was moved by Commissioner Byrnes and seconded by Commissioner Nero that the Resolution approving a collective bargaining agreement between the Village of Forest Park and the Forest Park Patrol Officers and Sergeants represented by the Illinois Fraternal Order of Police Labor Council be adopted.

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd to authorize and ratify the Mayor’s signature on an agreement with The Fireside Theatre, associated with Senior Citizen and Community Relations functions organized by the Community Center.

ADMINISTRATOR’S REPORT:

None

COMMISSIONER’S REPORTS:

Commissioner Novak stated that in his opinion, the health insurance renewal should have been discussed by the Village Council in closed session. In addition, the commissioner requested job postings and compensation for local 326 and noted that employee service awards will be presented at the holiday party on Friday.

Commissioner Byrnes congratulated the mayor on a great turnout for his toy drive and expressed his gratitude to the Community Center staff for organizing it as well as for delivering the toys and boxes of food to the needy on December 23rd. Anyone wishing to volunteer to help on December 23rd can be there any time after 9:00 or contact the Community Center for more details.

Commissioner Nero reported that, in addition to the generosity of the community at the toy drive, Chief Aftanas has raised a good amount of money to assist the Forest Park family who suffered a tragedy this month. The commissioner also reported that Public Works Director, John Doss, was gracious enough to give local elementary school children a tour of the public works facilities. Last, Commissioner Nero wished all a Merry Christmas and Happy Holidays.

Commissioner Voogd wished all Happy Holidays and a Healthy New Year.

Mayor Hoskins reported that Karen Dylewski and her team at the Community Center should take credit for the success of the toy drive. The mayor invited the commissioners to attend the West Central Municipal Conference Legislative Breakfast on February 8th, as well as the Legislative Drive Down to Springfield on May 6th. Last, Mayor Hoskins wished a Happy Holidays to all and thanked the village’s staff, residents, videographer and Village Attorney, for their work throughout the year.

There being no further business to be addressed, Commissioner Nero moved and Commissioner Voogd seconded to adjourn the meeting. The motion carried.

Mayor Hoskins declared the meeting adjourned at 8:34 P.M.
