Berwyn North School District 98 Board of Education met Sept. 26.

Here is the minutes provided by the board:

A Regular Meeting of the Board of Education Members of Berwyn North School District 98 was held Thursday, September 26, 2019, beginning at 6:30 PM in the Prairie Oak Elementary School; 1427 Oak Park Ave, Berwyn, IL 60402.

I. CALL TO ORDER Meeting began at 6:35 p.m.

II. Members Present: Mounce, Swade, Arenella, Paul-Emile, Cuevas, and Kulis-Kearns Valeriano Members Absent: Pabon

III. PLEDGE OF ALLEGIANCE:

The Pledge of Allegiance Students are: 

• Taulant Cara (5th)

• Octavious LaSalvia (1st)

• Eliana Gutiérrez (1st)

IV. COMMUNICATIONS

A. Student Recognition for Highest State Assessment Scores (IAR, ACCESS, DLM)

Superintendent Michelle Smith and the Board of Education recognized the High Achieving Students of IAR – Reading and Math, ACCESS and DMR with a certificate.

B. District 98 Position Surrounding Immigration:

This communication was tabled to next month’s board meeting.

V. PUBLIC COMMENT

A. Gina Parker, NBEA President and Physical Education teacher at Prairie Oak wanted to address

Superintendent Smith and the Board in regards to the additional physical education classes. She is really loving it!

• Lourdes Robles, Math Teacher at Lincoln Middle School, has submitted a Letter of Resignation effective September 13, 2019.

• Barbara DeLeon, Program Assistant at Jefferson Elementary School, has submitted a Letter of Resignation effective September 12, 2019.

• Sandra Molano Bonita, Program Assistant at Lincoln Middle School, has submitted a Letter of Resignation effective September 17, 2019.

3. Retirements:

• Mary Kusper, Curriculum Secretary at District Office, has submitted a Letter of Intent to Retire, effective September 20, 2019.

4. Leaves:

• Karen Williams, Payroll at District Office, has requested an Intermittent FMLA starting 9/25/19.

APPROVAL OF ITEMS ON THE CONSENT AGENDA

Member Paul-Emile moved and was seconded by Member Arenella that the Board approve the following items listed on the Consent Agenda. Approval of Minutes items A 1-2, Personnel B 1-2 & 4 (Tabled B3), Finance C 1-3 and Building Use D 1-5 as submitted.

A. Adoption of this Fiscal Year 2019-2020 Budget

APPROVAL OF THE ADOPTION OF THIS FISCAL YEAR 2019-2020 BUDGET

Member Kulis-Kearns Valeriano moved and was seconded by Member Arenella that the Board approve the Adoption of this Fiscal Year 2019-2020 Budget.

B. Approval of Settlement Agreement with Former Employee D. Smylie

APPROVAL OF SETTLEMENT AGREEMENT WITH FORMER EMPLOYEE D. SMYLIE

Regina Johnson, Business Manager, presented the Monthly Fund Report to the Board and community.

B. FY19 Financial Audit Report

Ms. Regina Johnson, Business Manager and Mr. Michalesko of Gassensmith & Michalesko Ltd. presented the finding of the audit to the board and community.

C. Certified Staff Salaries and Benefits for 2019-2020

This report will be posted on the Berwyn North School District website as required by school code.

D. IMRF Employee Compensation Package - $75,000.00 and Over

XII. BOARD COMMENT

A. Member Kulis-Kearns Valeriano communicated to the Board that she would like the October

Board Meeting to include a table for Veterans. Mrs. Valeriano works with the Girls and Boys Scouts and as a part of their civic duties they would like to set up a table of presentations with details of what each represents. She’s also is very proud that the Girls and Boys Scouts in Berwyn North have greatly increased in numbers.

XIV. ADJOURNMENT MOTION TO EXECUTIVE SESSION

Member Paul-Emile moved and was seconded by Member Cuevas that the Regular Meeting of the Board of Education, School District 98 adjourned to Executive session at 7:35 p.m., Thursday, September 26, 2019 for the purpose of discussing the following items:

1. The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. 5ILCS 120/2(c) (1). (Open Meeting Act Exception #1) 2. The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. 5 ILCS 120/2 (c)(5).

MOTION TO RECONVENE IN REGULAR SESSION

Member Paul-Emile moved and was seconded by Member Mounce that the Regular Meeting of the Board of Education, District 98, adjourn at 9:42 p.m., Thursday, September 26, 2019.

Ayes: Swade, Arenella, Paul-Emile, Cuevas, Kulis-Kearns Valeriano and Mounce

MOTION TO APPROVE – VII. CONSENT AGENDA – B. APPROVAL OF PERSONNEL – 3 RETIREMENTS

Member Cuevas moved and was seconded by Member Paul-Emile that the Board approve B.3 Personnel-Retirements, after further discussion by the Board.

ROLL CALL:

Ayes: Swade, Arenella, Paul-Emile, Cuevas, Kulis-Kearns Valeriano, and Mounce

MOTION TO APPROVE THE SETTLEMENT AGREEMENT WITH FORMER EMPLOYEE D. SMYLIE

Member Kulis-Kearns Valeriano moved and was seconded by Member Mounce that the Board approve the Motion to adopt the Superintendent’s recommendation to approve the settlement agreement with former employee D. Smylie.

Ayes: Swade, Arenella, Paul-Emile, Cuevas, Kulis-Kearns Valeriano and Mounce

MOTION TO APPROVE CONTRACTS

Member Mounce moved and was seconded by Member Arenella that the Board approve Contracts with Human Resource Consultant Tara Mixon and Strategic Planning with Jessica Briggs & David Castro.

XV. MOTION TO ADJOURN

Member Paul-Emile moved and was seconded by Member Mounce that the Regular Meeting of the Board of Education, District 98, adjourn at 9:46 p.m., Thursday, September 26, 2019.
