Village of Broadview Board of Trustees met May 20.

I. CALL TO ORDER
The Regular Board Meeting of Monday, May 20th, 2019 was called to order by Mayor Thompson at 8:17 p.m., in the Council Chambers at 2350 South 25th Avenue, Broadview, IL 60155.
ROLL CALL

There being a quorum the meeting was called to order.
PLEDGE OF ALLEGIANCE TO FLAG
Everyone remained standing and recited the Pledge of Allegiance to the Flag of the United States of America.

IV. COMMUNICATION(S) ANNOUNCED BY CLERK MCGRIER:
• Clerk McGrier swore in Lt. Anthony Monks to the rank of Lt.
• Clerk McGrier announced upcoming events.
• Clerk McGrier read a thank you letter to Broadview Police from Westchester Chief of Police.

Village Officers gave summary reports for their Departments
Trustee Ealey moved and Trustee Horne seconded the motion to take the regular business meeting out of order and move directly to item IX.
All were in favor and there was no opposition.
IX. NEW BUSINESS:
A. SWEARING IN OF NEW TRUSTEES JOHN TIERNEY, JUDY MILLER, AND ANDREA SENIOR.
Clerk McGrier swore in elected Trustees John Tierney, Judy Miller and Andrea Senior.
Trustee Horne moved and Trustee Abraham and seconded the motion to take the regular business meeting back to the original order and move directly to item VII.
VII. OLD BUSINESS:
A. A RESOLUTION AUTHORIZING AND APPROVING AN AGREEMENT WITH EDWIN HANCOCK ENGINEERING COMPANY FOR THE FURNISHING OF PROFESSIONAL DESIGN ENGINEERING SERVICES RELATED TO THE IEPA LOW-INTEREST LOAN WATER MAIN IMPROVEMENTS FOR THE VILLAGE OF BROADVIEW, COUNTY OF COOK, STATE OF ILLINOIS. A. A PRESENTATION AND APPROVAL OF AUDIT 2018-2019.
Motion to approve by Trustee Abraham and Seconded by Trustee Tierney
Discussion: Mayor mentioned that a presentation was given by the auditors during the most recent Finance Committee meeting. Trustee Abraham gave a recap of the auditor’s presentation and then yielded the floor to Director Tim Hicks. Director Hicks highlighted the auditors review.

B. SEPTEMBER IS NATIONAL SUICIDE PREVENTION + ACTION MONTH PROCLAMATION. Motion to approve by Trustee Abraham and Seconded by Trustee Jones
Discussion: Mayor Thompson explained the reason for the proclamation. Trustee Miller asked for clarification as to who the support is limited to and would it be possible to broaden the support for the entire initiative vs certain entities. Mayor Thompson explained that we aren’t limiting our support, but we should be dealing with organizations that have the expertise to deal with these situations and named a few of the partners.

C. AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE VILLAGE OF BROADVIEW, COUNTY OF COOK, STATE OF ILLINOIS.

Discussion: Trustee Horne thanked the Finance team for their assistance in going through the budget with her and she says that it is a sound budget. Trustee Abraham complimented Hood and Hicks for the time spend in preparing the budget, job well done. Mayor Thompson explains that budget conversations start well before budget time and thanks the Finance team and Department heads for all of their hard work in finalizing the budget. Mayor further explained that in working together as a team, we were able to trim the budget by $370,000.

• Clerk mentioned the date for the next Community Shred day being June 15, 2019 9am – 1pm.
XI. VILLAGE PRESIDENT Katrina Thompson
• Mayor Thompson welcome home Broadview! Chambers are finished we are moved in finally.
• Mayor spoke about ROI vs Long term investments
• Mayor congratulates Lt. Monks on his promotion
• Mayor mentioned the Boys Build and Fly event on June 15 from 1-3pm
• Mayor mentioned to all home owners - property exemptions, please apply with the Assessor’s office.
• Mayor spoke about effective communication and how we currently have a functioning website, we utilize the robo call system and we would like to continue on with email blasts by building our email database.
• Mayor spoke about the importance on nurturing the relationships with our other taxing bodies. We may not spearhead each and every event in the community, but we are here to support.
• Mayor is very please to acknowledge the Broadview Park District for stepping up and allowing us to use the space at Schroeder for our Board and committee meetings. We are all FRIENDS and NEIGHBORS!
• Mayor urges taxpayers to hold ALL taxing bodies accountable.
