City of Highwood City Council met March 19.

Here is the minutes as provided by the council:

CALL TO ORDER by Mayor Pecaro at 7:53 P.M.


Mayor Pecaro Welcomed the Cub Scouts and provided them a brief overview of the Regular City Council Meeting.

     1. Roll Call

Present: Mayor Pecaro, Aldermen: Hospodarsky, Levi, Peterson, Slavin

Absent: Aldermen: Falberg, Fiore

Also Present: City Manager Coren, City Attorney Jablecki, Assistant City Manager Martin, City Clerk Baruffi

     2. Pledge of Allegiance

All in attendance recited the Pledge of Allegiance.

     3. Review of Minutes to be Approved

           3.1. Moved by Alderman Levi, seconded by Alderman Peterson to approve the City Council: March 05, 2019 minutes as provided. All present voting aye, by voice vote, motion carried.

           3.2. Moved by Alderman Hospodarsky, seconded by Alderman Levi to approve the Committee of the Whole: March 05, 2019 minutes as provided. All present voting aye, motion carried.

     4. Appointments (Mayor Pecaro)

          4.1. Moved by Alderman Hospodarsky, seconded by Alderman Levi to approve the Mayor’s appointment of Dennis Baker-Re-A ppointment - Police Pension Board. All present voting aye, by voice vote, motion carried.

         4.2. Moved by Alderman Hospodarsky, seconded by Alderman Levi to approve the Mayor’s Appointment of Dennis Baker-Re-Appointment - Fire Pension Board. All present voting aye, by voice vote, motion carried.

        4.3. Moved by Alderman Peterson, seconded by Alderman Levi to approve the Mayor’s appointment of Ben Ellis -Appointment – Appearance Review Committee. All present voting aye, by voice vote, motion carried. Ben Ellis stated he is enthusiastic to serve on the Appearance Review Committee.

     5. Approval of Warrant List:

          5.1. Moved by Alderman Peterson, seconded by Alderman Levi to approve the 03/19/2019 AP Warrant List for payment as presented. All present voting aye, motion carried.

Vote;

Yes: Aldermen: Peterson, Levi, Hospodarsky, Slavin

Absent; Aldermen: Falberg, Fiore

The salt for next year will be ordered this month.

We have in reserve 100-150 tons, which would only cover us for one bad storm.

     6. Public Input Items Not On Agenda

Joel Gettelman: Requested the Council not renew the CMFP monitoring contract when comes due January 1, 2020, stating there are other companies whom not only monitor but include the burglar alarms as well, plus service. He asked that the Council evaluate their options prior to the end of the current contact.

           9.1. Moved by Alderman Slavin, seconded by Alderman Levi to approve the January 2019 Treasurer ’s Report as presented by Treasurer Jalonek at the Committee of the Whole Meeting. All present voting aye, by voice vote, motion carried.

     12. New Business

            12.1. 19-O-3 Moved by Alderman Peterson, seconded by Alderman Slavin to waive the first reading and approve an Ordinance Regarding Zoning Variations for 320 Green Bay Road-Parking Variance. All present voting aye, motion carried.

Yes: Aldermen: Peterson, Slavin, Levi, Hospodarsky

Absent: Aldermen: Falberg, Fiore

           12.2. 19-R-5 Moved by Alderman Slavin, seconded by Alderman Hospodarsky to authorize a Resolution Approving an ARC Application from PACE Bus to Install Signage Around Downtown Highwood. All present voting aye, by voice vote, motion carried.

           12.3. 19-R-6 Moved by Alderman Slavin, seconded by Alderman Peterson to authorize a Resolution Approving and Adopt ing the Everts Park Master Plan. All present voting aye, by voice vote, motion carried.

Assistant City Manager Martin stated the Hitchcock Designs Master Plan for Everts Park will be included in the newsletter, as well as put on the City’s Facebook page, and website.

     13. Executive Session (If Necessary)

     15. Adjournment Moved by Alderman Peterson, seconded by Alderman Levi to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 8:07 P.M.
