Village of North Riverside Board of Trustees met February 4. 

Here is the minutes as provided by the board:

Mayor Hermanek called the meeting to order with a Pledge of Allegiance and a Roll Call. In attendance were Trustee Bianco, Trustee Czajka, Trustee Demopoulos, Trustee Flores, Trustee Mengoni and Trustee.

Others in attendance were Attorney Hayes, Police Commander Bobo, Fire Chief Kiser, Public Works Foreman Kopach, Village Engineer Fitzgerald and Recreation Director Mrozik.

APPROVAL OF AGENDA

Trustee Bianco moved seconded by Trustee Czajka to approve the agenda for this meeting as presented. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

NAYS: None. Motion carried

BIDS- None

CASH RECEIPT REPORT- No report

APPROVAL OF MINUTES

Trustee Sarro moved, seconded by Trustee Mengoni to approve the January 21, 2019 Village Board Meeting Minutes as presented. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Flores, Mengoni, Sarro

NAYS: None. Motion carried

ABSTAIN: Trustee Demopoulos

REPORT OF TRUSTEES

Trustee Bianco- ( Water, Sewers, Drainage & Zoning)

Trustee Bianco thanked the residents for shoveling the fire hydrants from the last snow storm.

Trustee Czajka- (Judiciary, Ordinances, Recreation)

Trustee Czajka thanked the Public Works Department for their continued efforts in keeping our streets cleaned during the heavy snow.

Trustee Demopoulos( Streets, Alleys, Sidewalks & Garbage

Trustee Demopoulos stated that our Village Engineer, John Fitzgerald has prepared a Resolution the 2019 MFT Street Resurfacing Project for passage at tonight’s meeting. The streets to be resurfaced are 13th Avenue from Forestview Drive to Cermak Road, 23rd Place from 14th Avenue to 13th Avenue and various streets for patching. Attorney Hayes will cover the passage of this resolution under his report later in tonight’s meeting.

Trustee Flores- ( Police, Fire & License)- No report

Trustee Mengoni- ( Finance Health & Appropriations)

Trustee Mengoni called for a committee meeting next Monday February 11th at 6pm to discuss the business development proposal.

Trustee Sarro- (Public Buildings, Grounds, lights, Transportation, Plan Commission)- No report

MAYORAL REPORT

Mayor Hermanek read the following Community Development Updates:

       Presales- The department performed 4 single-family and one commercial presale inspection totaling $2,052.00 in revenue.

       Permit Totals- The department issued 18 residential and commercial permits totaling $6,397.50 in revenue.

Mayor Hermanek announced that Frank Ingraffia from Tony’s Finer Foods has confirmed they have a letter of Intent for the former Tony’s space. They are now in the lease document stages and ideally the lease will be signed by both parties in the next couple of weeks.

Harvey Ahitow, General Manager of the North Riverside Park Mall, has informed us that he has not heard anything about Carson’s space. Mall ownership continues to pursue taking control of the space. The real Estate is in foreclosure and court proceedings are slow. The mall is still marketing the outlot next to the tracks, but nothing unfortunately to report on the project.

Seritage is marketing the remaining vacant space on the lower level of Sears and the Auto Center and currently there is nothing to report on those spaces.

Michelle and I met with the broker from D’Aprile Properties who is marketing the BMO Harris Drive-up facility at 14th Avenue and Cermak Road. We informed him of the zoning and he expressed to us how he is hoping to approach small retail restaurants such as Taco Bell, Potbelly, Jersey Mike Sub’s and Starbucks. Michelle also gave him contact information on Oberweis Ice Cream and Noodles & Company.

Kin Properties, owners of the Toy’s R Us property is marketing the property but has nothing to report at this time. Michelle contacted Larry Klein from Kin Properties and forwarded him a copy of the permitted uses for that site.

Village staff has contacted Pete’s Fresh Market, Big Lots, Hobby Lobby and Cermak Produce and provided them with the contact person for Kin Properties.

CORRESPONDENCE

       Julie Justus, new owner of BCT requested a tent in the parking lot on March 9th, March 16th and 17th and April 13th.

Trustee Mengoni moved and Trustee Bianco seconded to approve the above request from BCT. Motion carried unanimously.

APPROVAL OF BILLS

Trustee Mengoni moved, seconded by Trustee Flores to approve the list of bills submitted for this meeting totaling $209,233.62 and to have them paid out of proper funds when such funds become available. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

NAYS: None. Motion carried

ORDINANCES AND RESOLUTIONS

Trustee Demopoulos moved and Trustee Bianco seconded to approve a Resolution for Improvement Under the Illinois Highway Code (19-R-01) and to waive the reading. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

NAYS: None. Motion carried

UNFINISHED BUSINESS- None

NEW BUSINESS- None

AUDIENCE

       Barbara Wilson thanked the Public Works Director Kutt for always helping her in her time of need and during these snow storms.

ADJOURNMENT

Trustee Bianco moved and Trustee Mengoni seconded for adjournment of this meeting at 7:15pm. Motion carried unanimously.
