Village of North Riverside Board of Trustees met January 21.

Here is the minutes as provided by the board:

Mayor Hermanek called the meeting to order with a Pledge of Allegiance and a Roll Call. In attendance were Trustee Bianco, Trustee Czajka, Trustee Flores, Trustee Mengoni and Trustee Demopoulos was absent.


Others in attendance were Administrator Belmonte, Attorney Hayes, Police Chief Garcia, Fire Chief Kiser, Public Works Director Kutt and Recreation Director Mrozik.

APPROVAL OF AGENDA

Trustee Bianco moved seconded by Trustee Czajka to approve the agenda for this meeting as presented. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Flores, Mengoni, Sarro

NAYS: None. Motion carried

ABSENT: Trustee Demopoulos

BIDS- None

CASH RECEIPT REPORT

Trustee Mengoni moved and Trustee Sarro seconded to accept the Cash Receipt Report for the month of December, 2018 as presented in the amount of $2,137,323.73. Roll Call Vote:

AYES: Trustees Bianco. Czajka, Flores, Mengoni, Sarro

NAYS: None. Motion carried

ABSENT: Trustee Demopoulos

APPROVAL OF MINUTES

Trustee Sarro moved, seconded by Trustee Mengoni to approve the January 7, 2019 Village Board Meeting Minutes as presented. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Flores, Mengoni, Sarro

NAYS: None. Motion carried

ABSENT: Trustee Demopoulos

REPORT OF TRUSTEES

Trustee Bianco- ( Water, Sewers, Drainage & Zoning)

Trustee Bianco thanked the Public Works Department for an outstanding job clearing the snow from the snow last snow storm.

Trustee Czajka- (Judiciary, Ordinances, Recreation)

Trustee Czajka also read the following report from the Recreation Department:

Two full-time employees are preparing to attend the annual IPRA Conference this week. This summit provides further education on pertinent topics in the field, networking opportunities and direct access to vendor organizations.

Summer Day Camp Packets are available for pick-up at the Recreation Office. On February 1st, camp registration will be open to returning participants. New participant registration begins on February 15th. We encourage anyone interested in day camp to secure their spot early as we have a waitlist every year. The department will be sending out additional reminders to the community in the coming weeks.

We would like to thank Mary Durec for the many years of dedicated service to the Parks and Recreation Department and the community as a whole. We wish her well on her retirement.

Trustee Demopoulos( Streets, Alleys, Sidewalks & Garbage- Absent

Trustee Flores- ( Police, Fire & License)

Trustee Flores stated the Village Board has received a memo from Lt. Russ Perez requesting a change to our Knox Box ordinance to include multi-family dwellings. This will allow the fire department access to critical areas during emergencies. Attorney Hayes will cover the passage of this ordinance under his report.

Trustee Mengoni- ( Finance Health & Appropriations)- No report

Trustee Sarro- (Public Buildings, Grounds, lights, Transportation, Plan Commission)- No report

MAYORAL REPORT

Mayor Hermanek stated he has asked Attorney Hayes to prepare an ordinance for tonight’s meeting which would limit the number of liquor licenses for Gaming Cafes to 10. We currently have8 gaming cafes and by the passage of this ordinance only 2 more would be allowed. Attorney Hayes will cover this under his report.

CORRESPONDENCE

       Mary Durec sent a thank you card to the Village Board and Recreation Department for the flowers on behalf of her retirement.

APPROVAL OF BILLS

Trustee Mengoni moved, seconded by Trustee Bianco to approve the list of bills submitted for this meeting totaling $271,485.88 and to have them paid out of proper funds when such funds become available. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Flores, Mengoni, Sarro

NAYS: None. Motion carried

ABSENT: Trustee Demopoulos

ORDINANCES AND RESOLUTIONS

Trustee Flores moved and Trustee Mengoni seconded to approve an Ordinance Amending the Municipal Code to Require Knox Box Systems in Certain Structures (19-O-01) and to waive the reading. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Flores, Mengoni, Sarro

NAYS: None. Motion carried

ABSENT: Trustee Demopoulos

Trustee Bianco moved and Trustee Sarro seconded to approve an Ordinance Setting the Maximum Video Gaming Liquor Licenses In the Village of North Riverside (19-O-02) and to waive the reading. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Flores, Mengoni, Sarro

NAYS: None. Motion carried

ABSENT: Trustee Demopoulos

UNFINISHED BUSINESS- None

NEW BUSINESS- None

AUDIENCE

       Maureen Ferriter and neighbor asked about an incident involving an armed robbery on her block and why a call was not made to residents informing them of the situation. Chief Garcia replied saying it was a targeted incident and victim was followed from the Jewel in North Riverside by her offenders. The police department has located the suspects and they are still handling the investigation.

       Barbara Wilson thanked the Public Works Department for always helping her in her time of need.

ADJOURNMENT

Trustee Bianco moved and Trustee Mengoni seconded for adjournment of this meeting at 7:15pm. Motion carried unanimously.
