Village of Berkeley Board met April 3.

Here is the minutes provided by the Board:

1 President Lee called the meeting to order at 6:30 p.m.

Present: Trustees Hammar, Salemi, Grenier, Graf-Stone, Washington and Perez

Also present: Village Administrator Rudy Espiritu, Assistant Village Administrator Brandiss Martin, Fire Chief Michael Kuryla, Police Chief Phil Smith, and Village Attorney Jim Binninger.

4 Presentations and Appointment

4.1 IMAP Accreditation Award – IRMA Risk Management Services Director Dan LeTourneau – Mr. LeTourneau explained a little of what the IMAP Accreditation Award is about. It means IRMA Management Assessment Program. It is a very comprehensive risk management evaluation of public entitiy’s complete risk management program. It usually takes a day or a day and a half plus another half day to write the report. It compares our members against best practices in public sectors. Thanks to Assistant Village Administrator Brandiss Martin, Village Administrator Rudy Espiritu and all the Departments Heads the Village went up from the low 80’s% to 88%. This is a great accomplishment because to go up even a couple percentage points, it’s a lot of work. But, to go from 83% to 88%, (above the 85%, you become IMAP Accredited) took a whole lot of work. So, lots of good changes were going on in risk management. Mr. Dan LeTourneau presented President Lee, along with Assistant Administrator Martin and Village Administrator Espiritu, an IRMA plaque indicating “IMAP Accreditation 2017”. It represents being over 85% compliant with Best Practices in Public Risk Management.

4.2 FY 2018 – 2019 Budget Request from Berkeley Youth Baseball Association – Lennin Estremera, 1533 Harding Ave., Berkeley, IL 60163, Baseball President submitted their financial statement. He informed that Opening Day for Baseball is Sunday, April 29th. They consider Berkeley Baseball as a community. They not only teach our youth to play baseball, learn the game and have fun, but they are also working with our high schools (which started this year). They have been involved with Proviso West as far as indoor baseball practices and clinics that we offer for free to everyone in the community. We average about 60 – 70 players. Umpire fees have gone up, as well as, equipment, uniforms and due to new regulations, they need to buy new baseball bats (at least one new bat per team). At this time donations, are down, but they are working on this. They fixed the batting cages, the fencing and did some renovations to the field. They also just finished ordering new uniforms. So, as you can see, they do have some financial situations. They hope that if the financial support is decreased that Berkeley could help us in other ways.

President Lee responded that we will try to work with the Baseball Organization the best way we can. They will be invited to the Roundtable which will be held on April 30th so we can share our strategic planning.

5.1 Vacation of an Alleyway (north of and adjoining 5440, 5430 and 5434 St. Charles Road and east of Sunnyside Drive) – hearing to be continued to May 15, 2018

9.1 Administration, Zoning and Technology (Chair –Trustee Graf-Stone; Co- Chair Trustee Hammar)

9.1.1 Trustee Liaison Report – Trustee Graf-Stone shared with the Board and Guests that Administration’s main focus has been the budget. They have worked very hard and have done a very good job. We are also hoping to move forward with Acela Software Program upgrade contract. The staff has been working very hard and the upgrade will benefit many of our departments including Administration, Billing, Building Permits, we hope to get Code Enforcement computerized, as well as, possibly payroll.

9.2 Finance and Economic Development (Chair – Trustee Washington; Co- Chair Trustee Salemi)

9.2.1 Trustee Liaison Report

9.2.2 Motion to Approve a Proposed Ordinance of the Village of Berkeley, Illinois Adopting the Annual Budget for the Fiscal Year Beginning May 1, 2018 and Ending April 30, 2019

Administrator Rudy Espiritu informed the Board that the last thing we need to discuss regarding the Budget are the Civic Organizations (Senior Club, Baseball, and Garden Club). For the year 2017-2018 Berkeley Senior Social Club received $2,000, this year, 2018-2019 we propose and budget $1,000. Berkeley Baseball received $5,000, this year we propose and budget $3,000. The Garden Club received $3,000, this year we propose and budget $2,000.

Once the Ordinance was voted on, President Lee suggested we encourage the Civic Organizations (attend baseball games when possible, check out a Garden Club event and attend a Senior Social Club or assist in some way).

President Lee thanked everyone for all their hard work on the Budget. With all of the work that was put into the Budget, our hope is to balance at the end of the fiscal year.

9.2.3 Motion to Approve a Resolution Authorizing a Software License Agreement between the Village of Berkeley, Illinois and Acela Inc. for an Upgrade to the Village’s existing Acela Software Program

9.3 Police and Property Maintenance (Chair – Trustee Salemi; Co-Chair Trustee Washington)

9.3.1 Trustee Liaison Report – Eli Wade Scott, representative for

9.3.2 Motion to Approve a Resolution of the Village of Berkeley, Illinois, Authorizing the Retention of Edelson PC, as Special Legal Counsel, in Connection with Litigation Related to the Opioid Crisis Attorney J. Eli Wade-Scott, representing Edelson PC gave a presentation regarding the Opioid Crisis and how the Village can could join a lawsuit against opioid manufactures and distributors to help recover our costs in dealing with this crisis.

In an effort to clamp down on the epidemic hundreds of lawsuits have been filed against opioid manufactures and distributors seeking to hold them responsible for the costs incurred by communities nationwide. The Village is looking to partner with Edelson PC for potential recovery efforts against opioid manufactures and/or distributors.

The Village has no obligation to pay for attorney’s fees or expenses unless they achieve a recovery settlement and/or judgement.

9.4.1 Trustee Liaison Report –

Chief Kuryla informed the Board and guest that our newly installed tornado siren operated for the first time today, Tuesday April 3rd. The first Tuesday of the month in Illinois is when all tornado sirens are tested at 10:00AM. The siren was heard loud and clear.

9.5 Public Works and Utilities (Chair – Trustee Hammar; Co-Chair Trustee Grenier)

9.5.1 Trustee Liaison Report – Superintendent Wagner met with the firm that is doing the Water Main project on McDermott Drive.

9.5.2 Motion to Approve a Resolution of the Village of Berkeley, Illinois Authorizing the Purchase of a 2018 Ford F350 4x4 Truck From Roesch Ford in the Amount of $50,921.50

9.6 Community and Intergovernmental Relations (Chair – Trustee Perez; Co- Chair Trustee Graf-Stone)

9.6.1 Trustee Liaison Report – Trustee Perez shared that he Historical Society is having its Show & Tell on April 15th at 1:00. If anyone has pictures and/or stores to share please come. Stories will be shared about Berkeley. Also, don’t forget about the rededication of the Memorial Park.

10 Village President

10.1 President’s Report – Historical Society will have a gathering on April 15th at 1:00 pm. On Monday, April 30th we will have the roundtable. State Representative Chris Welch will be attending. 10.2 Upcoming Events
