Village of North Riverside Board of Trustees met April 2.
Here is the minutes provided by the Board:
Mayor Hermanek called the meeting to order with a Pledge of Allegiance and a Roll Call. In attendance were Trustee Bianco, Trustee Czajka, Trustee Demopoulos, Trustee Flores, Trustee Mengoni and Trustee Sarro.
Others in attendance were Administrator Belmonte, Finance Director Scarpiniti, Attorney Roberson, Police Chief Garcia, Recreation Director Mrozik, Public Works Director Kutt and Fire Chief Gaertner.
Approval Of Agenda:
Trustee Bianco moved seconded by Trustee Mengoni to approve the agenda for this meeting as presented. Roll Call Vote:

Approval Of Minutes:
Trustee Czajka moved, seconded by Trustee Demopoulos to approve the March 19, 2018 Village Board Meeting Minutes as presented. Roll Call Vote:

Trustee Czajka- (Judiciary, Ordinances, Recreation)
Trustee Czajka read the following report from the parks and Recreation Department:
The Parks and Recreation Department invites you to come out to the Greener Earth Day Event on Saturday April 14th from 12pm-2pm in the Police Parking Lot. We will have an onsite paper shredding truck, Goodwill present for donations and many opportunities to repurpose and recycle various items. Please view the flyer in the hallway or our Facebook page for all details.
The department will also be hosting the Kids Flea Market on Saturday April 14th from 9am to 1pm in the Village Commons Gymnasium. We have limited spots available for vendors so please register soon if you are interested.
Trustee Demopoulos( Streets, Alleys, Sidewalks & Garbage)- No report
Trustee Flores- ( Police, Fire & License)
Trustee Flores read the following memo:
Finance Director Scarpiniti, Mayor Hermanek, Chief Garcia and the Village Attorneys had a meeting with the FOP Representatives and all North Riverside telecommunicators on March 2nd at which time the Village gave them their 60-day notice to termination. There was a second meeting on March 22nd, 2018, from that meeting the Village and the FOP Labor Council have agreed on a Memorandum of Agreement and Authorization of Exclusion of Final Compensation for all telecommunicators. All union members, if they so wish can be moved over to WC3 with their current salary, all accrued vacation, sick time and unused personal days. Members of the union had until the end of the business day today, April 2, 2018 to inform the Village if they were moving to WC3. All forms have been signed by the FOP representative and union members moving to WC3.
Trustee Flores moved and Trustee Sarro seconded to Authorize the Village Administrator, Guy Belmonte, to sign the Memorandum of Agreement and all Authorization of Exclusion of Final Compensation submitted on behalf of the Village. Roll Call Vote:

Trustee Mengoni reminded everyone of the upcoming Finance Committee Meeting on April 9th at 6:00 pm.
Trustee Sarro- (Public Buildings, Grounds, lights, Transportation, Plan Commission)-No report
Mayoral Report:
Mayor Hermanek read the following Community Development Department Updates:
• Presales- The department performed four single-family presale inspections totaling $1,620.00 in revenue.
• Permit Totals- Department issued 32 residential and commercial permits totaling $5,213.65 in revenue.
• Divine Consign- Submitted an application for remodeling a portion of the tenant space that was once Sports Authority. The upscale resale shop offers furniture and home décor that is new or almost new. The owner of Divine Consign hopes to have a grand opening in May. The cost of construction is valued at $200,000.
Correspondence:
The Chicago Suburban Radio Association (CSRA) requested permission to conduct their Field Day Exercise on June 23rd and June 24th overnight at the northwest end of Veterans Park.
Trustee Mengoni moved and Trustee Sarro seconded the request from the CSRA. Motion carried unanimously.
Approval Of Bills:
Trustee Mengoni moved, seconded by Trustee Flores to approve the list of bills submitted for this meeting totaling $162,701.66 and to have them paid out of proper funds when such funds become available. Roll Call Vote:
Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Audience:
• Natalie Bazan, the new Library Director, introduced herself and encouraged resident to come and see what’s new at the library.
• Resident Terri Peterson expressed her concern about the parking issue on the east end of town. There is limited parking in front of her home due to residents with multiple cars and many not using their garages. Mayor Hermanek addressed her concerns and stated they must have a vehicle sticker.
• Carmen Circelli stated her issue about a three car garage that was built behind her home and now has flooding issues in her yard. Public Works Director Kutt has been out at her home and will look into solutions to help with her flooding problem.

Trustee Mengoni moved and Trustee Demopoulos seconded for adjournment of this meeting at 7:20 pm. Motion carried unanimously.
