Western Springs General Government Committee met Nov. 9.

Here is the minutes provided by the Committee:

Present

General Govemment Committee Chair Tymick, General Government Committee Member Tyrrell, Manager Velkrne, Director of Finance Grace Turi, Director of Technology Patrick Schramm, and Director of Administrative Services Ellen Baer

Electronic Attendance at Meeting: There was none.

Chair Tymick called the General Govermnent Committee meeting to order at 7:00 p.m.

Agenda Items

1. Public Comment

There were no public comments.

2, Approval of Minutes

Chair Tymick moved, seconded by Committee Member Tyrrell, to approve the minutes of September 25, 2017 as amended.

3. 2018 Budget

Manager Velkrne and Director Baer presented the 1101 (Board of Tmstees), 1201 (Administration), 1202 (Legal), 1203 (Management Services) and 1204 (Communications) portions of the 2018 budget and pay plan. Director Baer provided the final proposed staffing plan for 2018. The Village's BCBS health insurance renewal increased rates by 3.2% and dental premiums remain the same for 2018 with no increase. Labor negotiations with the Village unions are ongoing as well as with LTACC. The proposed 2017 property tax levy determination will be provided to the Board at the workshop meeting with approval slated on November 27, 2017. The proposed 2018 budget will be provided to the Board for review as soon as the draft is completed. Approval of the 2018 budget is scheduled for the December meeting cycle.

4. Lyons Township High School Parent Teacher Council Raffle License Request for 2018 Post Prom Event

LTHS Parent Teacher Council (PTC) Post Prom 2018 Co-Chairs Nancy Sheehan and Kathy Wolf submitted an application for a raffle license for their 2018 Post Prom event. The PTC has conducted raffles of this sort in the past with no problems 1 reported. The committee will present the request at the November 13 Board workshop meeting and recommend approval of a raffle license with a fee and bond waiver.

5. Windows Server Upgrade Request

Director Schramm requested approval to purchase a Windows server upgrade. This purchase would include 42 - 2 core licenses, plus the user client access licenses (Village requires 60 user and 15 machine licenses). The total cost would for all required licenses is $21,682.77. The licenses would be purchased from CDW Government under the Microsoft ?Select" program government pricing schedule. Chair Tymick moved to recommend approval of the purchase, seconded by Member Tyrell.

6. Billboard Sign Installations in the Village

Manager Velkme provided the committee with a memorandum prepared by Village Attorney Jurusik for former Village Manager Higgins and Community Development Director Scott which is dated May 6, 2016. The memorandum contains information on Village regulations regarding billboard signs. It was prepared in response to an inquiry from the Western Springs Park Board last spring regarding a billboard installation on Park District property. Given this inquiry, as well as the recent State movement to reduce local tax distributions to municipalities, President Gallagher asked that the committee review this information.

7. Cook County Minimum Wage Issue

Manager Velkme noted that in May of 2017, the Board of Trustees approved an ordinance which provided a temporary postponement of the Cook County minimum wage in the Village, in order to give the State legislature time to act on the minimum wage bill which was pending in the State legislature. The December 31 date in the Village ordinance means that if the State did nothing, the new Board would hear this matter again. The committee will be monitoring this situation and making recommendations in the future.
