Berwyn City Council met Aug. 8.

Here is the minutes provided by the Council:

1. The regular meeting of the Berwyn City Council was called to order by Mayor Lovero at 8:00 p.m. Upon the call of the roll, the following responded present: Lennon, Ramirez, Reardon, Fejt, Santoy, Avila and Garcia. Absent: Ruiz. Avila made a motion, second by Lennon, to excuse Ruiz. The motion carried.

2. The Pledge of Allegiance was recited and a moment of silence was given for the family of Teresa Difino-Kucharz, beloved mother-in-law of Building Compliance Clerk Helen Kucharz and for the men and women protecting our safety on the streets of Berwyn, in the Armed Forces and all Veterans.

3. The Open Forum portion of the meeting was announced. Lennon thanked all who attended his 1st Ward meeting and helped making it a success. Avila announced a 7th Ward meeting on August 23rd at 6pm until 8pm at New Life Church of Berwyn located; 1900 Oak Park Ave. Garcia thanked all who attended his 8th Ward meeting and helped making it a success. Reardon announced a 3rd Ward meeting on August 24th at 6:30pm at City Hall. The Mayor spoke regarding residents circulating a zoning ordinance flyer.

4. The minutes of the regular Berwyn City Council and of the Committee of the Whole meetings held on July 25, 2017 were submitted. Thereafter, Avila made a motion, seconded by Lennon, to approve the minutes as submitted and place same on file for audit. The motion carried by a voice vote.

5. Avila made a motion, seconded by Lennon, to suspend the rules and bring forward agenda items J1 and J2, both communications are from Fire Chief O’ Halloran regarding swearing in of Probationary Firefighters/Paramedics. The motion carried by a voice vote.

6. Fire Chief O’Halloran submitted a communication regarding the appointment of Christopher Overland to the position of Probationary Firefighter/Paramedic. Avila made a motion, seconded by Lennon, to concur and approve the appointment as submitted. The motion carried by a voice vote. Thereafter, Clerk Paul administered the Oath of Office.

7. Fire Chief O’Halloran submitted a communication regarding the appointment of Martin Dwar to the position of Probationary Firefighter/Paramedic. Avila made a motion, seconded by Lennon, to concur and approve the appointment as submitted. The motion carried by a voice vote. Thereafter, Clerk Paul administered the Oath of Office.

8. City Clerk Margaret Paul submitted a Resolution relating to the participation of the 49th Annual Houby Day Parade on October 8, 2017. Thereafter, Garcia made a motion, second by Fejt, to concur, adopt the resolution as submitted and authorize the corporate authorities to affix their signatures thereto. The motion carried by a voice vote.

9. City Clerk Margaret Paul submitted a communicating requesting the rescission of Handicap Parking Application #1124 – 2746 S. Oak Park Avenue and deny the application. Thereafter, Lennon made a motion, seconded by Santoy, to defer the matter for two weeks. The motion carried by a voice vote.

10. The Board of Appeals submitted a communication recommending a Garage Height Variation for 3132 S. Home Avenue and an attached ordinance entitled: An Ordinance Approving a Garage Height Variation for Property in the A-1 Single-Family Residence District at 2132 S. Home Avenue, Berwyn, Illinois - Schulz. Thereafter, Reardon made a motion, seconded by Lennon, to concur, adopt the ordinance and authorize the corporate authorities to affix their signatures thereto. The motion carried by a unanimous roll call vote.

11. Lennon submitted a communication requesting permission on behalf of the James Joyce Irish Pub to host the 2nd Annual Halfway to St. Patrick’s Day event on September 22, 2017. Thereafter, Lennon made a motion, seconded by Fejt, to concur and grant permission. The motion carried by a voice vote.

12. Alderman Santoy submitted a communication requesting approval of Adbul Hafeez Bhurgri, MD to serve as member on the Lead Poisoning Ad Hoc Committee. Thereafter, Santoy made the motion, seconded by Avila to concur and approve as submitted. The motion carried by a voice vote.

13. Alderman Ruiz submitted a communication requesting permission to host a 6th Ward Community event at the Vacin Parkway between Oak Park and Euclid Avenues on September 9, 2017. Thereafter, Santoy a made a motion, seconded by Avila, to concur and grant permission. The motion carried by a voice vote.

14. Fire Chief O’Halloran submitted a communication requesting permission to purchase a Starcraft Allstar 22’ ESDA bus. The Mayor requested a motion that the communication be withdrawn. Thereafter, Avila made a motion, seconded by Lennon, to withdraw the request. The motion carried by a voice vote.

15. City Attorney Anthony Bertuca submitted a communication regarding Tobacco Products and an attached ordinance entitled: An Omnibus Ordinance Amending Various Sections of Chapter 825 Regarding Tobacco Products for the City of Berwyn, County of Cook, State of Illinois. Thereafter, Santoy made a motion, seconded by Avila, to concur, adopt the ordinance as submitted and authorize the corporate authorities to affix their signatures thereto. The motion carried by the following call of the roll: Yeas: Ramirez, Reardon, Fejt, Santoy, Avila and Garcia. Nays: Lennon. Absent: Ruiz.

16. City Attorney Anthony Bertuca submitted an ordinance Regulating Billiards Tables and Coin Operated Amusements. Thereafter, Avila made a motion, seconded by Santoy, to refer the matter to the Committee of the Whole. The motion carried by a voice vote.

17. City Administrator Brain Pabst submitted a communication requesting permission for Universal Television, LLC to shoot scenes on Thursday, August 10th for their Chicago PD show. Thereafter, Lennon made a motion, seconded by Ramirez, to concur and grant permission. The motion carried by a unanimous roll call vote.

18. Assistant City Administrator Ruth Volbre submitted a communication requesting permission to Seek Proposals for the 2017 Holiday Decorations. Thereafter, Lennon made a motion, seconded by Fejt, to concur and grant permission. The motion carried by a voice vote.

19. Director of Information Technology James Frank submitted a communication regarding Telecommunications Audit Agreement with the SpyGlass Group Thereafter, Lennon made a motion, seconded by Santoy, to concur, approve as submitted and authorize the corporate authorities to affix their signatures thereto. The motion carried by a unanimous roll call vote.

20. Finance Director Rasheed Jones submitted a communication declaring a 1996 Ford E-350 currently assigned to the Fire Department as surplus property. Thereafter, Avila made a motion, seconded by Lennon, to concur with the declaration. The motion carried by a voice vote.

21. The consent agenda, items K-1 through K-14 were submitted:

Thereafter, Avila made a motion, seconded by Lennon, to concur, approve as presented and approve by omnibus vote designation. The motion carried by a voice vote.

22. There being no further business to come before the Council, Lennon made the motion, seconded by Santoy, to adjourn at the hour of 8:15 p.m. The motion carried by a voice vote.
