Village of Stickney The Board of Trustees met Sept. 5.

Here is the minutes provided by the Board:

Mayor Walik informed the audience that Treasurer Paul Nosek will be filling in for Clerk Audrey McAdams who is under the weather today.

Upon the roll call, the following Trustees were present: Trustees Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Village Attorney Michael Del Galdo told the Mayor and the members of the Board that there needs to be a motion to make Treasurer Nosek the keeper of the records for purposes of tonight’s meeting so he is authorized to prepare and sign the minutes.

Trustee White moved, duly seconded by Trustee Torres to authorize Treasurer Nosek to take the minutes for this meeting.

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

Trustee Kapolnek moved, duly seconded by Trustee Milenkovic to approve the minutes of the previous Regular Session held on August 15, 2017.

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

Trustee White moved, duly seconded by Trustee Savopoulos that the bills, approved by the various committees of the Board, be approved for payment, and to approve warrants which authorize the Village Treasurer to draw checks to pay the bills, to be signed by the authorized signers, as provided for by the Ordinances of the Village of Stickney.

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos,Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

Prior to the vote, Treasurer Paul Nosek provided a summary indicating the source of funds used to pay the bills and the totals to be approved.

Corporate Fund: $79,739.37 Motor Fuel Tax Fund: $7,207.30 Badge: $0 Water Fund: $170,214.33 Police Pension Fund: $0 911 Account: $0 1505 Account: $2,062.85 Family Day: $7,076.00 Police Revenue Sharing $0 Capital Projects Fund: $11,150.66 Bond & Interest Fund: $0 Subtotal: $277,450.51 General Fund Payroll: $114,581.00 Water Fund Payroll: $12,097.84 Subtotal: $126,678.84 Total to be approved by Village Trustees: $404,129.35

Trustee Savopoulos moved, duly seconded by Trustee Kapolnek to Pass and Approve Ordinance 2017-17, “An Ordinance Authorizing and Approving the Purchase of a Certain Vehicle for the Village of Stickney.”

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

Trustee Milenkovic moved, duly seconded by Trustee White to Pass and Approve Ordinance 2017-18, “An Ordinance Amending Various Sections of Chapter 6 and Chapter 10, Section 10-82 regarding Liquor Licenses and Video Gaming Licenses”

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

Trustee Savopoulos moved, duly seconded by Trustee Torres to Approve Resolution 16-2017, “A Resolution Appointing Anthony Bertuca as the Village Ethics Advisor”

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

At this time Village Attorney Mike Del Galdo swore in Mr. Bertuca as the Village of Stickney’s Ethics Advisor.

Trustee White moved, duly seconded by Trustee Hrejsa to grant permission to the Knights of Columbus to conduct their ID TOOTSIE ROLL DRIVE on September 15, 16 and 17, 2017

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

Trustee White moved, duly seconded by Trustee Savopoulos to grant permission to the Berwyn-Cicero-Stickney CROP Walk Planning Committee to conduct their October 22, 2017 CROP Walk

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

Trustee Milenkovic moved, duly seconded by Trustee Hrejsa to grant permission to the Girl Scouts of Greater Chicago and Northwest Indiana to conduct their Fall Product Program with order taking October 1-22. 2017 and delivery before Thanksgiving

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

Prior to the vote Trustee Hrejsa asked if this is going to be door-to-door.

Trustee Savopoulos moved, duly seconded by Trustee Kapolnek to approve a Block Sale on September 9th or 10th weather permitting for the 4000 block of Scoville Avenue from 9:00 a.m. to 3:00 p.m.

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White Absent: None Nays: None Mayor Walik declared the motion carried.

Prior to the vote Trustee Torres mentioned that we will be reviewing our block parties and garage sales and will be updating the way they are done right now.

Mayor’s Report: Mayor Walik thanked everyone for coming out today. He thanked each and every volunteer and supporters at our Family Day. It was amazing. The weather was beautiful. The fireworks were sponsored entirely by Kopper’s Chemicals, Hawthorne Race Course, Del Galdo Law Group and Ante Deb’s Video and Slots on Gunderson. An update was given on the front stairs at the Police Entrance.

They did the curb today. Tomorrow they will start forming and get ready to pour the sidewalk. By next week they start pouring the stairs. By midmonth they will be done with that. The only thing left will be the railings which have to be custom made. A comment was made about the Harlem Avenue construction. Deputy Police Chief Jaczak informed us that the 46th/47th and Harlem interchange will be shut down today for an hour at 7:00 p.m. to work on some power lines. In addition, the Mayor sent out 75 letters to apartment buildings and businesses to help out with the rat problem by asking them to put out traps by their properties. He asked that they help with the overflowing garbage. Our blight inspector, Ed Bartunek and Central Stickney are looking at the vacant buildings in town and putting out traps there.

Trustee Reports: Trustee Savopoulos reported on the 50/50 sidewalk program. We have approximately 180 squares. The deadline is September 22 to make payment on any squares that you need repaired. Beth Lukas is going to send out the letters informing people of the amount that they owe. Village Supervisor Joe Lopez will mark off the squares that will be replaced. Hopefully we will start the project in October.

Trustee Milenkovic informed us that the Tree Board held it’s meeting on August 30 to review the tree lottery program. They are looking at the end of October or early November for planting. They have to coordinate with the nursery. Then he wished the Mayor and all the other Grandparents out there a Happy Grandparent’s Day on September 10.

Trustee Kapolnek thanked the Mayor for a wonderful Family Day. It turned out nice.

Department Reports: Clerks report given by Deputy Clerk Paul Nosek: This email was sent to Mayor Walik. “I am writing this letter to recognize one of your public works employees. There are plenty of times when people complain when things go bad, but rarely want to acknowledge when something goes good. I sponsored a tattoo stand at the Stickney Family Day on Sunday, September 3, 2017. I used a table and chairs, water and electric which were supplied by the village. After the fest started I realized I needed another table and more chairs. Sam Alonzo from the Public Works Department was extremely helpful and very quick to set up another table and chairs for me. I was able to make a coloring station for the children at the fest that were waiting for tattoos. Sam Alonzo did not just help me and disappear. He was available throughout the event for more chairs, taking my tent and banner down and dumping garbage. It was a pleasure to participate in this very successful event and I will continue to do so in your future Village functions because of the pleasant experience I had. I’m sure you have many employees in the village that are just as hard working, but Same Alonzo did a great job in representing your public works department at the Stickney Family Day!! Treasurer’s Report: Paul Nosek notified us that the audit will start in two weeks and hopefully it will be completed by the end of October.

Public Works Supervisor Joe Lopez: He thanked the mayor for Family Day. It was a long day. Street sweeping will continue. Leaf removal will start in the beginning of October.

Fire Chief Boyajian Commented that Family Day went well. The Stickney Fire Department was presented a plaque for participating in the 2017 Muscular Dystrophy solicitation. They raised $6,000.

Police Chief Dan Babich acknowledged our four new officers are now fully trained, active and functional. During Family Day we are proud to announce that we did not have one incident and we had a great turnout. At this time the police department has purchased four new red-dot scopes for our rifles. They will allow any officers to pick up that rifle and use it proficiently if need be. In addition, our bicycle unit has been deployed so residents are able to talk with officers face-to-face.

Mayor Walik commented that he spoke to Police Chief Babich and was told that those four new officers are doing a wonderful job working on their own. All of them are doing well with the public, policing, and paperwork. He also spoke to the Fire Chief this morning and learned that he has eight applications for possible employment with the fire department. They will close up the application process by the end of the month and pick out a couple of good ones. They will be firefighter and paramedic trained. The next couple of batches are going to have all their certificates in. We are going to try to push the paramedic program as soon as we can. The Fire Chief Boyajian and Deputy Chief Andrea Acosta are doing an outstanding job with this paramedic system. In addition the Mayor thanked Ed Dabrowski for all his photos.

There being no further business, Trustee White moved, duly seconded by Trustee Savopoulos that the meeting be adjourned. Upon which the Board adopted the motion at 7:20 p.m.
