Village of Stickney Board of Trustees met Aug. 15.

Here is the minutes provided by the Board:

Upon the roll call, the following Trustees were present: Trustees Hrejsa, Kapolnek,Torres and White Trustees Milenkovic and Savopoulos were absent

Trustee Kapolnek moved, duly seconded by Trustee Torres to approve the minutes of the previous regular session on Tuesday, August 1, 2017.

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Torres and White Nays: None Absent: Trustees Milenkovic and Savopoulos Mayor Walik declared the motion carried.

Trustee White moved, duly seconded by Trustee Hrejsa that the bills, approved by the various committees of the Board, be approved for payment, and to approve warrants which authorize the Village Treasurer to draw checks to pay the bills, to be signed by the authorized signers, as provided for by the Ordinances of the Village of Stickney.

Prior to the vote, Treasurer Paul Nosek provided a summary indicating the source of funds used to pay the bills and the totals to be approved.

Corporate Fund: $79,471.72 Motor Fuel Tax Fund: $297.50 Water Fund: $3,802.02 911 Account: $506.25 Subtotal: $84,077.49 General Fund Payroll: $192,644.57 Water Fund Payroll: $17,813.51 Subtotal: $210,458.08 Total to be approved by Village Trustees: $294,535.57

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Torres and White Nays: None Absent: Trustees Milenkovic and Savopoulos Mayor Walik declared the motion carried.

Trustee White moved, duly seconded by Trustee Hrejsa for Consideration and possible action regarding the Village’s Engineer’s recommendation to award a Contract to Schaefges Brothers Inc., for the Police Department Entrance Repair Project.

Prior to the vote, Village Engineer Tim Geary explained that this will replace the deteriorated police front steps. There will be a new ADA handrail and automatic doors. They should start in one month or so. There is a 70-day completion schedule.

Trustee White moved, duly seconded by Trustee Hrejsa to approve Resolution 14- 2017, “A Resolution Authorizing the Release of Executive Session Minutes”

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Torres and White Nays: None Absent: Trustees Milenkovic and Savopoulos Mayor Walik declared the motion carried.

Trustee White moved, duly seconded by Trustee Torres to approve Resolution 15- 2017, “A Resolution Relating to Participation by Elected Officials in the Illinois Municipal Retirement Fund”

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Torres and White Nays: None Absent: Trustees Milenkovic and Savopoulos Mayor Walik declared the motion carried.

Trustee Kapolnek moved, duly seconded by Trustee Torres to approve a Block Party on August 26, 2017 for the 4100 block of Maple from noon to 8:00 p.m.

Upon the roll call, the following Trustees voted: Ayes: Trustee Hrejsa, Kapolnek, Torres and White Nays: None Absent: Trustees Milenkovic and Savopoulos Mayor Walik declared the motion carried.

Mayor’s Report: Mayor Walik thanked the Zoning Board for coming in this evening to meet each other and to be fingerprinted. All our Parks & Rec people have already been fingerprinted. He then displayed the mailer that was sent out alerting the residents to the closing of 44th Street, 43rd Street and 42nd Street due to construction on Harlem. It included the alley clean up information. There was also information for the Stickney Family Day on September 3, 2017. He referred to a letter he wrote to Businesses Owners and Apartment Building Owners, Landlords and Tenants concerning combating rodents. The complaints have been cut in half since last year. This is due to Public Works, Parks & Rec and everybody cleaning the alleys. There will be a future Polka Day on August 30, due to the fact that both previous polka dates were cancelled due to rain. This time it will be held in the St. Pius hall 7:00 p.m. until 9:00 p.m. Lastly, the township has informed us that they are not trapping skunks any longer. They simply can’t do much with them. They may attend a future meeting when the representative from the township knows more.

Clerk’s Report: Clerk McAdams announced that she is starting to plan for the 2020 Census. She has packets to fill out. She is going to the first informative meeting. She is putting together her staff of people who are the only ones to lay their eyes on the census material. She told the people that this information has to be kept in a secure locked environment. It is very confidential.

Trustee Reports: Trustee Hrejsa updated us on the movie night for the kids. There were approximately 80 kids in attendance. They had cotton candy, popcorn, water balloons, a DJ and a movie. Volunteers are needed for the September 3 Family Day. Another Parks & Rec meeting will be held in a couple of weeks.

Trustee Torres felt that the movie for the kids went very well. She thanked Trustee White for his donation. They were able to buy 24 prizes for the kids.

Department Reports: Public Works Supervisor Joe Lopez reminded us that Labor Day is coming up and all pickups will be pushed back another day. The Harlem construction will cause no parking on the east side of the street. He did admit that people are going around the barriers blocking off 42nd, 43rd and 44th. He recommended that people call to inform the police department when they see this. Alley sweeping will continue.

Treasurer Paul Nosek told us that we have an accounting intern working with us for the summer months. The goal is to have her help us catch up.

Police Chief Dan Babich gave us some background information about the intern. She is the adoptive daughter of a fellow police officer from Lyons. He adopted her and her brother, who are African American. The fellow police officer is Hispanic. This officer then adopted his two grandchildren after this daughter died. He could use all the help in the world. The Mayor gave him this opportunity by giving his daughter this internship. The Chief thanked the Mayor for this opportunity. In other news; the Chief reported that crime activity has been down this summer. The police officers are making more traffic stops, and traffic arrests are up. There were over 125 vehicle tag violations that have been cited in the last 30 days. He reminded us that on Monday, August 21, 2017 all schools will be back in session. He asked people to watch out for children in the area while driving and monitor your speeds. A warning was given not to use alleyways to gain travel time, or to avoid traffic signals. He said that he and his Deputy Chief Rich Jaczak will be out in full force watching the alleyways. They will be paying attention to who is in the alleyways and if they live in the area. He suggested that people watch for children running out from parked cars. The last police officer in training will be completed within the next two weeks. He currently is in the covered phase of his training. He is on his own with another officer following him. He can make his own calls and decisions. If he needs assistance the other officer will step in and correct him and put back in place.

Fire Chief Jeff Boyajian announced that Division 11 Technical Rescue Team and some of the guys from our department were at Koppers to do high rescue training on the 170 foot-tall tower. He continued by telling us about the recent visit of Congressman Lipinski and his Chief of Staff Jerry Hurckes. They arrived with a check for $45,505.00 from a grant awarded by The U.S. Department of Homeland Security. They plan on using the funds for an ambulance lift system. They are in the process of getting quotes as required by the Federal Government. Once we have those, we can request the money.

There being no further business, Trustee White moved, duly seconded by Trustee Torres that the meeting be adjourned. Upon which the Board adopted the motion at 7:21 p.m.
