The Board of Trustees of the Village of Stickney met July 18.

The Board of Trustees of the Village of Stickney met in regular session on Tuesday, July 18, 2017, at 7:00 p.m. in the Stickney Village Hall, 6533 W. Pershing Road, Stickney, Illinois.
Upon the roll call, the following Trustees were present:
Trustees Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White
Trustee Milenkovic moved, duly seconded by Trustee Savopoulos to approve the minutes of the previous regular session on Wednesday, July 5, 2017.
Upon the roll call, the following Trustees voted:
Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White
Nays: None
Absent: None
Mayor Walik declared the motion carried.
Trustee White moved, duly seconded by Trustee Savopoulos that the bills, approved by the various committees of the Board, be approved for payment, and to approve warrants which authorize the Village Treasurer to draw checks to pay the bills, to be signed by the authorized signers, as provided for by the Ordinances of the Village of Stickney.
Prior to the vote, Treasurer Paul Nosek provided a summary indicating the source of funds used to pay the bills and the totals to be approved.
Corporate Fund: $104,972.83
Water Fund: $261.61
Family Day: $1089.36
Capital Projects Fund: $2,527.75
Subtotal: $108,851.55
General Fund Payroll: $177,463.02
Water Fund Payroll: $12,019.44

Mayor Walik declared the motion carried.
At this time Mayor Walik asked David De Leshe and Anthony Rocha to step forward to be sworn in as Police Officers for the Stickney Police Department.
After the ceremony, the Mayor said, “I would like to straighten up some confusion out there. These officers are not from Cicero, for anyone who has a problem with Cicero. Dave De Leshe comes from Lyons with some 30 years of service. Anthony Rocha comes from Burlington Northern Santa Fe Railway with 11 1⁄2 years of service. Our third officer is John Flanagan who comes from Lyons also.”
Trustee White moved, duly seconded by Trustee Torres to pass and approve Ordinance 2017-15, “An Ordinance Making Appropriations for all Corporate Purposes for the Village of Stickney, Cook County, Illinois for the fiscal Year 2017,Beginning May 1, 2017 and Ending April 30, 2018.
Prior to the vote, Treasurer Paul Nosek provided the following budget highlight.
• Total Expenditures increased by 0.0012 or.12%
• Police will be fully staffed
• No new revenue increased thus far
• Fire department will continue to work towards full EMS implementation
• Public works will be able to get some much needed equipment including a new F350 truck, Kabota machine,
• Stairs at Police Department will be fixed
• New accounting software will be purchased
• Network consolidation will be done saving the village saving at a minimum $10,000 annually going forward
• Bathrooms and Rench park will be fixed
• Siding on the salt facility will be fixed
• Playground equipment can be purchased
• Tennis and Volleyball courts will be repaired
• Sidewalk repair was funded to $100,000 this year
• Money is in the budget for a crack seal program which public works can look at and implement These are some of the highlights but there is still work to be done. One of the major items on the horizon is evaluating the sanitation service. In reviewing the budget I noticed that the sanitation department is subsidized almost $350,000.00 a year. In other words, what we charge residents and what it costs us to run the department is underfunded by $350,000.00.

Trustee White moved, duly seconded by Trustee Savopoulos to take consideration and possible action regarding the Village Engineer’s recommendation to reject all bids for the Police Department Entrance Repair Project and directing the Village Engineer and Village Staff to re-bid the Police Department Entrance Repair Project.
Prior to the vote, Trustee White explained, “The bids ranged from $95,600.00 to $164,314.00. When you have a discrepancy like this it is a huge problem. Our engineering firm contacted the low bid. They did miss something on the bid to the tune of $20,000. It still saved some $35,000. We just feel like we should throw these bids out. We feel that every bid we get will be a better bid for us to spend your money. It is our responsibility to get that job done as cheap as possible. We are taking the advice of our engineering firm.”

Trustee Savopoulos moved, duly seconded by Trustee Kapolnek to pass and approve Ordinance 2017-12, “An Ordinance Amending Vehicle Immobilization, Towing and Impounding.”

Trustee Milenkovic moved, duly seconded by Trustee Savopoulos to pass and approve Ordinance 2017-14, “An Ordinance Amending Public Nuisance by adding Junk Vehicles.”
Prior to the vote Police Chief Dan Babich said, “So people understand, there are a lot of people who have junk cars on private property. You have to have a special ordinance for us to go on it to remove it. That is why we had to draft this ordinance so we could do that. Some people have vehicles that are abandoned or dangerous are harboring raccoons, rats or squirrels. This ordinance will give us the ability to go on that property through proper notice and then remove that vehicle at the expense of the person who owns it if they don’t remove it. The other one is called the immobilization. We will put a boot on any vehicle that has five parking tickets or more. We have quite a few vehicles that are owned by residents or outside residents that have refused to make payments of restitution on these violations. This will give us the ability to lock their vehicles down until they make restitution. Otherwise, it will be towed within a five-day period. Their vehicle will eventually be impounded and possibly destroyed if they do not make restitution. We would like to send them to the billing process to try and collect the money. Sometimes people don’t follow up on the mail. This is the final step we would like to take. “ Mayor Jeff Walik added, “The Police Chief, Deputy Chief Rich Jaczak and the Blight Officer have towed a couple of cars that have been sitting there for at least ten years.

Trustee Savopoulos moved, duly seconded by Trustee White to approve Resolution 13-2017, “A Resolution Authorizing and Approving a Certain Agreement with GW & Associates for the auditing for the Village of Stickney.

Trustee Hrejsa moved, duly seconded by Trustee White to grant permission for an August 12, 2017 Block Party on the 4400 Block of Grove Avenue.

Trustee White moved, duly seconded by Trustee Savopoulos to grant permission for an August 19, 2017 Block Party on the 3900 Block of Scoville Ave.

Mayor's Report: Mayor Walik informed us that the police department front stairs have been a setback. The next set of bids will be opened on August 2, 2017 at 10:00 a.m. On July 22, 2017 if you live near Ridgeland Avenue there might be traffic congestion associated with the Music Fest. We are supplying the land. They are bringing their own people, security, sound system and lighting. We will have police and fire on hand on the property. This is pretty much not a village run function. The police and fire report for the last six months will be available at the next meeting.
CLERK’S REPORT: Notice of an Illinois Commerce Commission meeting was given concerning the Northern Illinois Gas Company. The clerk gave an announcement of the McCook Reservoir tour.
Trustee Reports:
Trustee Hrejsa addressed the Music Fest this coming Saturday. Fliers will go out this week concerning the Kid’s Night on Friday, August 11, 2017 at the Stickney Pavilion. There will be a DJ and a movie. We will provide popcorn and juice.
Trustee Kapolnek congratulated the newly sworn in police officers.
Trustee Torres congratulated the newly sworn in police officers. On September 3, we are planning a Family Day. It will be from 2:00 p.m. to 9:00 p.m. Information will be going out shortly. Fire Works will be at 9:30 p.m.
Trustee Milenkovic mentioned that the new Consumer Confidence Report was mailed out recently about our water. Once again the village had no violations during the reporting period. If you haven’t received it, copies are available at the village. Bob Wyant is our Water Operator and does a great job.
Trustee Savopoulos at the last meeting he reported on the proposed Welcome to Stickney sign located at the entrances to the Village. The sign was then shown off. It says “We Support our First Responders”, Police, Fire, Paramedics, and military branches, Army, Marines, Navy and Air Force.
Trustee White congratulated our new police officers and welcomed them aboard.
Department Reports:
Police Chief Dan Babich he told us that he is honored to have these officers. He has known some of them for some twenty years working with them side by side. They bring a lot to the table. We have some younger officers and with their experience it will benefit everybody, especially in a major incident. Mentoring will be a good thing. In the future, what I am looking at for next year will be two officers. One is a veteran and another with many years on the job. I know them personally. They will be a great asset to the community. It will be a win, win situation for the community, the board and the entire police department. Deputy Police Chief Rich Jaczak recognized Police & Fire Commissions Al Brinker and Bob Senese who did all the work putting our lateral list together. We lost four officers within a week.
These guys put it all together in a short period of time. They hit a home run with their selections.
Fire Chief Jeff Boyajian welcomed our new police officers and offered his assistance.
Public Works Supervisor Joe Lopez mentioned that they started the alley sweeping again. They started on the east side first and will catch the west side next week. On 44th, 43rd and 42nd we will be blocking the street so traffic can’t come in from Harlem Avenue. This is so people can’t drive in because of the construction on Harlem Avenue. On Maple to Harlem we will be putting up one way signs by the alley west only. There will be orange and white barriers with signs. Information will be sent out to the west side of the town. We were informed that we did a cleaning of the two underground water tanks. There was a small about of sediment. It hasn’t been done in the thirty years he has been here.
There being no further business, Trustee White moved, duly seconded by Trustee Savopoulos that the meeting be adjourned. Upon which the Board adopted the motion at 7:23 p.m.
