Village of Forest Park Council met March 13.

Here is the minutes provided by the Council:

Mayor Calderone led all assembled in the Pledge of Allegiance at 7:07 p.m.

Roll Call:

Commissioners Byrnes, Mannix, Novak, Entler and Mayor Calderone answered the Roll Call.

Approval of the Minutes of Previous Meetings:

It was moved by Commissioner Mannix and seconded by Commissioner Entler that the minutes from the March 13, 2017, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof and found same to be correct.

Ayes: Commissioners Byrnes, Mannix, Novak, Entler and Mayor Calderone

Nays: None

Absent: None The motion carried unanimously.

Public Comment:

Ms. Margaret McDonnell, Mr. Kemau Jones and Ms. Monica Leventhal spoke in support of the village adopting a Welcoming Resolution.

Mr. Chris Harris expressed his opinion about executive decorum.

Communications:

None

Department Reports:

The Finance Department submitted its February, 2017, report.

Approval Of Bills:

It was moved by Commissioner Mannix and seconded by Commissioner Byrnes that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $552,680.05.

New Business:

Mayor Calderone administered the oath of office to Police Officer Recruit, Davor Pavlovic.

It was moved by Commissioner Mannix and seconded by Commissioner Entler that the Resolution approving and publishing the Official Zoning Map of the Village of Forest Park be adopted.

Ayes: Commissioners Byrnes, Mannix, Novak, Entler and Mayor Calderone

Nays: None

Absent: None The motion carried unanimously.

It was moved by Commissioner Mannix and seconded by Commissioner Entler that the Resolution approving the application for CDBG 2017 Program Year Grant be adopted.

Ayes: Commissioners Byrnes, Mannix, Novak, Entler and Mayor Calderone

Nays: None

Absent: None The motion carried unanimously.

It was moved by Commissioner Mannix and seconded by Commissioner Entler that the Resolution approving and ratifying the execution of rate and discount schedules for phone services by and between AT&T and the Village of Forest Park be adopted.

It was moved by Commissioner Mannix and seconded by Commission Entler to approve Opportunity Knocks’ request to hold their annual block party in Constitution Court on Saturday, June 17, 2017. It was moved by Commissioner Mannix and seconded by Commissioner Entler to amend the motion to include approval of displaying a banner to promote the block party event. The clerk was instructed to call the roll call vote on the amendment to the motion:

Mayor Calderone announced his proclamation that April 26, 2017, as Volunteer Day in the Village of Forest Park, to promote volunteerism and appreciation of volunteers.

It was moved by Commissioner Mannix and seconded by Commissioner Byrnes to authorize and ratify the Mayor’s signature on the following agreement associated with Senior Citizen and Community Relations functions organized by the Community Center:

Motion approving opportunity knocks’ request to hold block party approved

Mayor’s volunteer day proclamation ratify community center agreements approved

Commissioner’s Reports:

Commissioner Byrnes reminded everyone that the construction has started on Roosevelt Road.

Commissioner Novak commented on the great groundbreaking event that was held for the Roosevelt Road project and stated that he’s looking forward to the project.

Commissioner Entler reported that the Community Art / Circle Bridge project is coming up in May. We have about 80 applications and are accepting donations for sponsoring artists to sign up for the project. In addition, Public Works is holding their annual Electronics Recycling event the week of May 22nd. Electronics can be dropped off at the Public Works garage at 7343 W. 15th Street (just West of Circle) Monday through Saturday from 7:30-3:30. On Wednesday, May 24th, collections will be taken until 7:00 p.m.

There being no further business to be addressed, Commissioner Mannix moved and Commissioner Byrnes seconded to adjourn the meeting. The motion carried unanimously.

Mayor Calderone declared the meeting adjourned at 7:40 p.m.
