La Salle City Council adopts ordinance to regulate parking along N. Joliet Street between Walnut and Roosevelt Roads

OF THE LA SALLE CITY COUNCIL

HELD IN THE COUNCIL CHAMBERS,

745 SECOND STREET, LA SALLE, IL.

7:00 P.M., Monday, October 10, 2016

The meeting was called to order at 7:26 p.m.

PLEDGE OF ALLEGIANCE

Present- Mayor Grove, Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Duncan, Herndon, Schneider

Excused Absence: None

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular City Council meeting and Public Hearing held on Monday, September 26, 2016 are accepted and placed on file. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Moved by Alderman Lavieri and seconded by Alderman Duncan to approve and place on file requests from Ameren Illinois to break ground at 129 Vermilionvue Trace to install gas service, 5 Heather Drive North to 11 Heather Drive to replace bad ug primary conductor,1280 and 1585 Creve Coeur, 208 Edwards, 421 Garfield, 1 pole north of Grant and Sterling to replace poles,1755 and 1805 Prospect, 1303 and 1230 Bucklin, 1886 Hennepin and two poles north of 1290 O’Conor Avenue to replace poles, One pole W of 364 N 2959th Road, 381 N. 2959th Road, 1073 Creve Coeur, 305 10th Street in alley to replace poles. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore and seconded by Alderman Herndon to approve the request from Tracy Haas of the La Salle Softball League to hold a Tag Day Collection on April 28 and 29, 2017 at the intersection of 11th and Bucklin and at area businesses. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

REPORT OF CITY OFFICERS

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Building Inspector’s Report for August 2016 showing total fees collected of $4,480 with total value of construction of $633,820 and related matters. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and seconded by Alderman Schneider to accept and place on file the Monthly Police Income Report for August 2016 showing total fees collected of $6,141.98. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

BIDS

Moved by Alderman Lavieri and seconded by Alderman Reynolds to accept the low bid of Glynn Demolition subject to the Fire Department receiving a burn permit, and subject to review of the terms of the contract, totaling $6,785 for the demolition and debris removal for premises located at 1016-1018

Third Street. Each and every alderman has a copy.

STANDING COMMITTEES

Moved by Alderman Ptak and seconded by Alderman Herndon to accept the recommendation of the Finance Committee and approve the request to make a $3,000 annual donation to Illinois Valley Animal Rescue which will be part of the annual appropriations each year.

It was also agreed that a letter composed by IVAR soliciting donations will be included in City water bills once a year.

Attorney McPhedran reminded the council that although the Streets, Alleys and Traffic Committee has voted on these requests, the council has the final determination.

Moved by Alderman Bacidore and seconded by Alderman Ptak to accept the recommendation of the Streets, Alleys and Traffic Committee and deny the request to designate 10th Place as one way going west.

Regarding the issue of putting a no parking sign on the SE corner of Bucklin and Lindberg. Alderman Duncan felt it was better to remove parking markers, versus putting more signs up. Attorney McPhedran added that removing the parking lines does not prohibit parking.

Moved by Alderman Bacidore to accept the recommendation of the Streets, Alleys, and Traffic Committee to grant the request for a No Parking Here to Corner sign, one car length south of Lindberg on Buckling Avenue. The motion failed for lack of a second.

OLD BUSINESS

Moved by Alderman Herndon and seconded by Alderman Schneider to authorize, pay and place on file Pay Estimate #2 to Opperman Construction Company for the St. Vincent Lift Station Replacement Project totaling $25,155. Each and every alderman has a copy.

Alderman Lavieri inquired about a question posed at a previous council meeting concerning the necessity of approval of Ameren petitions by the Council. He asked if the Council must approve these or if they can be approved at the discretion of the City Engineer. Attorney McPhedran stated that every community handles this differently. Sometimes the council may want to weigh in on curb cuts or certain issues.

Attorney McPhedran stated that Ameren did indicate some communities outside of the IV area do allow the approvals to be delegated. Attorney McPhedran stated that the council could add this to the next agenda to vote on. Mayor Grove stated that he likes seeing the individual requests. City Engineer Brown stated that if something is time sensitive, many times he will approve the request and then get council approval after the fact.

City Engineer Brown updated the Council on the street program. He stated there are a few items that need to be finalized and the sidewalk program will begin next week.

NEW BUSINESS

Alderman Duncan mentioned that he saw where Oglesby recently passed an Ordinance allowing aldermen to vote by phone. Attorney McPhedran stated that we already adopted something several years ago that mimics with what the state statute allows. There are limited reasons as to when a corporate officer can vote by phone. He will check if they adopted a more lenient ordinance and will also re look at the state statute to see if anything had changed. The aldermen specifically asked if vacation was included.

Moved by Alderman Schneider and seconded by Alderman Herndon to approve and place on file Ordinance 2659: An Ordinance further Regulating Parking within the City of La Salle on a portion of North Joliet Street between Walnut Road and Roosevelt Road. Each and every alderman has a copy.

COMMENTS

There were no comments from the public.

Mayor Grove thanked those who have offered to contribute materials, labor and have made monetary donations to the proposed ladder truck display building. At this time, we have received over $4,000 in donations.

Mayor also reminded the public of the Electronic Recycling event being held on Saturday, October 22, 2016 at 10:00 a.m. at the Illinois Valley Regional Airport. The collection is open to La Salle/Peru residents only.

Leaf pick-up in the City of La Salle begins on October 10.

7:52p.m. Moved by Alderman Schneider and seconded by Alderman Reynolds to exit regular session and enter into Executive Session regarding pending and/or potential imminent litigation and relatedmatters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, appointment, performance and/or compensation of non-union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1- 3,5,6,and 11 thereof.
