Park District of Forest Park Board of Commissioners discusses pending litigation

At a recent meeting, the Park District of Forest Park Board of Commissioners held a closed session to discuss pending litigation.

Below are the minutes from this meeting, as provided by the board.

THE REGULAR MEETING OF THE BOARD OF PARK COMMISSIONERS of the Park District of Forest Park, Cook County, Illinois was held in the Administration Building of the Park District of Forest Park, 7501 Harrison Street, Forest Park, Illinois at 6:00 p.m. on July 7, 2016.

Roll CALL: President Walsh chaired the meeting, calling it to order at 6:00 p.m. Commissioners Entler, McDermott, and Walsh answered present. Commissioners Doss and Sansone were excused absences. Also present were Director Larry Piekarz, Assistant Director Steve Thomas, Superintendent Larry Buckley, and Secretary Chris Richards. Citizen Michael Thompson was also in attendance.

The Pledge of Allegiance was recited.

APPROVAL OF AGENDA: Motion was made by Commissioner McDermott, seconded by Commissioner Entler, to approve the agenda. Roll Call: Ayes: Commissioners Entler, McDermott, and Walsh. Nays. None; Absent: Commissioners Doss and SansOne.

CORRESPONDENCE -None.

PUBLIC COMMENT: -None.

DIRECTOR'S REPORT: -Director Piekarz briefed the Board on an incident that occurred between two staff members and a DayCamp parent who entered the Park the wrong way on Sansone Drive. In investigating the gentleman's e-mail complaint he found that an off duty police officer happened to be present and found there is not disciplinary action warranted against the staff members and he intends to meet with the patron to discuss the complaint. Commissioner McDermott expressed her concern over the abuse of our staff members and wondered if action should be taken in that regard. -Larry told the Board that the State Board of Education has suspended funding of the free lunch program for DayCamp. He has notified parents that the program will continue, however it will now be at our expense.

UNFINISHED BUSINESS: -Director Piekarz reported that the Chef Astanas has been very cooperative in increasing the frequency of patrols through the Park and in the enforcement of our ordinances. He told the Board of an arrest of a man sleeping in one of our portable toilets.

PUBLIC COMMENT: -Mr. Thompson expressed his support for staff with regard to the incident discussed in Director Piekarz report and said that, in his experience, he has always seen them act professionally.

CLOSED SESSION: -Motion was made at 6:17 pm by Commissioner Entler, seconded by Commissioner McDermott, to enter into Closed Session under Section 2(c)(11) of the Open Meetings Act for the purpose of discussion pending or probably and imminent litigation against, affecting or on behalf of the District. Roll Call: Ayes: Commissioners Entler, McDermott, and Walsh. Nays: None. Absent: Commissioners Doss and Sansone.

-The Board reconvened in Open Session at 6:49 pm.

NEW BUSINESS:

-No action was taken on matters discussed in Closed Session. -Tory Earl, our marketing intern, presented potential "SnapChat" pool and tournament designs for the Board's comments and suggestions.

ADJOURNMENT: -Motion to adjourn was made by Commissioner Entler, seconded by Commissioner McDermott, at 6:59 p.m. Ayes: 3; Nays: 0; Absent:2.
