Village of Bellwood Village Board met Oct. 15

Here are the minutes provided by the board:

The Village of Bellwood conducted the Village Board Meeting on October 15, 2025, in the Village Boardroom at 3200 Washington Blvd. Bellwood IL 60104-1984. 

Call to Order 

The Village board meeting was called to order and chaired by Mayor Harvey on October 15, 2025, at 6:00pm. 

Pledge of Allegiance 

Roll Call 

Roll call was initiated by Mayor Harvey and conducted by the Village Clerk Jacqueline Hargrett. The following were present for the roll call: Mayor Harvey, Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale. There is a Quorum. 

Also in attendance were the following department heads: Peter Tsiolis, Willie Norfleet, Chief Allen, Chief Harris, James Stock, Marty Walker, and Tonita Leshore. Also in attendance were Attorney Castaldo and Aric Swaney. 

Approval of Agenda 

The agenda for the October 15, 2025, Village board meeting was approved by a motion from Trustee Boston and seconded by Trustee Holman. 

Ayes: 6 Trustees Ciavattone, Boston, Holman, Robinson, Delgado, Nightengale 

Nays: 0 

Abstain: 0 

Absent: 0 

Motion carried. 

Approval of Minutes 

The approval of the minutes from the last Village board meeting was approved by a motion from Trustee Delgado, seconded by Trustee Ciavattone. 

Ayes: 6 Trustees Ciavattone, Boston, Holman, Robinson, Delgado, Nightengale 

Nays: 0 

Abstain: 0 

Absent: 0

Committee Reports 

Public Works - Trustee Ciavattone 

Report for the month of September 2025: 

Water main breaks - 2 

Sewer mains jetted - 20 

Streetlights heads replaced 11 

Streetlights repaired -8 

Traffic lights repaired -24 

Street signs replaced -8 Sidewalk inspections - 14 

Street and potholes resurfaced 10 

Tree Stumps removed- 31 Trees removed – 4 

Trees trimmed - 16 

Recommending the following items for approval on the Consent Agenda: 

Item A - Approves an engineering agreement for the Invest in Cook Program. 

Item D-Approves the purchase of trucks for the public works department. 

Always support our first responders, police, fire, medical personnel, active-duty military, veterans, homeland security, emergency management, and all volunteers who help with the Village of Bellwood events. 

Community Development - Trustee Boston 

October is Breast Cancer Awareness Month. Breast cancer death rate has decreased by 44 percent. 

Item B- Approves a contract with Comcast for the Bellwood Gateway Project. 

Item C- Approves a plat of easement for the properties located at 514 and 520 24th Ave. 

Quality of Life- Trustee Holman 

Bellwood Community Resource Center activity from September 1st to September 30th-108 patrons in attendance. Building Department- 113 permits were approved in the month of September and 114 permits were picked up by the end of the month.

Public Safety - Trustee Delgado No items on the Consent Agenda 

Finance -Trustee Nightengale 

I would like a motion to pay bills in the amount of $4,035,364.05 when funds become available.

Mayor's Report 

On October 4th Bellwood participated in the Tour of Proviso bike ride. It was hosted in Oak Park/River Forest/Forest Park. It was a wonderful event. 

Thanks to everyone that attended the Spartan Homecoming parade and a couple of their football games. It was a beautiful event. 

There was an event at the library for James J. Davis, the son of James Davis, a former zoning board member. He writes and directs movies. He is now writing children's books. His current book is The Adventures of Linden Avenue. He grew up in Bellwood on Linden. 

Saturday, we attended an Expungement event at PMSA hosted by Mariyana Spyropoulos. It was well attended. On October 18th we will be attending a Hispanic event at Roosevelt Middle school. It starts at 1:00pm. 

The Delta Sorority and the Bellwood Fire Department will have a fire safety event on Saturday morning at 10:00am. We have had several Neighborhood Watch meetings including one on Property after Death, Property Fraud, and Property Tax Appeal that was well attended. 

The Neighborhood Watch Meeting will be tomorrow with Westside Justice on Expungement and Estate Planning.

TW from the 600 block of Linden 

He spoke about his concern with the closing of the pharmacy in Hillside on Mannheim. He is requesting that the Village research and open a pharmacy, coffee bagel shop, fruit stand, and hot food buffet center in Bellwood.
