The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill amends various healthcare, mental health, and disability services statutes in Illinois. It revises the Mental Health and Developmental Disabilities Code by adding a definition for "physician assistant" and updates qualifications for examiners. It modifies procedures for reporting and adjudicating mental health and developmental disabilities, especially concerning firearm ownership eligibility, including expanding data sharing between law enforcement and mental health services. The bill mandates community-integrated living arrangements for individuals with developmental disabilities, holding agencies accountable through licensing and compliance inspections. It also consolidates funding for autism research by transferring remaining balances to the Autism Awareness Fund. Further, it introduces new reporting requirements for the Department of Human Services while emphasizing the right to privacy and informed consent for those receiving health and support services. The effective date is immediate upon becoming law.
The bill was sponsored by Sen. David Koehler (Democrat-46th District) and Sen. Mattie Hunter (Democrat-3rd District).
Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
