Cook County reopens solar subsidy program for income-qualified homeowners

Cook County has reopened applications for its Sun and Save program, which aims to provide renewable energy solutions to residents. Announced by Cook County Board President Toni Preckwinkle, the initiative is a collaboration between the county's Department of Environment and Sustainability (DES) and the Smart Energy Design Assistance Center (SEDAC), involving partners from the University of Illinois Urbana-Champaign and 360 Energy Group.

Since its launch in September 2023, nearly 30 residential solar photovoltaic systems have been installed at no cost for income-qualified homeowners across Cook County. The program seeks to install solar panels on a total of 120 homes, offering eligible residents access to renewable energy without financial barriers. "Reducing our carbon footprint as much as possible is a priority for Cook County," said President Preckwinkle. "By lowering the initial barrier to entry by removing solar installation fees, we’re making access to renewable energy more equitable, leading to long-term reduction of both bills and carbon emissions for more County residents."

Eligibility criteria include being a homeowner of single-family or small multi-family residences with four units or less within Cook County. The homeowner must occupy the residence, and household income should be between 80% and 120% of the Area Median Income.

The Sun and Save program will continue until August 31, 2026, or until funds are exhausted. It covers all costs related to solar PV system installations. Applications are processed on a first-come-first-served basis. Inquiries about pending applications can be directed to sunandsave@sedac.org.

Funding for this initiative comes from the American Rescue Plan Act (ARPA), with over $100 million allocated by Cook County towards promoting environmental sustainability and combating climate change.
