APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS
It was moved by Commissioner Maxham and seconded by Commissioner Melin-Rogovin that the minutes from the November 12, 2024, Regular meeting of the Council be approved.

The Police Department submitted its September - October, 2024, report.
APPROVAL OF BILLS:
R-105-24 RESOLUTION FOR PAYMENT OF BILLS IN THE AMOUNT OF $548,993.05
APPROVED
It was moved by Commissioner Maxham and seconded by Commissioner Nero that the Resolution for the payment of bills be adopted. The bills totaled $548,993.05.

O-38-24 ORDINANCE APPROVING PROPERTY DONATION AGREEMENT FOR 7410 W. MADISON
APPROVED
It was moved by Commissioner Voogd and seconded by Commissioner Melin-Rogovin that the Ordinance authorizing and approving execution of a certain Real Property Donation Agreement accepting the donation of the property commonly described as 7410 West Madison Street, Forest Park, Illinois be adopted.

O-39-24 ORDINANCE AUTHORIZING PURCHASE OF TWO POLICE VEHICLES

It was moved by Commissioner Voogd and seconded by Commissioner Melin-Rogovin that the Ordinance authorizing the approval of a Joint Purchasing Requisition for the purchase of two (2) 2025 Base Ford Explorer Police Vehicles with upfit for the Village of Forest Park Police Department be adopted.

It was moved by Commissioner Maxham and seconded by Commissioner Nero that the Resolution determining the estimated property taxes to be levied by the Village of Forest Park for the 2024 Tax Year be adopted.

R-107-24 RESOLUTION APPROVING ENGINEERING PROPOSAL FOR 2024 LEAD SERVICE REPLACEMENT PROJECT

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Voogd that the Resolution rescinding Resolution No. R-46-24 and authorizing approval of a Professional Engineering Services Proposal for construction engineering for the 2024 Lead Service Replacement Project – LSLR Stage 1 by and between Christopher B. Burke Engineering, Ltd. and the Village of Forest Park be adopted.

It was moved by Commissioner Nero and seconded by Commissioner Maxham that the Resolution authorizing the issuance of a Request for Qualified Professional Consultant Proposals to prepare a Comprehensive Plan Update for the Village of Forest Park be adopted with the amended deadline for submission of January 6, 2025.

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Voogd that the Resolution to approve and authorize the execution of a Professional Engineering Services Proposal for Phase II design for the Village of Forest Park Jackson Boulevard Watermain, Lead Line Replacement and Resurfacing project by and between Christopher B. Burke Engineering, Ltd. and the Village of Forest Park be adopted.

MAYOR HOSKINS’ TRAVEL AUTHORIZATION REQUEST

It was moved by Commissioner Maxham and seconded by Commissioner Melin-Rogovin to approve the travel authorization request allowing Mayor Hoskins to travel to the Strong Cities Network’s Global Summit in Cape Town, South Africa December 2-5, 2024.

ADMINISTRATOR’S REPORT:
Administrator Entler reminded residents that the Village Hall offices will close early on Wednesday, in observance of the Thanksgiving Holiday and will be closed on Thursday and Friday as well. For information on what’s going on in Forest Park, residents can visit the Community Calendar on the Library’s website. Administrator Entler wished all in attendance a Happy Thanksgiving.
COMMISSIONER’S REPORTS:
Commissioner Maxham expressed her gratitude to Finance Director, Tish Olmsted, for her hard work and long hours spent working on the annual audit and the levy. The commissioner reported that she attended the ribbon cutting at Di’Vino and congratulated the Park District on their 90th anniversary celebration. Last, the commissioner wished all a Happy Thanksgiving.
Commissioner Nero reported that Di’Vino is now open at 1547 Harlem Avenue and that Fiore is planning to re-open by the end of this year. Commissioner Nero wished all a Happy Thanksgiving.
Commissioner Melin-Rogovin congratulated the Park District on their 90th anniversary and reported that she visited the Forest Park Middle School to speak to Social Studies students about how they can make a difference in Forest Park. The commissioner reminded residents that on December 4th there will be a gathering of Operation Rising Spirits, and the opportunity to write holiday cards to veterans. This event is free and open to the public. The commissioner also wished all a Happy Thanksgiving.
Commissioner Voogd stated that she is thankful for all of the residents, elected officials and staff, who do a lot here for everyone in the community. The commissioner commented on the wonderful staff and how they all work so hard. The commissioner also wished all a Happy Thanksgiving.
Mayor Hoskins reported that last week he met with a large group of mayors in Barrington Hills, where they discussed Cyber Threats to small units of government. There was a very experienced panel who provided eye-opening information to the mayors. Mayor Richardson is proposing forming a Cyber Alliance so municipalities can share best practices with one another.

There being no further business to be addressed, Commissioner Nero moved, and Commissioner Maxham seconded to adjourn. The motion carried unanimously.
