12.Explanation of Omnibus Voting Procedure

The Illinois State Statutes allow a municipality to collectively vote on a group of ordinances, resolutions, and other motions, such as awards of contract, appointments, etc. This is known as an omnibus vote. All the items contained on the omnibus vote list have been previously discussed by the President and Board of Trustees on at least one occasion, and often on several occasions. By placing them on the omnibus vote list, a single vote may be taken to approve them. A Trustee may remove any item from the list and have it discussed and voted on separately, prior to the omnibus vote. Is there any such request?

b. Resolution No. 24-2851

A resolution authorizing and approving the execution of a third addendum to the 2020 agreement to provide paramedic personnel between the Village of Western Springs and Paramedic Services of Illinois, Inc. for calendar year 2025, with renewal options for years 2026 and 2027 and a year 2028 renewal option with a wage re-opener provision.

c. Resolution No. 24-2852

A resolution approving and authorizing the execution of an independent contractor agreement between the Village of Western Springs and Spartz Sportz, LLC for the position of coordinator of the travel basketball program and other specific basketball programs for the Village of Western Springs recreation department (initial term: January 1, 2025 to June 30, 2025; with options to renew for one year terms for July 1, 2025 to June 30, 2026, July 1, 2026 to June 30, 2027, July 1, 2027 to June 30, 2028, July 1, 2028 to June 30, 2029, and July 1, 2029 to June 30, 2030).

d. Resolution No. 24-2853

A resolution appointing and authorizing the Village President, as Village representative, to execute loan documents issued by the Illinois Environmental Agency State Revolving Funding (“SRF”) for the construction of new public water supply facilities and the construction of certain improvements to existing public water supply facilities as part of IEPA loan project L17-3761.

e. Resolution No. 24-2854

A resolution determining the estimated real property tax levy for Year 2024 for the Village of Western Springs.

f. Ordinance No. 24-3221

An ordinance authorizing the Village of Western Springs, Cook County to borrow funds from the Public Water Supply Loan Program of the Illinois Environmental Protection Agency for the completion of the replacement of forty-two (42) residential lead service lines within the Village of Western Springs (IEPA loan number l17-3761).

g. Ordinance No. 24-3222

An ordinance authorizing the approval and execution of a plat of public sidewalk easement for 5904 Juniper Court (Lot 95) in Unit 2 of the Timber Trails subdivision.

h. Motion to approve the Credentials Certificate designating Aleks Briedis, Director of Recreation as the Delegate to the Annual Business Meeting of the Illinois Association of Park Districts to be held on January 25, 2025.

i. Motion to approve the re-appointment Jeff Fus to the Board of Zoning Appeals for a three-year term to expire on November 11, 2027.

j. Motion to approve the re-appointment of Rene Cozzi to the Economic Development Committee for a three-year term to expire on November 11, 2027
