Village of Franklin Park Zoning Board of Appeals met Sept. 4

Here are the minutes provided by the minutes provided by the board:

1. The regularly scheduled meeting of the Zoning Board of Appeals was called to order at 7:00 p.m.

2. A quorum was present. Rhonda Santana, Jenny Corral, Kathy Mennella, Wayne Bernacki, Frank Grieashamer, Chairman Mark Cwik, Lisa Manzo (Secretary), Rudy Repa (Village Planner) and Ryan Morton (Village Attorney).

Absent: Bruce Boreson.

3. Member Grieashamer made a motion to accept the minutes of August 7, 2024.

The motion was seconded by Member Mennella and approved to place them on file as presented.

4. Old Business: None.

5. New Business: Staff presentation reviewing approval authorities and processes for Franklin Park Zoning Applications as outlined in Title 9, Chapter 14 of the Village Code.

Mr. Repa came forward and began a power point presentation for the members. When there isn’t anything being brought forward on the agenda, Mr. Repa will give an overview of the various zoning hearings that will befall the members.

Mr. Repa discussed Conditional Use hearings this evening. He went through the various steps and discussed the six (6) approval standards. He gave pertinent case study examples of different Conditional Uses throughout the years.

The Zoning Board of Appeals recommendation and the Village Board decision on a Conditional Use must consider the following six (6) standards as follows:

1. Detriment or endanger to public health, safety, or welfare

2. Impact on existing development in the neighborhood

3. Impact on future development in the neighborhood

4. Adequate utilities, access, drainage, and other facilities

5. Ingress, egress, circulation, and traffic safety

6. Meets all Village regulations, standards, and code

The members thanked Mr Repa for his thorough report.

6. Public Comment: None.

7. A motion was made by Member Grieashamer to adjourn the meeting of the Zoning Board of Appeals. It was seconded by Member Mennella. All in favor. Motion carried.

The meeting adjourned at 7:16 p.m.
