City of Northlake City Council met July 15

Here are the minutes provided by the council:

The meeting was called to order at 7:00 p.m. 

Mayor Sherwin called for the roll. 

ROLL CALL: 

PRESENT: ALDERMAN STRAUBE 

ALDERMAN FELDMANN

ALDERMAN JOHNSON 

ALDERMAN URBINA 

ALDERMAN GROCHOWSKI 

ALDERMAN PATTI 

ABSENT: ALDERMAN CONTRERAS

Mayor Sherwin presented the minutes of the city council meeting held on June 10, 2024. Alderman Patti made a motion to accept the minutes of the city council meeting held on June 10, 2024; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. 

MOTION TO ACCEPT THE MINUTES OF THE CITY COUNCIL MEETING HELD ON JUNE 10, 2024 CARRIED 

Mayor Sherwin presented the minutes of the Special Meeting held on June 17, 2024. Alderman Patti made a motion to accept the minutes of the Special Meeting held on June 17, 2024; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. 

MOTION TO ACCEPT THE MINUTES OF THE SPECIAL 

MEETING HELD ON JUNE 17, 2024 CARRIED 

Alderman Patti made a motion to reappoint Bobby Riesterer to the Zoning Board of Appeals, Planning and Economic Development Commission; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. 

MOTION TO REAPPOINT BOBBY RIESTERER TO THE ZONING BOARD OF APPEALS, PLANNING AND ECONOMIC DEVELOPMENT COMMISSION CARRIED 

Alderman Patti made a motion to accept the Warrants and Vouchers; seconded by Alderman Johnson. Mayor Sherwin called for the roll. 

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, GROCHOWSKI AND PATTI JOHNSON, URBINA, 

ABSENT: ALDERMEN CONTRERAS AND SOSA 

NAYS: NONE 

MOTION TO ACCEPT THE WARRANTS AND VOUCHERS CARRIED 

Mayor Sherwin noted that demo has started on the Norkol building where data center #5 will be built. 

Alderman Patti made a motion to approve Resolution R-03-2024; A Resolution Approving BLR 09110 (Resolution for Improvement Under the Illinois Highway Code) and BLR 09150 (Request for Expenditure/Authorization of Motor Fuel Tax Funds) for Improvements to Parkview Drive Bridge and Palmer Avenue Bridge Section Number 20-00098-00-BR; Cook County, Illinois; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

ABSENT: ALDERMEN CONTRERAS AND SOSA

NAYS: NONE 

MOTION TO APPROVE RESOLUTION R-03-2024; A RESOLUTION APPROVING BLR 09110 (RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE) AND BLR 09150 (REQUEST FOR EXPENDITURE/AUTHORIZATION OF MOTOR FUEL TAX FUNDS) FOR IMPROVEMENTS TO PARKVIEW DRIVE BRIDGE AND PALMER AVENUE BRIDGE SECTION NUMBER 20-00098-00-BR; COOK COUNTY, ILLINOIS CARRIED 

Mayor Sherwin opened a discussion regarding the Changing of Electronic Ticketing and Crash Reporting Vendors. Alderman Feldmann made a motion to Change Electronic Ticketing and Crash Reporting Vendors; seconded by Alderman Patti. Mayor Sherwin called for the roll.

ABSENT: ALDERMEN CONTRERAS AND SOSA 

NAYS: NONE 

MOTION TO CHANGE ELECTRONIC TICKETING AND CRASH REPORTING VENDORS CARRIED 

Alderman Patti made a motion to refer to the City of Northlake Zoning Board of Appeals and Plan Commission 101 S. Harold for Rezoning; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. 

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, JOHNSON, URBINA, GROCHOWSKI AND PATTI 

ABSENT: ALDERMEN CONTRERAS AND SOSA 

NAYS: NONE 

MOTION TO REFER TO THE CITY OF NORTHLAKE ZONING BOARD OF APPEALS AND PLANNING COMMISSION 101 S. HAROLD FOR REZONING CARRIED 

Alderman Feldmann made a motion to approve Resolution R-04-2024; A Resolution Authorizing the Submission of a Public Policy Question at the November 5, 2024 General Election Concerning Whether the Fine for the Possession or Discharge of Fireworks Should Be Increased From $50.00 to an amount not to exceed $1,500.00; seconded by Alderman Patti. Mayor Sherwin called for the roll. 

ROLL CALL: ALDERMEN STRAUBE, STRAUBE, FELDMANN, JOHNSON, URBINA, GROCHOWSKI AND PATTI 

ABSENT: ALDERMEN CONTRERAS AND SOSA 

NAYS: NONE

MOTION TO APPROVE RESOLUTION R-04-2024; A RESOLUTION AUTHORIZING THE SUBMISSION OF A PUBLIC POLICY QUESTION AT THE NOVEMBER 5, 2024 GENERAL ELECTION CONCERNING WHETHER THE FINE FOR THE POSSESSION OR DISCHARGE OF FIREWORKS SHOULD BE INCREASED FROM $50.00 TO AN AMOUNT NOT TO EXCEED $1,500.00 CARRIED 

A resident came forward with a complaint regarding fireworks; another resident came forward with comments regarding the police department and loose dogs, overnight parking, stop sign ticketing, and issues with church parking at Belle and Roy. 

The winning ticket for the griddle raffle was pulled. The winner is Estevan Rivera. 

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. 

MOTION TO ADJOURN CARRIED
