City of Northlake City Council met Nov. 6.

Here are the minutes provided by the council:

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: Alderman Straube

Alderman Feldmann

Alderman Sosa

Alderman Johnson

Alderman Urbina

Alderman Grochowski

Alderman Patti

PRESENT VIA CONFERENCE BRIDGE: Alderman Contreras

Mayor Sherwin presented the minutes of the city council meeting held on October 16, 2023. Alderman Patti made a motion to accept the minutes of the city council meeting held on October 16, 2023; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO ACCEPT THE MINUTES OF THE CITY COUNCIL MEETING HELD ON OCTOBER 16, 2023 CARRIED

Alderman Patti made a motion to appoint Andrea Niemi to the Community Events and Affairs Commission; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

NAYS: None

MOTION TO APPOINT ANDREA NIEMI TO THE COMMUNITY EVENTS AND AFFAIRS COMMISSION CARRIED

Alderman Patti made a motion to appoint Danielle Niemi to the Community Events and Affairs Commission; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

MOTION TO APPOINT DANIELLE NIEMI TO THE COMMUNITY EVENTS AND AFFAIRS COMMISSION CARRIED

Alderman Patti made a motion to appoint Santhie Neri to the Community Events and Affairs Commission; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPOINT SANTHIE NERI TO THE COMMUNITY EVENTS AND AFFAIRS COMMISSION CARRIED

Mayor Sherwin stated the City had been presented with a plaque for the first ever Treemendous Award from the WCMC Suburban Tree Consortium.

Alderman Patti made a motion to accept the Warrants and Vouchers; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO ACCEPT THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin reminded the Council that the Budget Workshop is on Wednesday at 6:00; BooFest was a success once again and 1200 hot dogs were served to the citizens of Northlake.

Alderman Grochowski made a motion to approve Ordinance O-19-2023; An Ordinance Establishing City of Northlake Special Service Area No. 2, Cook County, Illinois; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-19-2023; AN ORDINANCE ESTABLISHING CITY OF NORTHLAKE SPECIAL SERVICE AREA NO. 2, COOK COUNTY, ILLINOIS CARRIED

Alderman Patti made a motion to approve Ordinance O-20-2023; An Ordinance Providing for the Issue of $210,000 General Obligation Covenant Bonds (SSA No.2) Series 2023, of the City of Northlake, Cook County, Illinois; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-20-2023; AN ORDINANCE PROVIDING FOR THE ISSUE OF $210,000 GENERAL OBLIGATION COVENANT BONDS (SSA NO.2) SERIES 2023, OF THE CITY OF NORTHLAKE, COOK COUNTY, ILLINOIS CARRIED

Alderman Grochowski made a motion to approve Ordinance O-21-2023; An Ordinance Proposing the Establishment of Special Service Area No. 4 by the City of Northlake for the Condominium Building Located at 26 King Arthur Court, and Providing for the Public Hearing and Other Procedures in Connection Therewith; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-21-2023; AN ORDINANCE PROPOSING THE ESTABLISHMENT OF SPECIAL SERVICE AREA NO. 4 BY THE CITY OF NORTHLAKE FOR THE CONDOMINIUM BUILDING LOCATED AT 26 KING ARTHUR COURT, AND PROVIDING FOR THE PUBLIC HEARING AND OTHER PROCEDURES IN CONNECTION THEREWITH CARRIED

Alderman Patti made a motion to approve Resolution R-24-2023; A Resolution Approving a Change in the Terms Agreement Between the City of Northlake and First American Bank; seconded by Alderman Urbina. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-24-2023; A RESOLUTION APPROVING A CHANGE IN THE TERMS AGREEMENT BETWEEN THE CITY OF NORTHLAKE AND FIRST AMERICAN BANK CARRIED

Alderman Patti made a motion to add Ordinance O-22-2023 to the agenda; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO ADD ORDINANCE O-22-2023 TO THE AGENDA CARRIED

Alderman Patti made a motion to approve Ordinance O-22-2023; An Ordinance Amending Section 5-13-3 of the Northlake City Code Regarding Damage and Trespass to Property; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-22-2023; AN ORDINANCE AMENDING SECTION 5-13-3 OF THE NORTHLAKE CITY CODE REGARDING DAMAGE AND TRESPASS TO PROPERTY CARRIED

Fritz Kaegi, Cook County Assessor, gave a presentation in which he attempted to explain the recent raise in real estate taxes in this area. Questions were asked and answered.

There being no further business, Alderman Patti made a motion to adjourn; seconded by Alderman Straube. Mayor Sherwin called for a voice vote. All were in favor.
