Village of Bellwood Board of Trustees met Sept. 20

VILLAGE OF BELLWOOD 

BOARD MEETING MINUTES 

September 20, 2023 - 6:00 p.m.

2nd Floor - Board Room 

Call to Order 

The Board meeting of the Board of Trustees of the Village of Bellwood was called to order by Mayor Harvey at 6:00 p.m. on Wednesday, September 20, 2023.

Roll Call 

Present: Mayor Andre Harvey, Village Clerk Janel Moreland, Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale.

Pledge of Allegiance

The Village Board and others in attendance recited the Pledge of Allegiance led by Mayor Harvey.

Approval of Agenda

Mayor Harvey requested a motion to approve the September 20, 2023, board meeting agenda. Trustee Boston moved, seconded by Trustee Robinson to approve the board meeting agenda. Upon a voice vote, the motion was carried unanimously to approve the September 20, 2023, Board Meeting Agenda.

Approval of Minutes:

Mayor Harvey requested a motion to approve the minutes of the last Board meeting (August 16, 2023). Trustee Holman moved, seconded by Trustee Delgado, to dispense with the reading of the minutes of the last Board meeting and approve the minutes as presented. Upon a voice vote, the motion was carried unanimously.

Committee Reports

A. Public Works Department 

Trustee Ciavattone reported the following:

I have several items to report for the month of August 2023.

• Water main breaks - 6, Hydrant repair - 1, Sewer mains jetted – 2, Street lights repaired 9, Street signs replaced 72, Sidewalk inspections - 22, potholes filled throughout the village - 3. Tree maintenance- trees removed-12, trees trimmed - 5.

• September 25-29 is clean up week. Put anything you are discarding out on your garbage pick-up day by 7am.

We are recommending the following items on the consent agenda:

• Item A, F, J - Approves the emergency repairs to the village lift station, sewer, and storm water system.

• Items C - Approves the 2023 Pavement Patching Project.

• Item L - Approves the agreement for engineering services to develop a comprehensive water service line inventory as required by the lead service line replacement and notification app.

Always remember our first responders, medical personnel, military personnel, active duty, veterans, and volunteers. Gave the meaning of Memorial Day,

B. Community Development 

Trustee Boston reported the following:

I have nothing to report from the Community Development Committee.

We are recommending the following items from the Consent Agenda:

• Item I - Approves the acquisition of real estate currently referred to as 2501-2503 & 2513-2517 St. Charles Road.

I would also like to say Happy Birthday to Trustee Robinson 

C. Quality of Life 

Trustee Holman reported the following:

• The committee of Quality of Life, Bellwood Community Resource Center monthly activity from August 1 – August 31, 2023, had 111 patrons.

• The Building Department approved 154 permits in the month of August.

We are recommending the following items from the Consent Agenda:

• Item G - Amends village code to allow for food trucks.

• Item K - Approves an intergovernmental agreement for cook county department of health for health inspections.

D. Administration 

Trustee Robinson reported the following: 

We have nothing to report from the scholarship board.

We do have three items on the Consent Agenda:

• Item B - Approval of intergovernmental agreement.

• Item D - Approves the disposal of village vehicle.

• Item H - Approves a settlement agreement of pending litigation.

F. Public Safety 

Trustee Delgado reported the following:

We are recommending the following items from the Consent Agenda: 

• Item E - Approves the purchase of a village vehicle.

• Item M - Proclaims October 18th as Unity Day and encourages everyone to wear orange on in support, recognition of its message of kindness, acceptance, difference, and inclusion.

D. Finance Committee 

Trustee Nightengale reported the following:

• I would like a motion to pay bills in the amount of $2,972,530.74 when funds become available. 

We have no items appearing on the consent agenda.

Trustee Ciavattone moved, seconded by Trustee Holman, to pay the bills when funds become available. The results of the roll call vote are as follows: 

Ayes: 6 Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale

C. A Resolution Approving and Authorizing the Execution of a Contract by and between the Village of Bellwood and Schroeder Asphalt Services, Inc. the Lowest Responsible Bidder.

L. A Resolution Approving and Authorizing the Execution of an Agreement by and between the Village of Bellwood and RJN Group, Inc. Proclamation of 

M. Proclaiming October 18, 2023, Unity Day.

Mayor Harvey requested a motion to place the items on the Consent Agenda as presented. Trustee Delgado moved, seconded by Trustee Nightengale.

The results of the roll call vote are as follows: 

Ayes: 6 Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale 

Nays:

Abstain:

Absent: 0 

Mayor Harvey requested a motion to approve the Consent Agenda as presented. Trustee Holman, seconded by Trustee Ciavattone.

Village Clerk's Report 

The Village Clerk no longer gives a report, and it has been removed from the Board Meeting Agenda at the request of Mayor Harvey.

Mayor's Report 

Mayor Harvey reported the following:

i. Community Engagement meeting will be held Wednesday, September 27th at Bellwood village hall in the community room. This meeting will be about Bellwood sustainability team and bringing sustainability to the Village of Bellwood. This is on the road to 2050 focusing on climate, protection, resilience, and equality. We ask any residents that are interested in our future to come to the meeting on September 27th at 6:30pm down the hall in our community room. You can also go to the sustainability article and meet Bellwood Sustainability's Team. There is a YouTube video that explains everything about sustainability in our communities. We need to know where we're going in our future to move our villages forward.

ii. Again, kudos to parttime employee Tyreese Alexander who has autism and received an award at the autism awareness event.

iii. The Taste of Bellwood was the second weekend in August and was another wonderful event. I would like to thank everyone that helped make the taste of Bellwood a success. 

iv. I went to the Taste of Melrose Park on September 1-3. Also, visited Maywood Fest which is September 8-10 and the Hispanic Fest which is September 8-10.

v. We had the pleasure of going to Proviso township schools, Proviso West, to welcome school children back to school.

vi. We have our first female firefighter in the Village of Bellwood. She started about four weeks ago and is doing a wonderful job so far.

vii. We are paving the streets right. Thanks to Ms. LeShore or Peter for helping us get grant money to assist with that program. 

viii. Thursday is Neighborhood Watch Meeting. We will have new hires from the police and fire department. We will talk about hiring of new staff.

Public Comment:

Mayor Harvey requested a motion to open the floor for Public Comment.

Trustee Delgado made a motion and Trustee Boston seconded to open the floor for public comment. All Trustees were in favor of opening the floor. Upon a voice vote, the motion was carried unanimously. Mayor Harvey declared the floor for public comment open.

Amy Crump Bellwood Director gave the library report -

A copy of the report is provided within your minutes.

Shawnda Spear - Can you all consider Unity Day in October, which is bullying month. October 18th is wear orange day for anti-bullying. Mrs. Spear left ribbons with the village clerk to distribute to some departments.

Mayor Harvey requested a motion to close the floor for Public Comment.

Trustee Delgado made a motion and Trustee Holman seconded to open the floor for public comment. All Trustees were in favor of opening the floor. Upon a voice vote, the motion was carried unanimously. Mayor Harvey declared the floor for public comment open.

Adjournment: 

Mayor Harvey requested a motion to adjourn the Board meeting. Trustee Boston moved, seconded by Trustee Ciavattone, to adjourn the meeting. Upon a voice vote, the motion was carried unanimously. Mayor Harvey declared the meeting adjourned, with no further business to come before this Board, this meeting stands adjourned at 6:15p.m.
