Village of Bellwood Village Board met July 19.

Call to Order

The Board meeting of the Board of Trustees of the Village of Bellwood was called to order by Mayor Harvey at 6:00 p.m. on Wednesday, July 19, 2023.

Roll Call

Present: Mayor Andre Harvey, Village Clerk Janel Moreland, Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale.

Pledge of Allegiance

The Village Board and others in attendance recited the Pledge of Allegiance led by Mayor Harvey.

Approval of Agenda

Mayor Harvey requested a motion to approve the July 19, 2023, board meeting agenda. Trustee Nightengale moved, seconded by Trustee Delgado to approve the board meeting agenda. Upon a voice vote, the motion was carried unanimously to approve the July 19, 2023, Board Meeting Agenda.

Approval of Minutes:

Mayor Harvey requested a motion to approve the minutes of the last Special Board meeting (June 28, 2023). Trustee Boston moved, seconded by Trustee Ciavattone to dispense with the reading of the minutes of the last Board meeting and approve the minutes as presented. Upon a voice vote, the motion was carried unanimously.

Committee Reports

A. Public Works Department

Trustee Ciavattone reported the following:

Public works continues to perform their daily requirements for the month of June 2023. Water main breaks -2, Sewer mains jetted -5. The water meter replacement program is eighty percent completed. Billing reading will be on the 19th of every month. Street light pole replaced-1, street light head replaced-1, streetlights repaired -5, traffic light repaired-2, street signs replaced-20, sidewalk inspections-26, potholes filled throughout the village-98. Tree maintenance- trees removed-9.

We are recommending the following items for approval on the consent agenda:

∙ Item A – Approves the lowest responsible bidder for the 24th Avenue Street improvement program.

∙ Item J – Approves an amendment for the assessment and rehabilitation of the sewer system.

Always remember our first responders, medical personnel, military personnel, active duty, veterans, and volunteers. Gave the meaning of Memorial Day.

B. Community Development

Trustee Boston reported the following:

No new information to report from the Community Development Committee. We are recommending the following items from the consent agenda:

∙ Items C, H, I – Approves the purchase of properties at 346 23rd Avenue, 2728 St. Charles Road, and 2714-2716- St. Charles Road.

∙ Item G - Approves the contract for the relocating of the sign on 25th Avenue and Harrison.

C. Quality of Life

Trustee Holman reported the following:

The committee of Quality of Life, Bellwood Community Resource Center monthly activity from June 1 – June 30, 2023, had one hundred and seven patrons.

The Building Department reviewed four hundred and fourteen applications in June and issued sixteen permits.

We are recommending the following items on the consent agenda:

∙ Item E – Approves an agreement with CMAP for the pedestrian and bicycle path.

D. Administration

Trustee Robinson reported the following:

We are recommending the following items from the consent agenda.

∙ Item D – Approves the agreement for the update of the village’s computer software.

∙ Item F – Approves the short-term lease not to exceed two years for 1008 Bellwood Ave.

F. Public Safety

Trustee Delgado reported the following:

We are recommending the following item from the consent agenda.

∙ Item B – Approves the Illinois Municipal League to collect the 2% foreign fire insurance fee.

D. Finance Committee

Trustee Nightengale reported the following:

∙ I would like a motion to pay bills in the amount of $2,646,526.10 when funds become available.

We have no items appearing on the consent agenda.

Trustee Ciavattone moved, seconded by Trustee Delgado, to pay the bills when funds become available. The results of the roll call vote are as follows:

Ayes: 6 Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale

Nays: 0

Abstain: 0

Absent: 0

Ad Hoc Committees: Nothing to report.

Resolution 23-33

A. A Resolution Approving and Authorizing the Execution of a Contract by and between the Village of Bellwood and Chicagoland Paving Contractors, Inc. the Lowest Responsible Bidder.

B. A Resolution Authorizing the Illinois Municipal League to Collect the 2% Foreign Fire Insurance License Fee for the Foreign Fire Insurance Board of the Village of Bellwood Fire Department.

I. An Ordinance Approving and Authorizing the Purchase of Real Estate and the Execution of a Purchase and Sale Agreement for the Property Commonly Referred to as 2714-2716 St. Charles Road, Bellwood, Illinois 60104.

Resolution 23-38

J. A Resolution Approving and Authorizing the Execution of an Intergovernmental Agreement by and between the Village of Bellwood and the Metropolitan Water Reclamation District of Greater Chicago.

Mayor Harvey requested a motion to place the items on the Consent Agenda as presented. Trustee Delgado moved, seconded by Trustee Boston.

The results of the roll call vote are as follows:

Ayes: 6 Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale

Nays: 0

Abstain: 0

Absent: 0

Mayor Harvey requested a motion to approve the Consent Agenda as presented. Trustee Holman, seconded by Trustee Ciavattone.

The results of the roll call vote are as follows:

Village Clerk’s Report

The Village Clerk report was removed from the Board Meeting Agenda at the request of Mayor Harvey.

Mayor’s Report

Mayor Harvey reported the following:

i. Thank you to everyone that participated in the re-grand opening of Aldis. They put over $1million into the renovations. I received plenty of phone calls asking when it was going to open back up so they can get back in there and shop.

ii. Taste of Bellwood August 11-13. Please let people know it’s going on. We are becoming more well known. Tara Stamps told me that Alderman Emma Mitts who has a gospel fest every year. She asked Tara if she knew anyone with the Taste of Bellwood? She wants to bring the seniors from her ward to the taste of Bellwood gospel hours. She will be bringing busloads of seniors.

iii. July 29th Speaker Welch will be having his back-to-school event at Proviso West from 10am-2pm.

iv. August 19th District 88 will be having their back-to-school bash at the park district.

v. Village of Bellwood will be having free immunizations on July 27th in the parking lot for school age children. Ronald McDonald Mobile Unit.

vi. Tomorrow, Neighborhood Watch Meeting at 7pm. The topic is Cyber Security.

New Business:

Public Comment:

Mayor Harvey requested a motion to open the floor for Public Comment.

Trustee Ciavattone made a motion and Trustee Boston seconded to open the floor for public comment.

All Trustees were in favor of opening the floor. Upon a voice vote, the motion was carried unanimously. Mayor Harvey declared the floor for public comment open.

Connie Riales Library Board President reported in Director Amy Crump’s absence –

- Bellwood library has gained 247 library card holders as of June 30th, that’s a 5% increase in six months.

- On August 23rd, we’re having a dedication of the new veteran’s room and a book signing with Casandra Taylor book title “Why I serve”. She is a CEO of Topflight Defense and organization dedicated to women veterans. Time is 6-8pm with refreshments.

- July 30th from 1-4pm Best of Proviso Township and Dream Academy is having our second annual farmer’s market. Free games, food, bookbags and school supplies.

Resident Ms. Dunbar –

- Want to thank the public works, especially Mr. Walker for removing my tree and my neighbor’s tree. They were very precise and cleaned up. When is the removal of the stumps? Mayor Harvey said for Mr. Walker to meet with her after the meeting to answer her question. Dunbar – Would it be more cost effective to spray the trees as they did in the past? I see a lot of trees being cut down. Mayor Harvey – That’s something else that she can talk with Mr. Walker about.

Mayor Harvey asked for a motion to close the floor for Public Comment. Trustee Delgado made a motion and Trustee Holman seconded to close the floor for public comment.

All Trustees were in favor of closing the floor. Upon a voice vote, the motion was carried unanimously. Mayor Harvey declared the floor for public comment closed.

Adjournment:

Mayor Harvey requested a motion to adjourn the Board meeting. Trustee Ciavattone moved, seconded by Trustee Boston, to adjourn the meeting. Upon a voice vote, the motion was carried unanimously. Mayor Harvey declared the meeting adjourned, with no further business to come before this Board, this meeting stands adjourned at 6:18p.m.
