City of Northlake City Council met April 3

Here are the minutes provided by the council:

The meeting was called to order at 7:00 p.m.

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: Alderman Straube

Alderman Feldman

Alderman Johnson

Alderman Urbina

Alderman Grochowski

Alderman Patti

PRESENT VIA CONFERENCE BRIDGE: Alderman Contreras

ABSENT: Alderman Garcia

OTHERS PRESENT: Ken Beres, Chief Of Police

Tony Faciano, Superintendent Public Works

Mark Sterk, City Attorney

Carol Lampard, Finance Director

Mayor Sherwin presented the minutes of the city council meeting held on March 20, 2023. Alderman Patti made a motion to accept the minutes of the city council meeting held on March 20, 2023; seconded by Alderman Urbina. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO ACCEPT THE MINUTES OF THE CITY COUNCIL MEETING HELD ON MARCH 20, 2023 CARRIED

Alderman Patti made a motion to reappoint Carol Lampard to the Police Pension Board; seconded by Alderman Straube. Mayor Sherwin called for the roll.

ROLL CALL: Aldermen Straube, Feldmann, Contreras, Johnson, Urbina, Grochowski And Patti

Absent: Alderman Garcia

Nays: None

MOTION TO REAPPOINT CAROL LAMPARD TO THE POLICE

PENSION BOARD CARRIED

Alderman Feldmann made a motion to reappoint Tim Rail to the Community Events and Affairs Commission; seconded by Alderman Patti. Mayor Sherwin called for the roll.

ROLL CALL: Aldermen Straube, Feldmann, Contreras, Johnson, Urbina, Grochowski And Patti

Absent: Alderman Garcia

Nays: None

MOTION TO REAPPOINT TIM RAIL TO THE COMMUNITY EVENTS AND AFFAIRS COMMISSION CARRIED

Alderman Patti made a motion to accept the Warrants and Vouchers; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

ROLL CALL: Aldermen Straube, Feldmann, Contreras, Johnson, Urbina, Grochowski And Patti

Absent: Alderman Garcia

MOTION TO ACCEPT THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin wished everyone a Happy Easter; Alderman Feldmann expressed thanks to Tony Faciano for Public Works’ repairs to the dog park and to Ken Beres for sending patrols to occasionally check on dog park licenses; Mayor Sherwin noted the water main project has begun within the city.

Alderman Straube made a motion to approve Resolution R-09-2023; A Resolution Approving an Intergovernmental Agreement with the Northlake Public Library District and Addison Creek River Conservancy District Regarding Construction of Library Parking Lot; seconded by Alderman Patti. Mayor Sherwin called for the roll.

Absent: Alderman Garcia

MOTION TO APPROVE RESOLUTION R-09-2023; A RESOLUTION APPROVING AN INTERGOVERMENTAL AGREEMENT WITH THE NORTHLAKE PUBLIC LIBRARY DISTRICT AND ADDISON CREEK RIVER CONSERVANCY DISTRICT REGARDING CONSTRUCTION OF LIBRARY PARKING LOT CARRIED

Alderman Feldmann made a motion to approve the Engineer’s Recommendation to Award the Bid to Earthwerks Land Improvement & Development Corp. in the amount of $878,065.00 for Addison Creek Streambank Restoration Project at Creekside Village; seconded by Alderman Patti. Mayor Sherwin called for the roll.

ROLL CALL: Aldermen Straube, Feldmann, Contreras, Johnson, Urbina, Grochowski And Patti

Absent: Alderman Garcia

Nays: None

MOTION TO APPROVE THE ENGINEER’S RECOMMENDATION TO AWARD THE BID TO EARTHWERKS LAND IMPROVEMENT & DEVELOPMENT CORP. IN THE AMOUNT OF $878,065.00 FOR ADDISON CREEK STREAMBANK RESTORATION PROJECT AT CREEKSIDE VILLAGE CARRIED

Alderman Straube made a motion to go into Executive Session; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO GO INTO EXECUTIVE SESSION CARRIED

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO ADJOURN CARRIED
