Village of Schiller Park Committee of the Whole President and Board of Trustees met May 7.

Here is the minutes provided by the board:

CALL TO ORDER: President Nick Caiafa called the meeting to order at 6:14 P.M.

ROLL CALL: Upon a call of the roll by Village Clerk Jos, the following Elected Officials were: Present: President Nick Caiafa, Trustees: Moses Diaz, Russell Klug, Joan Golembiewski (present by phone), Tom Deegan, Robert Lima (present by phone), Terri Sheridan, and Village Clerk Rosa Jos

Absent: None

Clerk Jos declared a quorum present. 

Also present: Corporate Counsel Joe Montana, Interim Village Manager Dave Strahl, Tony Anczer (present by phone), John Bealer (present by phone), Brian Bursiek, and Janet Matthys (present by phone)

III. APPROVAL OF MINUTES:

1. Trustee Klug moved, seconded by Trustee Sheridan that the MINUTES of the Committee of the Whole Meeting of April 16, 2020 be approved. Upon roll call the following voted: 

Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima, and Sheridan 

Absent: None Nay: None

President Caiafa declared the motion carried.

IV. PERSONS WISHING TO BE HEARD: No one to be heard. No written comment was received. BUSINESS: There was discussion on the following topics: 

1. Streetlight Power Bid Scheduled for June 4, 2020 - The upcoming streetlight power bid is so that the Village can get competitive pricing. 

2. Abating a Certain Tax Levy for the Tax Year 2019 - Finance staff explained the discrepancy between the Village records and the Cook County Clerk's records regarding the tax year 2019 - SSA7. Staff is in the process of resolving the issue. 

3. Development Updates:

Mayor Caiafa lead discussion on the following topics:

i. Status of the Mannheim and Irving Park Rd property. 

ii. He noted the Village is meeting with the tollway regarding the Oasis property.

iii. Quick status update about Wally Park. 

4. Financial Matters:

i. An Alliant Insurance representative presented a proposal regarding the Village of Schiller Park employees' benefits program for the 2020 Blue Cross and Blue Shield renewal. 

ii. A Gallagher Insurance consultant introduced the Intergovernmental Personnel Benefit Cooperative. His presentation included IPBC rates for Village of Schiller Park, value added programs at no additional costs, and an IPBC member's list. 

iii. Discussion regarding the pros and cons of both Insurance Companies and which Insurance plan is currently more suitable for the Village. Consensus is to renew employee benefits program from Alliant Insurance Company. 

5. Status of Infrastructure Improvement Projects - Mayor Caiafa gave the financial status for the infrastructure improvement projects. He talked about continuing the Irving Park viaduct repairs, the resurfacing of the alleys, the water tower restoration project, and that the Clock tower project and the Lawrence Ave. viaduct work will be starting soon. 

6. Matters Identified on the May 7, 2020 Board Meeting Agenda:

i. Trustee Deegan initiated a discussion regarding item B3. from this evening's agenda regarding the quote submitted by Sauber Manufacturing Co., Public Works Director gave the specifics for item B3. 

ii. Trustee Golembiewski initiated a discussion regarding item F1. from this evening's agenda: Quasthoff's flowers proposal, and DARE Graduation supply charges that are itemized on the Bills List.

VI. EXECUTIVE SESSION:

There was no Executive Session. 

VII. ADJOURNMENT:

With no further business to conduct, it was moved by Trustee Diaz, seconded by Trustee Deegan, that the Committee of the Whole Meeting be adjourned. Upon roll call the following voted: 

Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima, and Sheridan 

Absent: None 

Nay: None 

President Caiafa declared the motion carried and this Committee of the Whole Meeting was adjourned at 7:49 P.M.
