Approval of Minutes:
The meeting minutes from 02/01/2020 were approved by Chair-Trustee Nicole Chen and seconded by Trustee Tyrell

Capital Summary Report:
Casey Biernacki presented Capital Project updates to the Committee.
East Train Platform Construction:
Construction on the East Train Platform is complete. The Village is waiting on the state to process the invoices to close the project. The contractor for the project must wait until April in order to replace several trees and shrubs around the platform.
Wolf Road Bike Path:
Phase 1 of engineering for the project has been completed. The Village has received approval from the State to submit a Project Development Report (PDR). The PDR has been submitted and the Village is awaiting review from the State in order to proceed with phase 2 of the project. The Village will coordinate with the Cook County Forest Preserve in order to determine which trees will be removed in order to clear space for the bike path. The proposed budget for the project is 508,098 dollars.
BNSF West Underpass:
The BNSF Underpass Agreement has been received and was hand delivered to the Illinois Department of Transportation (IDOT) on March 2nd, 2020. All Phase 2 elements have been completed with help from the Toll Authority. BNSF has given a four-hundred-day construction window. The Village is targeting a July start date for construction. Federal Funding for the project has been secured along with a Metra grant, Illinois Commerce Commission (ICC) grant and other various grants. The estimate for construction costs is 2.9 million dollars.
Arbor Day Proclamation:
The Village of Western Springs Arbor Day Celebration will be held on April 24th at McClure Junior High School in compliance with Tree City USA guidelines. As part of the celebration, a tree will be planted in the parkway at McClure Junior High School. The Village Proclamation of Arbor Day will be presented to the board for approval during the April cycle. Liam Sullivan, the intern for the Municipal Services Department, will give a brief introduction to an audience of students and the public before Chairwoman Nicole Chen delivers the Village Proclamation of Arbor Day.
Other:
Alex Briedis, the Director of Recreation presented an update. Electrical work, drywall installation, and ceiling tile installation is completed in the SEASPAR room. Painting of the room is in progress. The Recreation brochure will be sent out via mail by the third week of March. Registration for summer programs begins the second week of April. COVID-19 Communications and updates are underway. Prorations are available for events and cancellation fees will not be charged for summer programs.
