City of Northlake City Council met Jan. 13.

Here is the minutes provided by the council:

The regular meeting was called to order at 7:00 p.m. Mayor Sherwin asked everyone to stand for the pledge of allegiance.

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, GARCIA, JOHNSON, GONZALEZ, GROCHOWSKI AND PATTI

Mayor Sherwin presented the minutes of the regular meeting held on December 16, 2019. Alderman Patti made a motion to accept the minutes of the regular meeting held on December 16, 2019; seconded by Alderman Feldmann. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE DECEMBER 16, 2019 CITY COUNCIL MEETING CARRIED

Alderman Patti made a motion to reappoint Veronica Budzon to the Youth Commission; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO REAPPOINT VERONICA BUDZON TO THE YOUTH COMMISSION CARRIED

Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO PAY THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin reminded everyone the WCMC Legislative Breakfast is on February 8th. He also noted that former Governor Quinn is currently pushing for a voter initiative process for ordinances. Mayor Sherwin stated a memo went out to all city employees reiterating the city’s zero tolerance policy regarding drugs, as there is currently no reliable definitive test for impairment levels with marijuana, even though it is now legal.

Alderman Patti made a motion to approve the Revised 2020 Infrastructure Program; seconded by Alderman Contreras. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE REVISED 2020 INFRASTRUCTURE PROGRAM CARRIED

Alderman Patti made a motion to approve Ordinance O-01-2020; An Ordinance Regulating the Possession of Cannabis and Amending Section 5-6-3-1 of the Northlake City Code; seconded by Alderman Feldmann. This would align our regulations with those of the state of Illinois. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-01-2020; AN ORDINANCE REGULATING THE POSSESSION OF CANNABIS AND AMENDING SECTION 5-6-3-1 OF THE NORTHLAKE CITY CODE CARRIED

Alderman Patti made a motion to approve the sale of the 1998 Bobcat to Francisco & Sons Landscaping in the amount of $9,500.00; seconded by Alderman Johnson. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE SALE OF THE 1998 BOBCAT TO FRANCISCO & SONS LANDSCAPING CARRIED

Alderman Grochowski made a motion to approve Collective Bargaining Agreement with SEIU #73; seconded by Alderman Patti. This agreement is for the Public Works Department and would be retroactive to January 1. Mayor Sherwin called for the roll.

MOTION TO APPROVE COLLECTIVE BARGAINING AGREEMENT WITH SEIU #73 CARRIED

Alderman Straube made a motion to approve a Raffle Ticket License for the Daughters of Devine Love Development Ministry; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE A RAFFLE TICKET LICENSE FOR THE DAUGHTERS OF DEVINE LOVE DEVELOPMENT MINISTRY CARRIED

Alderman Straube made a motion to approve Resolution R-01-2020; A Resolution Authorizing the Sale of Real Estate commonly Known as 564 Sandra Avenue in the City of Northlake, Cook County, Illinois; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-01-2020; A RESOLUTION AUTHORIZING THE SALE OF REAL ESTATE COMMONLY KNOWN AS 564 SANDRA AVENUE IN THE CITY OF NORTHLAKE, COOK COUNTY, ILLINOIS CARRIED

Roger Romanelli, a resident of Hillside, stated to the Council he is spearheading a group of residents in School District 87 (which includes Northlake) who disapprove of the potential property tax increase to facilitate tearing down and rebuilding two schools located in Berkeley. He said a website had been created at district87taxpayers.com regarding the issue.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
