The meeting was called to order at 7:30 p.m. by Mayor Joseph T. Tamburino. The following members responded as present at roll call:

Village Clerk:
Clerk Gould reported Village Offices will be closed Thursday, November 28, Friday, November 29 and Saturday, November 30, 2019, in observance of Thanksgiving.
Clerk Gould also reported the December Board of a Whole Meeting will be December 9, and the Regular Board Meeting will be December 16, 2019.
Clerk Gould administered the Oath of Office to new EMA member, Allan Stohl.

Administrator Wajda reported the First Reading of Tax Levy Ordinance will be tonight.

Public Works and Building Services Director: (Joseph Pisano)
Director Pisano reported roof at 4843 Butterfield is near completion. He also reported the 2019 Road Project is complete. The punch list items will be completed in the spring.
Village Administrator:
Administrator Wajda reported Town Hall Meeting on recreational marijuana, on Wednesday, November 20th at 7:00 p.m. in Village Board Room.

Finance and Administration Committee: (Trustee Kramer)
Administrator Wajda gave First Reading of Tax Levy Ordinance 19-21.
Mayor Tamburino reported the following are to be on the agenda for action at the Regular Board Meeting of November 25, 2019.
A. Approval of Resolution 19-11 Authorizing Intervention in Property Tax Assessment Proceedings,
B. Approval for A.R.M. & Associates Inc., 1275 W. Roosevelt Road, Suite 111, West Chicago, IL 60185, to collect outstanding debt for Municipal violations.
C. Approval of membership dues for Illinois Municipal League (IML), for $925.00.
D. Approval of membership dues for Metropolitan Mayors Caucus for $367.07.
E. Approval of membership dues for National League of Cities for $1,172.00.
F. Approval of gross payroll for period October 26, through November 8, 2019, in the amount of $298,789.45.
G. Approval of bills for the month of November, 2019.
Mayor Tamburino talked about how our membership these in various groups helps us as a municipality.
Public Services Committee: (Trustee Walter)
Trustee Walter reported approval of payment for Pay Request #2 in the amount of $557,609.18 to Brothers Asphalt Paving Inc., 315 S. Stewart Avenue, Addison, IL 60101, for work performed on the 2019 Street Resurfacing Project will be on the agenda for action at the Regular Board Meeting of November 25, 2019.
Public Safety and Education Committee: (Trustee Watson)
Trustee Farries reported the following are to be on the agenda for action at the Regular Board Meeting of November 25, 2019.
A. Approval of Ordinance 19-19 Repeal of Donated Personal Property Ordinance 18-11.
B, Approval of Ordinance 19-20 Sale of Personal Property
Trustee Farries reported email received from Jerry Christopher, President of the True Patriots Care, who brought the 1,588 Flags to Queen of Heaven for the Vietnam Memorial Wall. He thanked the Hillside Fire and Police Departments for their help attaching and taking down the name tags that were displayed with each memorial flag representing a POW/MIA soldier.
Trustee Farries reported next Community Awareness Meeting is Wednesday, November 20, 2019 at 7:00 p.m. in the Board Room. This meeting will be in conjunction with recreational marijiuna Town Hall meeting.
Zoning Committee: (Trustee Lomeli)
Trustee Delgado reported Zoning Board to conduct a Public Hearing at 7:00 p.m. on Tuesday, November 19, 2019, in the Board Room of the Hillside Municipal Complex, 425 Killside Avenue, Hillside, IL, to consider a petition submitted by Commonwealth Edison, on the consideration to continue use of the property for a Special Use in a B-2 Zoning District, as temporary construction area for equipment and supplies needed to update transmission line work and substations at 101 N. Wolf Road, Hillside, IL 60162.
Trustee Delgado also reported zoning Board to conduct a Public Hearing at 7:00 p.m. on Tuesday, November 26, 2019, in the Board Room of the Hillside Municipal Complex, 425 Hillside Avenue, Hillside, IL, to consider a petition submitted by Outfront Media, LLC, 1233 W. Monroe Street, Chicago, IL 60607, to allow for the existing billboard to be converted to digital technology at a height of 49 feet and 3 inches. The height limitation in an M-2 Zoning District is 45 feet. Variance request is 4 feet, 3 inches on the overall height at 4100 Frontage Road, Hillside, IL 60162.
Administrator Wajda reported that since the billboard is being taken down it cannot go back to the height it was. There are height restrictions and billboards cannot be any higher than the highest building in Hillside.
Technology Committee: (Trustee Delgado)

Community Services Committee: (Trustee Farries)
Trustee Farries reported on Hillside Youth Commission Halloween Festivities held on Thursday, October 31, 2019. She said even though the weather did not cooperate, the children were able to pick up their Treat Bags at the village Board Room.
Trustee Farries also reported on the Proviso Township Board of Review Property Tax Appeals Workshop held Wednesday, November 13, 2019 at the Hillside Village Hall.
Trustee Farries further reported Santa's arrival and tree lighting is Thursday, December 5th, at 6:30 p.m. to 8:00 p.m. Visit with Santa and free face painting in the Board Room. Free sleigh rides from 6:30-7:30 p.m. and bonfire.
Village President:
Mayor Tamburino he is considering putting Village communications in both English and Spanish.
Mayor Tamburino reported we have had a presentation from the Public Works Department reporting the cost to pick up dog feces on Prairie Path would be between $13,000.00 - $15,000.00 per year. He also said our Public Works department is not large enough to do this on a regular basis. When people left with the Early Retirement Program years ago, we did not replace people. This is something that we will look at.
Announcements:
Mayor Tamburino announced the next Regular Meeting of the Village Board is scheduled for 7:30 P.M. Monday, November 25, 2019, in the Board Room of the Municipal Complex, 425 Hillside Avenue, Hillside, IL 60162.
As there was no further business before the Board, Mayor Tamburino entertained a motion
So moved by Trustee Delgado, seconded by Trustee Farries. All voting aye, motion carried.
