City of Northlake City Council met Dec. 2.

Here is the minutes provided by the council:

The regular meeting was called to order at 7:00 p.m. Mayor Sherwin asked everyone to stand for the pledge of allegiance.

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, GARCIA, JOHNSON, GONZALEZ, GROCHOWSKI AND PATTI

OTHERS PRESENT: NANCY PAULETTO, CITY CLERK

Mayor Sherwin presented the minutes of the regular meeting held on November 18, 2019. Alderman Patti made a motion to accept the minutes of the regular meeting held on November 18, 2019; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE NOVEMBER18, 2019 CITY COUNCIL MEETING CARRIED

Mayor Sherwin presented the minutes of the budget meeting held on November 20, 2019. Alderman Patti made a motion to accept the minutes of the November 20, 2019 Budget Workshop; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE NOVEMBER 20, 2019 BUDGET WORKSHOP CARRIED

Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Garcia. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, GARCIA, JOHNSON, GONZALEZ, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO PAY THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin stated that residents can still bring their leaves to Public Works; he attended a Thanksgiving celebration at the American Legion Hall for military recruits; and he also attended the West Leyden citizenship ceremony where he was the keynote speaker. The city’s infrastructure work has finally been completed for this year. Winterfest will be held at Grant Park on December 7, 2019. The Lemoyne Avenue Bridge will be completely replaced in the spring but in the meantime, traffic will be shifted to one side.

Alderman Grochowski made a motion to approve Resolution R-23-2019; A Resolution Adopting a Complete Streets Policy; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-23-2019; A RESOLUTION ADOPTING A COMPLETE STREETS POLICY CARRIED

Alderman Patti made a motion to approve Ordinance O-23-2019; An Ordinance Adopting the Annual Budget for Calendar Year 2020 for the City of Northlake, Cook County, Illinois; seconded by Alderman Gonzalez. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-23-2019; AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR CALENDAR YEAR 2020 FOR THE CITY OF NORTHLAKE, COOK COUNTY, ILLINOIS CARRIED

Alderman Patti made a motion to approve Ordinance O-24-2019; An Ordinance for the Levy and Assessment of 2019 Taxes Paid in the Year Beginning January 1, 2020 and Ending December 31, 2020 for the City of Northlake, Cook County, Illinois; seconded by Alderman Johnson. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve Ordinance O-25-2019; An Ordinance Providing for the Abatement of the 2019 Tax Levy for the General Obligation Bonds, Series 2011, of the City of Northlake, Cook County, Illinois; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve Ordinance O-26-2019; An Ordinance Providing for the Abatement of the 2019 Tax Levy for the General Obligation Tax Increment Refunding Bonds, Series 2015, of the City of Northlake, Cook County, Illinois; seconded by Alderman Gonzalez. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve Resolution R-24-2019; A Resolution Authorizing the Submission of a Public Policy Question at the March 17, 2020 General Primary Election Concerning Whether the City of Northlake Should Allow Cannabis Businesses Within the City of Northlake; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve Ordinance O-27-2019; An Ordinance Creating a Temporary Moratorium on the Processing or Consideration of any Applications or Requests to Locate a Cannabis Business in the City of Northlake; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

Alderman Straube made a motion to approve the Proposal for Phase I Engineering Services Railroad Avenue; North Avenue to Palmer Avenue Cook County Section 19-IICFR-05-ES from Christopher Burke Engineering; seconded by Alderman Patti. Mayor Sherwin called for the roll.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
