City of Northlake Committee of the Whole met Nov. 18.

Here is the minutes provided by the committee:

ROLL CALL:

PRESENT: ALDERMAN STRAUBE

ALDERMAN FELDMANN

ALDERMAN GONZALEZ

ALDERMAN GROCHOWSKI

ALDERMAN PATTI

ABSENT: ALDERMAN GARCIA

OTHERS PRESENT: NANCY PAULETTO, CITY CLERK

CAROL LAMPARD, FINANCE DIRECTOR

NORM NISSEN, CHIEF OF POLICE

TONY FACIANO, PUBLIC WORKS

The committee reviewed the minutes of the November 4, 2019 meeting. Alderman Patti made a motion to approve the minutes of the November 4, 2019 meeting; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.

Mayor Sherwin presented the Warrants and Vouchers. Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Grochowski. Questions were asked and answered respectively. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Under New Business:

Mayor Sherwin presented Resolution R-21-2019; A Resolution of the City of Northlake Forgiving Certain Interfund Receivables and Payables. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin opened a discussion about the 2020 Infrastructure Program, stating some adjustments were made to accommodate additional costs for the Lemoyne Bridge, older water reservoir/water tanks, etc. Alderman Patti made a motion to approve the 2020 Infrastructure Program; seconded by Alderman Gonzalez. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented Resolution R-22-2019; A Resolution Supporting a Proposed Class 7a Classification for the Property Commonly Known as 401-411 West North Avenue, Northlake, Illinois and Ordinance O-22-2019; An Ordinance Designating an Area in the City of Northlake, Cook County,

Illinois Commonly Known as 401-411 West North Avenue as Blighted. It was agreed these could be approved and voted on together. Alderman Patti made a motion to approve; seconded by Alderman Gonzalez. Mayor Sherwin called for a voice vote. All were in favor. The motions carried.

Alderman Straube made a motion to go into Executive Session; seconded by Alderman Gonzalez.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
