Village of Hillside Village Board met Oct. 14.

Here is the minutes provided by the Board:

The meeting was called to order at 7:30 p.m. by Mayor Joseph T. Tamburino. The following members responded as present at roll call:

Also present were: Russell Wajda, Village Administrator; John Flood, Treasurer and Assistant Administrator; Joseph Lukaszek, Police Chief; Joe Partyka, Fire Captain; Joseph Pisano, Public Works Director; Patrick Deady, Village Attorney; Anthony Faragia, EMA Director.

Village Clerk:

Deputy Clerk Thermos reported Village offices will be closed Saturday, November 9, and Monday, November 11, 2019, in observance of Veterans Day.

Department Head Operating Reports:

Treasurer/Director of Economic Development: (John Flood)

Public Works and Building Services Director: (Joseph Pisano)

Public Works Director Pisano gave an update on the 2019 Road Project that concrete is in place, and they are working on structural adjustments. The work was ahead of schedule, and they will start grinding Thursday.

Village Administrator:

Administrator Wajda reported bids are coming in for 431 Hillside remediation of environmental issues. This is to be paid out of the bond fund.

He gave the floor plan and cost estimate for the dispatch consolidation with Westchester.

He also reported a legislative bill is being considered for consolidation with the Police Department and Fire Department pension funds.

He further reported a bill carried over from the Spring Session, and a new bill brought into the Veto Session, is being considered to eliminate red light cameras throughout the State of Illinois.

Administrator Wajda requested an executive session 5/120/2 (6) for sale of property.

Committee Reports

Finance and Administration Committee: (Trustee Kramer)

Trustee Kramer reported the following are to be on the agenda for action at the Regular Board Meeting of October 28, 2019.

A. Approval of gross payroll for period September 14, through September 27, 2019, in the amount of $292,574.89.

B. Approval of bills for the month of October, 2019.

Public Services Committee: (Trustee Walter)

Trustee Walter reported the following are to be on the agenda for action at the Regular Board Meeting of October 28, 2019.

A. Approval of Resolution 19-06, Adoption of the Update of the Cook County Multijurisdictional Hazard Mitigation Plan.

B. Approval to release retainage in the amount of $10,000.00 to Brothers Asphalt Paving Inc., 315 S. Stewart Avenue, Addison, IL 60101, for work performed on 2018 Street Reconstruction Project.

C. Approval of contract with Hanson Professional Services Inc., to provide construction observation services for the 2019 Road Resurfacing Project.

D. Approval of payment on Pay Request #1 in the amount of $165,277.07 to Brothers Asphalt Paving Inc., 315 S. Stewart Avenue, Addison, IL 60101, for work performed on the 2019 Street Resurfacing Project.

Public Safety and Education Committee: (Trustee Watson)

Trustee Watson reported approval of the Intergovernmental Agreement Between the Department of Healthcare and Family Services and the Village of Hillside for Village Participation in the Supplemental Reimbursement Ground Emergency Medical Transportation Program be on the agenda for action at the Regular Board Meeting of October 28, 2019. Trustee Watson asked Captain Joe Partyka to report on the Fire Department's First Open House held Saturday, October 12, 2019. It was a great success with over 200 residents participating, and plenty of food. There were life-saving demonstrations, techniques and teaching tools to inform residents of safety issues. There was entertainment for the kids, a fashion show and fun for the whole family.

He also reported the next Community Awareness Meeting is Wednesday, October 23, 2019 at 7:00 p.m. in the Board Room.

Zoning Committee: (Trustee Lomeli)

Trustee Lomeli reported the Zoning Board will conduct a Public Hearing at 7:00 p.m. on Tuesday, October 15, 2019, in the Board Room of the Hillside Municipal Complex, 425 Hillside Avenue, Hillside, IL, to consider a petition submitted by Matt Kronkor, ABR Communications, 1146 Larkspur, Batavia, IL 60510, on the consideration for a Special Use Permit in M-1 Zoning District, to allow for a storage trailer at 4146 Warren Avenue, Hillside, IL 60162.

Technology Committee: (Trustee Delgado)

Trustee Lomeli reported the following are to be on the agenda for action at the Regular Board Meeting of October 28, 2019.

A. Approval of quote from Comcast Enterprise Services to run a fiber optic line from Hillside dispatch Center to Hillside Fire Station and Westchester Fire Stations. The installation cost of $2,000.00 and monthly fee of $1,806.00 will be split between Hillside and Westchester 50/50. The proposal is for a period of 60 months.

B. Approval of Service Order Agreement with Call One, 225 W. Wacker Drive, Floor 8, Chicago, IL 60606, for VOIP Phone Service with a wireless backup at a cost of $712.60 per month for 3 years. This will provide an average monthly savings of $500 a month.

Community Services Committee: (Trustee Farries)

Trustee Farries reported Proviso West Homecoming is Saturday, October 26th at 10:00 a.m.

She also reported the Hillside Youth Commission is hosting Halloween Festivities at the Hillside Commons on Thursday, October 31, 2019. Costume judging will begin at 6:30 p.m., followed by the bonfire and wagon rides. Trick or Treating hours are 2:00-6:00 p.m.

Trustee Farries also reported Proviso Township and the Village of Hillside are hosting a Board of Review Property Tax Appeals Workshop on Wednesday, November 13, 2019 at 6:00 p.m. at the Hillside Village Hall.

She further reported on the Cemetery Tour held Saturday, October 5, 2019. The Mayor said once again it was sold out, and the weather was perfect.

Village President:

Mayor Tamburino announced a Veterans reception to be held Wednesday, October 30, 2019, from 5:30 p.m. to 7:30 p.m. at the Best Western. Cocktails and dinner will be served. Invitations are in the mail.

He also announced Hillside's 17th Annual Veterans Day Parade is Saturday, November 2, 2019, at 1:00 p.m. Grand Marshal is Hillside resident, U.S. Navy WWII Veteran, Carl Ruzich.

Mayor Tamburino talked about the purchase of a brick paver for the Memorial Park District Memorial at Stevenson Park in Bellwood honoring active military personnel and first responders. The cost would be $500.00.

Announcements:

Mayor Tamburino announced the next Regular Meeting of the Village Board is scheduled for 7:30 p.m. Monday, October 28, 2019, in the Board Room of the Municipal Complex, 425 Hillside Avenue, Hillside, IL 60162.

As there was no further business before the Board, Mayor Tamburino entertained a motion to enter into Executive Session to discuss property acquisition Section 2 (c) (6).

So moved by Trustee Watson, seconded by Trustee Kramer.

Roll call taken, motion carried.
